Six-month report: Attacks categorised as terrorism drop from 290 to 131

PESHAWAR: There has been a considerable decrease in terrorism cases in Khyber-Pakhtunkhwa during the first six months of 2015 as compared to previous years.

This was said by counter-terrorism department (CTD) DIG Salahuddin during a meeting held at Central Police Office in the city on Wednesday. During the moot, he briefed participants about number of terrorism cases reported in the province over the past four years.


“Between January and June, 131 incidents of terrorism incidents have been reported across K-P,” he said. “At least 63 people, including 23 policemen, were killed in the attacks.” Salahuddin said deaths resulting from these incidents have been reduced by over 70% as compared to 2014 and 84% as compared to 2013.

However, it is hard to comment on why such a trend emerged, or establish any cause-and-effect relationship, in the absence of a larger analysis of policy and implementation. The K-P government has completely depoliticised its police force and there is no interference in the system by any minister, chief minister or even by Imran Khan himself. There is absolutely zero tolerance policy against corruption. Till date 129 police officials have been terminated and seven demoted on complaints regarding corruption and misuse of power. Earlier, the appointments were made through political interference but now a merit based NTS test is being introduced for recruitment purposes.
The government has also introduced an online FIR system, the first of its kind in Pakistan, through which a person can launch an FIR against anyone without any hazard and the police is bound to respond after verification. So far, 1030 FIRs have been registered through the online system. Nasir Durrani, IG police, is keen to establish model police stations all over K-P. Three police stations in Peshawar have already been converted into model police stations as reported on TV channels.

Notorious’ target killer gunned down in Peshawar

PESHAWAR: A wanted target killer was gunned down during a police encounter on Sunday early morning in Hazar Khwani in Peshawar.
“Naseer alias Kareechay was a notorious, hired assassin with numerous target killings on his hands,” police told The Express Tribune.

“Naseer was a proclaimed offender and was known to have been responsible for deaths in which he had not been nominated, locals feared him and his reputation,” said SSP Operations Mian Saeed.
According to reports, Naseer was known to be behind at least 21 target killings and was wanted for several other crimes. He recently came under suspicion of killing two women in Peshawar.

PESHAWAR: Technical Education and Vocational Training Authority (Tevta) Khyber-Pakhtunkhwa has established 10 vocational training centres across K-P under its Technical and Vocational Education and Training (TVET) Reform Support Programme.


The association is planning to set up another 63 centres under the same programme with the aim to provide services to the trainees for their personal, professional and career development.


These centres will also bridge the gap between the job market and skilled labour force through collaborative networking.

It is necessary to focus on technical education and the provincial government has allocated Rs8 billion for the sector, Adviser to the Chief Minister on Technical Education Shah Mohammad toldThe Express Tribune.

“Pakistan lags behind many developing countries in the sector and the provincial government will facilitate experts in the field to bring it up to par,” said Shah Mohammad.

According to Tevta K-P Chairman Nauman Wazir, the authority plans to set up a total of 73 technical and vocational education centres in K-P and initially 10 have been established in Peshawar, Kohat, Charsadda, Nowshera, Abbottabad, Mansehra, Lower Dir and Mardan.

“These centres will be training students in developing entrepreneurship skills,” said Wazir while speaking to The Express Tribune following a Tevta meeting earlier this week.

He explained that under the reform support programme, the Fund for Innovative Training (FIT) has been set up to support new approaches to skill development and increase access of marginalised social groups to technical and vocational education.

“FIT emphasises on initiatives in four areas: green skills, empowerment of women, youth and marginalised groups, enterprise involvement and entrepreneurship,” said Wazir.

He added these projects and initiatives are expected to make the TVET system more flexible and responsive to the needs of people in areas that have fewer opportunities.

The TVET Reform Support Programme is co-funded by the EU, the Netherlands, Germany and Norway.

