The events of past few months have clearly shown that Pakistan needs to deeply reset and reform its military end-to-end.
By Pakistan i mean the civilian carder of the country. The politicians, people, courts, and simple folk who need to do this.
The only real democratic PM of Pakistan, not a birth of military itself, was removed for being a true muslim, a true patriot, and acting as a true command in chief in best interest of his people, not of people of other countries.
This taken-for-granted power has broken our dear motherland once in 71, and failed to reclaim Kashmir, not to mention dragging Pakistan back by decades from which an economic revival seems impossible.
The country has been brought to a sheer brink of economic collapse where its assets are being sold now while the military sits and watch its engineered destruction, despite clear warnings by removed PM Imran Khan.
Next civilian gov will have two uphill tasks.
1. Recover from his crap of a mess.
2. Make sure that this never happens again.
#2 requires resetting the entire military by bringing wide ranging reforms to it. And this should be backed up by law so no violations go unpunished.
Here’s what Pakistan needs to do.
1. Ban any sort of extensions what so ever. Even in state of emergency or war, let the law take its course. Once a chief has retired, there should be no need for consultation with PM. Military should itself automatically promote the next in line to COAS. COAS should be banned from making media appearances in his own capacity, rather as a subordinate to PM whenever needed.
2. Disband ISPR as a parallel policy dictator. Remove DG ISPR post. Any defence related announcements will come from Defence ministry or FO spokesperson. There should be no visibility of ISPR type institution in media or social media. National songs and dramas should be undertaking of defence ministry not military.
3. Disband ISI as an umbrella institution. This institution has more meddling inside the country than outside. The entire purpose of an intelligence agency is to work in secret not remain in limelight about how it’s the best and bla bla. All intel agencies report to PM via Defence minstry under a defence secretary.
4. Ban induction of Qadianis into the military by law completely. Anyone caught lying will be court martialled and jailed and fined. The current one has strong links to them or is himself one ( i cannot say for sure about latter though)
5. Ban foreign trainings and deputations for Military in US and EU. Joint trainings can continue outside US and EU borders because Pakistan should balance relations with east and west but not become a slave to either.
6. Ban foreign trips in own capacity by Military men and meeting head of states, taking gifts and such. Family trips are to be monitored strictly.
7. Ban entry / immigration of military men and their families in higher positions (Brigadier and above) to US and EU after retrirement for 10 years.
8. Ban contact and communication between military and government institutions by law. Any one contacting or being contacted to be investigated and possible removal from service.
9. Reduce the size of military by 10-20% and make it more efficient on lines of China and Russia by arranging more high tech equipment for them instead of man power. This is not 1950.
10. Ban meetings of foreign ambassadors with military men and vice versa. Politics and economy is to be run by civilians whether it means anything.
11. Ban extravagent benefits, trips, and plots gifting to high ranking military officials on tax payer money. Pillaging of national resources and land must be banned.
12. Nationalize DHA, fauji foods, Askari bank, and other military businesses. Military is to banned from undertaking business operations in the country. Separate housing schemes for military should be banned. If you belong to this country, you can live in this country without a parallel society of own. Arranging proper finances for their salaries and equipment is gov responsibility and gov must make sure to expand economy to make sure the military remains hi tech and up to par.
13. Past violations of law must be opened as cases in court of law and let the law take its course whether someone is alive or not. This is to deter any such happening in future.
14. Decisions involving use of military force, national resources, or acumen outside Pakistani borders must be a decision of parliament. Military should be kept out of such process.
15. Lastly, change the mindset. Teach the people that military is not their master but their servant. Military should remember the same. Civilians make the laws, military obeys them as Quaid e Azam laid down this golden principle.
