The quota law is a temporary law, which (I think) gets renewed every 10 years. MQM while it was in government with Musharaf and PPP continued to approve the Sindh quota.
How come Babar ghauri, Altaf Husain, Doctor Ishrat-ul-ibad and many other MQM leaders continued to grow their wealth during this period but the situation of an average Karachi resident continued to get worse?

Yes, PPP has contibuted to the Sindh's and KArachi's problems but MQM was hand in hand with them for a decade.