Restoration Of Schools In KPK - Challenge Of Terrorism - Thursday, January 07, 2016

In Khyber Pakhtunkhwa (KP), 750 schools were bombed and destroyed by the militants which in many cases were up to 50% of the schools of any given area. Most of these schools were targeted in the night, with each school being targeted several times with the specific aim of completely destroying the structure and the sinister intent of squashing the zeal for education in the population. Thousands of parents and children discouraged and scared, resigned to the fact that education is never going to be a part of their lives which resulted in a massive school dropout in the region.
The current government in line with their mandate has allocated 28% of the provincial budget (the highest percentage of any other province ever in the history of Pakistan) for education. In another unprecedented achievement 117% of this budget has been utilized.



According to the Provincial Minister for Education Atif Khan, 703 such schools have been reconstructed and are made operational till date. In an effort to promote sports activities in government schools 111 grounds have been made operational and 81 are currently under construction. In addition to building the structures several initiatives have also been taken to increase school enrollments, especially for the girls. Considering that a single 6 classroom school can cost up to Rs 15 million, it has been a tremendous undertaking. However, the government of KP is adamant to fulfill its commitment to provide quality education to the children of KP as a part of their vision to move towards a progressive Pakistan through human development.

KP has done well': provinces must prepare own growth strategies: Pasha

Former Advisor to Prime Minister, Dr Hafeez Pasha Friday said Khyber Pakhtunkhawa has done well in terms of foreign remittance, per capita income and employment as compared to other provinces and emphasised that provinces must prepare their own growth strategies on annual basis. Speaking at the launch of Institute of Policy Reforms brief on growth and provincial economics, he stated that in Punjab growth and production of crops declined while in Sindh industrial growth has slowed.

He added that KP economies have done well in terms of foreign remittances, per capita income and employment. He said time has come now that federal and provincial bureaus of statistics should undertake preparation of data and accounts on provinces. Pasha said that trouble in Karachi was causing an estimated loss of Rs 400 billion annually while serious problem of governance was manifested in poor social indicators of Punjab and Sindh provinces and KP was the only province which showed continuous increase in literacy.

He added that literacy fell from 60 percent to 58 percent. He felt that planning in Pakistan must reorient to a bottom-up approach whereby provincial development plans must aggregate into a national plan. He presented estimates of provincial GDPs for the 15-year period between 1999-2000 and 2014-15. He said that his study of provincial GDPs also deepened knowledge about drivers of growth and their geographical location.

Pasha stated that Punjab has a 54 percent share in the national economy, followed by 30 percent Sindh, 13 percent KP, and 3 percent Balochistan. Share of each province has changed in the 15 years under review. The most pronounced shift is in KP whose share has increased from 11 percent in 2000 to 13 percent in 2015, whereas the share of Balochistan declined from 3.8 to 2.9 percent. Looking at productive sectors, Punjab's share in agriculture production is 62 percent, Sindh 23 percent, and KP has a share of 10 percent. In industry, Punjab's share is 40 percent; Sindh has a share of 42 percent and KP 14 percent, he added.

He said during 2000-08 when the economy grew rapidly, Sindh was the best performing economy with high growth in large-scale industry but provincial economic growth declined during the two succeeding periods of 2008-13 and 2013-15. Punjab grew faster than other provinces during periods of slow growth and throughout these periods, the KP economy has maintained a healthy rate of growth of 5 percent or above.

Pasha added that growth in production of major crops in Punjab, which accounts for 75 percent of national value added to these crops, has declined while deteriorating law and order in Karachi coupled with power shortage has slowed industrial growth in Sindh with its effect on national growth. Since 2008, industry in Sindh has actually contracted while KP economy has done well, however, sustainability of its growth is open to question. Foreign remittances have largely driven KP growth, where 20 percent of household income comes from remittances. The corresponding figures for Punjab and Sindh are 10 percent and 3 percent. KP has acquired the characteristics of a remittance led service economy with limited indigenous production base, he added.

