That's good but I am sorry to say you didn't handle this matter professionally,it was very simple do enquiry in one weeks and publish a list of fake liesence holders and kick them out and tell the world rest of them are genuine, but anyway it's your responsibility to find out black sheep in CAA who issued a fake licence and recieved money dismiss them from service and put them in jail as soon as possible for rest of life .
