Fundamental change in the system or restructuring of the state takes a long time. Even more so when there is a coalition government without heavy majority to legislate for such a huge change. Takes a lots of time to reverse decades of rot and elite capture that make any meaningful reform more difficult.

Still, there has been some progress.

Establishment made sure that PTI does not get enough majority in elections to reform any fundamentals in constitutional, keeping Turkey's example in mind where Erdogan not just changed the constitution but also made sure that the civilian governments policies are implemented the way the govt wants. Then we all saw what happened to turkish military in 2016 and our Khaki masters learned a lot from that.