Balochistan has had the slowest economic growth where 'real per capita income may have actually fallen'. Insurgency seems to be the major reason for this. Agriculture, however, has been buoyant in Balochistan. Increase in provincial resources after the 7th NFC Award may have begun to have some impact on the province's economic growth rate. As per report, shifts in per capita income among provinces are profound. In 2000, Sindh had the highest per capita income among provinces. Today, it has slipped to third place with Punjab at number one. KP ranked fourth in 2000, moved to third place by 2008 and is currently second highest. Employment has moved in a similar way. Between 2000 and 2008, Sindh had the highest growth rate of jobs of 4.5 percent. Currently, KP has the highest growth rate.

With increase in per capita income in KP, inequality among provinces has fallen, especially as Sindh has lost growth momentum in recent years. Balochistan remains a concern as slow growth may have increased inequality with other provinces. Inequality in household income within each province is highest in Punjab and lowest in KP. Balochistan has the second highest inequality and Sindh is at number three. Report on 'Growth of the Provincial Economies' was prepared by Hafeez Pasha.

In his address of welcome, IPR Chairman Humayun Akhtar Khan stated that the Institute's research launched today was the first in-depth study of provincial economies in the country. He stated that increased financial and administrative powers with the provinces, since the last NFC Award and the 18th Amendment to the Constitution, meant that national growth is now an outcome of local and provincial growth.

This realisation seems to have been lost. Each province must have a development and growth strategy for its economy. However, planners are at a disadvantage, as Pakistan does not prepare provincial accounts. He said that given paucity of data on sub-national economies, IPR's research is truly exceptional. The IPR plans to fill the data gap and find a mechanism to construct provincial accounts in the coming years.

According to a Business Recorder exclusive, the sum total of provincial tax collections during the first seven months of the current year rose to 87 billion rupees in comparison to the 70 billion rupees collected during period of July-January 2012-13. Punjab witnessed a rise in collections of 9 billion rupees - from 36 billion rupees last year to 45 billion rupees this year with a major increase attributed to stamp duty (one billion rupees) and urban property tax (one billion rupees). Sindh collections rose by 4 billion rupees - from 32 to 36 billion rupees with excise and stamp duty the major contributors to the rise. Khyber Pakhtunkhwa collections rose by a whopping 3.9 billion rupees - from 1.8 billion rupees to 5.7 billion rupees and Balochistan witnessed a rise of 370 million rupees - from 483 million rupees to 853 million rupees. In percentage terms Punjab increased collections by 25 percent, Sindh by 12.5 percent, KPK by 216 percent and Balochistan by 76.6 percent. Hence in percentage terms KPK performed a lot better than Sindh and Punjab with Balochistan performing the second best in terms of increasing the provincial revenue generation in percentage terms

Demanding more: K-P finds funds released by Centre to be insufficient

PESHAWAR: Although the federal government has released billions of rupees to the province of its share in net hydel profit arrears and other funds, the Khyber-Pakhtunkhwa government is unhappy with the allocations. It claims the money is insufficient to meet K-P’s needs.

A fuller bank account

According to information collected by The Express Tribune using the K-P Right to Information Act 2013, the federal government has provided Rs5.6 billion to K-P for its net hydel profit arrears till March 2015. The amount includes Rs5.4 billion for the previous fiscal year (2013-2014) and Rs200 million for the ongoing year.

Similarly, in gas royalties, the provincial government received Rs2.79 billion for the ongoing fiscal year (till March); it received Rs3.87 billion for its general sales tax share, and for tobacco development cess, it received a little over Rs199 million for the current year (till February).

Moreover, the federal government has also given K-P Rs172.7 million as an additional 1% share of the National Finance Commission award for the fight against militancy. This includes Rs9.2 million in arrears from the previous year.

