His argument is absolutely correct. It is not against the law to drive on private property.
Happens in America and Europe all the time. Little kids driving bikes and cars on rural acres that are designated as private property. The land belongs to Gandapur and is demarcated with a fence. If the kid was on a main road, then it would be an offense.

Private property is off limits for law enforcement.
