COMSATS University Islamabad (CUI) is following the TTS (Tenure Track System) and OG (Officer Grade) for its faculty. The TTS systems was first introduced by Dr. Atta ur Rehman (the then Chairman Higher Commission of Pakistan) as an alternative to the BPS (Basic Pay Scale) or OG (Officer Grade) system. The statutes, rules, and regulations of the TTS and OG systems are well-defined by the HEC and CUI, respectively. We, the CUI faculty, *have* performed up to the mark and brought the ranking of the institution amongst the top 3 in Pakistan, which can be verified from the yearly HEC ranking list of Pakistani Institutions.

All universities in the country have already been giving promotions to their faculty according to their internal rules (BPS and OG grades) and HEC laid out rules (TTS). However, CUI is not giving due promotions to their faculty, which is illegal and against HEC and CUI statutes. It needs to be mentioned explicitly that in the past, few blue-eyed CUI employees got their promotions, at times even at an accelerated pace.

The minutes of the second senate meeting of CUI (held on Aug 21, 2019) are on hold without any solid reasons, and not being passed on to the President of Pakistan (the Chancellor of CUI) by the Ministry of Science and Technology (the Minister being one of the CUI pro-chancellors), which is also backed by the ED COMSATS, Dr. S. M. Junaid Zaidi (being the second pro-chancellor and ex-rector of CUI). The Ministry of Science and Technology stopped the conduction of Selection Board till the approval of minutes of Senate's second meeting.

The rift between the ED COMSATS and current interim setup has worsened the situation further, so much so, the university’s overall performance is nose-diving. This situation is directly impacting the faculty and has led to several protests in the recent past – not only the seniority is being affected but this is also psychologically demoralising as well as adversely affecting their research output.

It is to bring into your kind notice that the Selection Board can be conducted before the approval of the minutes of the second senate’s meeting, in accordance with the CUI Act (Clause 43(2) and 45). We, *the faculty have* severe reservations on the actions of the pro-chancellors and the current rector of CUI.

We request your kind honor to intervene and get investigated the delay in conducting Selection Board at CUI. The conduct of the Selection Boards and due date promotions of all eligible cases will ease the heightened tension faced by the employees in CUI and will also help avoid possible extreme eventualities from the victimised faculty that may disrupt the academic activities at the seven campuses of CUI, resulting in loss of precious time and money of around 40,000 students. Until now the stake to the future of students in such eventualities has been the only reason that faculty is still honoring their commitments to the institution but the situation has now gone beyond tolerance.