Asking for a raise


When asked if the provincial government has any projects planned to utilise this money, Minister for Finance Muzaffar Said told The Express Tribune the government is working on investing the funds in the construction of 360 small dams and feasibility reports of these projects were being drawn up.
However, expressing discontent over the released funds, Said said they were insufficient to run K-P. According to the minister, the influx of internally displaced people from the tribal areas has put more pressure on the province’s infrastructure.

“The 1% additional share that K-P gets in the NFC award for war against terrorism is also not enough to meet the province’s financial needs for countering militancy,” said Said. “We want the federal government to increase the share from 1% to 3% as K-P is suffering badly due to terrorism and is spending millions in giving compensation to victims.”

PTI expels QWP from KPK coalition over ‘corruption’

PESHAWAR - The PTI-led Khyber-Pakhtunkhwa government Wednesday ended its coalition with the QWP after Chief Minister Pervez Khattak suspended two provincial ministers from the junior partner for alleged involvement in corrupt practices and poor performance.

The ouster of Malik Ibrar Hussain Khan and Bakht Bedar was followed by a strong-worded advisory by Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan to CM Khattak to end partnership with Aftab Sherpao’s Qaumi Watan Party (QWP). The chief minister also removed another minister – Yousaf Ayub – from his own PTI after he was disqualified by the Supreme Court in fake degree case the same day.

In a tweet, Imran said he had “asked KP CM to pull out of coalition with QWP”. QWP, he said, was given two “warnings about corruption” of two of their ministers but to no avail. Instead of rectification the QWP showed its displeasure at pointing out of their corruption by boycotting the provincial cabinet meetings, he added.

In the statement, Imran added that PTI was elected on a mandate against corruption and has zero tolerance for any form of corruption. Imran praised ministers from Jamaat-e-Islami, the major coalition partner of PTI in KP. “Our JI ministers have proven exemplary in this regard and we respect them for their commitment towards anti-corruption.”

The QWP provincial chairman Sikandar Hayat Khan Sherpao resigned as senior minister minutes after the PTI’s announcement to end the partnership with QWP. Reacting over the PTI’s decision, he said that whoever had any evidence of the wrongdoing should share it with his party. “We have been clear since day one that we will not tolerate corruption as we believe in transparency and good governance,” he maintained.

Sikandar said that QWP had joined the PTI government to highlight and resolve the problems being faced by Pakhtuns. He said he would address a press conference today (Thursday) in which he would tell the “whole truth” to the nation and would expose those who are actually doing corruption in KP government. He alleged the directives being issued from “Bani Gala” are based on anti-Pakhtun policies.

Top leadership of QWP has called a special meeting of its core committee today to finalise future strategy of the party. Sources said that that before taking action, the PTI’s top brass had not only warned the corrupt ministers but also asked CM Khattak to investigate corruption allegation against the cabinet ministers. The sources said that the CM has completed the investigations and found at least 11 ministers guilty of corruption, but action against only three of them has been taken yet.

The ousted QWP minister Mr Bakht Bedar held the portfolio of labour and manpower while Abrar Hussain was provincial minister for forests. Bakht Bedar was reported to be outrightly rejecting the allegations against him. He claimed that there was no evidence against him and asked the PTI to present proof, if any. Ibrar Hussian too has rejected the allegations and said he would knock the doors of the courts over the matter. He said that he would soon expose those who were actually involved in corruption.

Political observers say that PTI has taken a significant first step by severing relations with a coalition partner over corruption issue. However, they said that similar action should also be taken against other ministers from PTI and other parties who are involved in corruption. Interestingly the PTI chief also hinted at an alliance with the PPP in Khyber Pakhtunkhwa, despite opposition from his party.

PTI’s Yousuf Ayub, who was also removed from his post, was minister for communication and works. The Election Tribunal earlier had declared Yousuf ineligible over his fake degree. He then filed a plea in the SC against the decision but the apex court upheld the verdict of the tribunal. Yousuf was elected an MPA from PK-50 Haripur-II.

