They still have to pay INCOME tax. They don't want to declare their actual sale because it will reveal their actual income.
Also there is a huge quantity of smuggled goods being sold in pakistani markets. eg. entire gold jeweler industry. This income does not show up in any books anywhere. It also hurts the local manufacturers. Biggest tax thieves in Pakistan are
1) Traders/wholesalers
2) Farmers specially big land lords
3) Real estate developers, brokers and builders
3 can be dealt with very easily if govt really wants. for eg. Raise the FBR value of property by at least 400% over next 2-years(i.e. double every year for next 2 years). In addition, increase the capital gains on property to 15% (same as capital gains on stocks) and extend duration to 5 years. This will 4X tax collection from real estate, discourage plot trading and remove black money from real estate so that only genuine buyers remain.
2 is also relatively simple and India already did back in 1948. Pakistani state must take over all land holding above 1000 acres similar to nationalization done by Bhutto. This land should then be redistributed in small 20-25 acres to the peasants already living/working on these lands. There will be armed resistance from landlords and feudals who own these lands but they have to be tackled some day. In 21st century Pakistan is the only country in the world where feudalism exist! These feudal families acquired these lands as a reward from the british govt so the bullshit decision by Federal Shariat court decision must be challenged in court.
1 is a most complicated because it requires compliance from traders. These people are already making money from the existing economy but not paying tax. One trick is to look at electricity bills of each shop/restaurant and compare it to their income tax. There is a strong correlation between income and electricity/phone usage for any retail/wholesale business. This can be used to catch major retailers evading taxes. Same applies to gas bills and petrol usage for tax evaders in industrial sector. Once few big recoveries are made, rest will start falling in line.
