Qanoon tu mojood hai meray bhi... Magar implement nahi hota..... 1000 qanoon aur bana lo, but implement nahi hota.. This is a big issue.

Laws through courts are implemented. If the court decides death panelty and that goes through SC, hanging happens. I am not talking about ordinary laws which has no implementing authority.