عمران خان صاحب ابھی خود ہیلتھ کے شعبے میں ہونے والی تبدیلیوں پر مطمئن نہیں ہیں . یہ سسٹم اتنا خراب ہے ٹھیک ہوتے کچھ وقت لگے گا
خیبر پختونخوا پاکستان میں واحد صوبائی حکومت ہے جس نے اس شعبے میں بہت زیادہ فنڈز رکھا ہے
مگر پولیو کے خاتمے کے لئے جتنی کوشش اس حکومت نے کی ہے شائد ہی کسی نے سوچا بھی ہو
HEALTH - The health system has improved significantly – patients testify that doctors are present in the hospitals to attend to their ailments. KPK gov also went through serious challenges regarding Polio and its resistance, they handled the issue and launched a Sehat Ka Insaf program during which each child will also receive vaccination against 9 preventable diseases and vitamin A drops and each family will be given a hygiene kit that includes soap, toothpaste, toothbrushes, towel, water container, etc

پاکستان کے صوبہ خیبر پختونخوا میں محکمۂ صحت کے حکام کا کہنا ہے کہ سیاسی جماعتوں کی جانب سے بچوں کو پولیو کے قطرے پلانے کی کھل کر حمایت کرنے کی وجہ سے پولیو کے قطرے پلانے سے انکار کرنے والے والدین کی تعداد میں کمی آ رہی ہے

پشاور میں انسداد پولیو کےلیے بنائے گئے وزیراعلیٰ خیبر پختونخوا کے مانٹرنگ سیل کے انچارج ڈاکٹر امتیاز علی شاہ نے بی بی سی کو بتایا کہ دو دن پہلے مکمل کیے گئے اعداد و شمار کے مطابق انسداد پولیو مہم کے دوران پورے صوبے سے اب تک تقریباً 30 ہزار کے قریب انکاری کیسسز سامنے آئے ہیں جو کہ پہلے کے مقابلے میں انتہائی کم ہے۔

انھوں نے کہا کہ اس مہم کے دوران صوبے کے تمام اضلاع میں 53 لاکھ سے زائد بچوں کو پولیو سے بچاؤ کے قطرے پلائے گئے جبکہ اس کے مقابلے میں والدین کی طرف سے انکار کا تناسب بہت کم رہا۔

انہوں نے کہا کہ جن والدین نے بچوں کو قطرے دینے سے انکار کیا ہے ان کو ابھی مکمل طورپر چھوڑ نہیں دیا گیا ہے بلکہ ان کے ساتھ علماء کرام اور مقامی انتظامیہ کے ذریعے بات چیت کا سلسلہ جاری ہے تاکہ ان کے بچوں کو قطرے پلائے جا سکیں۔
امتیاز علی شاہ کے مطابق ان انکاری کیسسز میں وہ بچے بھی شامل ہیں جو مہم والے دن کسی وجہ سے گھر پر موجود نہیں تھے تاہم رہ جانے والے بچوں کو قطرے پلانے کےلیے پولیو ٹیمیں بدستور کام کر رہی ہیں۔

انھوں نے مزید کہا کہ ضلع مردان میں پچھلے چند سالوں کے دوران ہر مہم میں سات سے 10 ہزار کے قریب والدین قطرے پینے سے انکار کیا کرتے تھے لیکن حالیہ مہم میں چار سو کے قریب انکاری کیسز سامنے آئے ہیں۔


ر امتیاز کے مطابق سیاسی جماعتوں کی طرف سے اب بچوں کو پولیو کے قطرے پلانے کی کھول کر حمایت کی جا رہی ہے۔ جس کا اثر بھی پڑ رہا ہے اور شاید یہی وجہ ہے کہ انکاری کیسز بھی کم ہو رہے ہیں۔

