Circumstantial evidence and the Military establishment's attitude paint a different picture.
1- Zardari's video clip from 2021 that someone contacted him to make a "formula." Zardari claims that he told them, "your formulas have brought the country to this stage. Remove him (Imran), and then we will talk"
2- The military establishment continuously tried to downplay the American threat.
3- DGISPR press conference in which he endorsed the new government by referring to the value of the dollar and stock market.
4- DGISPR refuses the idea of a conspiracy being hatched against Imran.
5- The way PTI social media supporters were hunted down.
If the military establishment is refusing to buy the conspiracy narrative after witnessing the contents of the cipher, then either they are too stupid to put 2 & 2 together or at least a passive participant in the whole fiasco.