انھوں نے کہا کہ مختلف اضلاع کے مقامی انتظامیہ نے بھی اس حوالے سے اہم کردار ادا کیا ہے اور ان علاقوں پر خصوصی توجہ دی گئی ہے جہاں انکاری کیسسز زیادہ رہے ہیں۔

خیال رہے کہ گذشتہ سال میں پولیو سے متاثرہ مریضوں کی تعداد دو سو سے تجاوز کر گئی تھی جو کہ پچھلے 14 سالوں میں ایک ریکارڈ تھا۔
پاکستان میں پولیو کے مریضوں کی تعداد میں اضافے کی وجہ والدین کی جانب سے قطرے پلوانے سے انکار اور پولیو کے خلاف چلائی جانے والی مہم کے عملے پر بڑھتے ہوئے حملوں کو قرار دیا جاتا ہے۔

پاکستان میں اب تک سب سے زیادہ پولیو کے کیسسز قبائلی علاقہ جات اور خیبر پختونخوا سے سامنے آئے ہیں جہاں مذکورہ وجوہات کی بنا پر ہزاروں بچے پولیوکے قطرے پینے سے محروم رہے ہیں۔

Imran, entourage used K-P’s helicopters twice

PESHAWAR: Documents submitted to the Khyber-Pakhtunkhwa Assembly on Friday showed that Pakistan Tehreek-e-Insaf chief Imran Khan and other senior leaders of the party used provincial government helicopters on two occasions. These flights ended up costing the provincial exchequer a large sum of money, over half a million rupees.

Details shared with lawmakers in response to PML-N MPA Saleh Mohammad Khan’s query show that the PTI chief and other leaders used K-P government’s MI-17 choppers twice last year – on July 28 and August 7.
The July flight details show an hour and 45 minute-long flight from the helipad in Bani Gala to Kohat and Peshawar. Passengers included Imran Khan, Naeemul Haq, Shah Farman, Mushtaq Ghani, Faisal Javed, Javed Chaudary, Arshad Sharif, Fareeha Awais, Shahram Tarakai, Shaheen Sardezai and Khalid Masood.
Details for August 7 show that Imran Khan, Pervez Khattak, Naeemul Haq, Amin Aslam, Aun Chaudhry, Imran Ismail and Murad Saeed flew from Bani Gala to Matta and Mingora in Swat as well as to Peshawar. The flight time was three hours and 25 minutes.
The establishment department calculated the cost of an hour-long flight is Rs105,836. At this rate, the more than five hour-long flights of the PTI chief and his entourage amount to over Rs520,000.
Flight hours of government officials on the MI-17 chopper are shown to be 116 hours and 27 minutes. At the rate of Rs105,836 per hour, the total cost of these hauls is calculated to over Rs12 million. The MI-17 made about 60 sorties from July 1, 2013 to October 1, 2014, while the AS350B3 chopper, which was later grounded, flew 41 sorties of about 82 hours and 25 minutes from July 1, 2013 to June 30, 2014, costing the province over Rs2.1 million.

Computerisation of land records continues in six districts



PESHAWAR: Computerisation of land records has been completed in Mardan while the project is currently in progress in six districts of the province, documents shared with the Khyber-Pakhtunkhwa Assembly earlier this week have revealed.
Qaumi Watan Party MPA Abdul Karim Khan had broached the subject when he asked a question in the house.
According to the documents shared with the house, the project was initiated under the budget for 2013-2014. Seven districts in K-P – Mardan, Peshawar, Buner, Kohat, Abbottabad, Bannu and DI Khan – were selected for the first phase of computerisation. The document stated land records of Mardan district have been digitised while the project was at different phases in other districts.
The land record computerisation project in seven districts had also been in K-P’s budget for 2014-2015, added the document.
Going digital
Several types of documentation are needed to digitise land records, all of which need to eventually be computerised.
Documents on the computerisation of mauza-wise (mauza is vernacular for estate) scanning of records on rights and data entry in Peshawar showed 191 register haqadaran zameens (RHZ), a land registration process which gives the details of the landowner, cultivator, land and soil, according to the country’s land administration system. Of these, 190 have been computerised.
Out of 191 mutations (records of the transfer of title from one person to another), about 176 have been completed.
Furthermore, out of 345 RHZs of Abbottabad, about 258 RHZs were completed. Only nine mutations out of 345 have been completed. In Mardan, 176 RHZs and mutations were completed. In DI Khan, 340 out of 390 RHZs have been completed while a similar number of mutations are yet to be computerised. Similarly, in Bannu, 209 out of 249 RHZs have been computerised.
Data entry
The data entry status for all seven districts revealed out of 191 mauzas in Peshawar, data entry had been completed for 190 while the entry of the last mauza was currently in progress.
Data entry for 248 mauzas has been completed in Abbottabad. Moreover, 314, 112, 57 and 14 mauzas have been entered in DI Khan, Bannu, Kohat and Buner.
In Mardan, 176 mauzas have been computerised, it added. In addition, farad badar (the error correction process) and mutation entries of 106 mauzas in Mardan, 29 mauzas in Katlang and 41 mauzas in Takht Bhai have also been completed.
Management of records
According to the K-P finance department white paper for 2014-15 shared with the house, the government had prepared a project cycle of around Rs803 million for the seven districts. However, it was later revised to around Rs1.24 billion.
The white paper stated the project would be extended to the remaining districts of the province from the next financial year and an estimated amount of Rs2.8 billion is likely to be allocated in this regard.

News from KPK where being a patwari is no longer fun

There is a lot that’s happened in 2013 in the country from election to an array of new development projects across the various cities of the country. KPK in general is a province that mostly remains in news because of the drone strikes, NATO supplies or/and the poor law and order situation and little or no attention is given to other matters that go on in the province. While some believe nothing has changed in the province, our sources report that it’s not true for the patwaris of KPK.I have numerously written and expressed our dislike for the entire patwari system which I believe poses a threat to the entire realty sector of Pakistan. Over the years, people have come to associate patwaris with extortionists who thrive on bribery and are eating away at the most precious asset of Pakistan – real estate. The situation in KPK however changed for the better and in the favour of the people. According to our sources in KPK, being a patwari in the province is no longer fun as the new government, as per its promise, has been dealing with the ‘situation’ with an iron hand which has evidently irked the patwari community.The new KPK government promised change, and while it may have not performed as well as some of the folks were expected it to on most accounts, this patwari system seems to be an exception. It won’t be wrong to say that bribery has pretty much become the bread and butter of the patwari system in the country. Eliminating corruption from this one system alone was an onerous task which seems to have been accomplished in KPK so hats off to them.I do hope, pray, and wish that we would get to see this much needed change in other provinces of Pakistan as well where people are waiting to be rescued

Reclaiming the clock tower: At least 13 shops razed to the ground

PESHAWAR: The district administration demolished 13 shops during an anti-encroachment drive in the provincial capital Saturday night.

District Municipal Administrator Syed Zafar Ali Shah told The Express Tribune action is being undertaken on the directives of Chief Minister Pervez Khattak. Shah said shops surrounding Ghanta Ghar were demolished as part of efforts to restore the historic clock tower.
Cheaper by the dozen

The municipal administrator said the clock tower will be refurbished and restored to its original state.

He added the shops at Ghanta Ghar were allocated against a rent of Rs2 per month in 1955 and currently the shopkeepers pay Rs740 a month to the district administration. “The traders will be relocated in Peepal Mandi and Ganna Mandi,” Shah added.

Notices were served to over 400 shopkeepers across the city, asking them to voluntarily vacate illegally-occupied land before February 20. Once the deadline passed, the bulldozer was officially given the green signal.

As the campaign is in full swing, Peshawar Deputy Commissioner Riaz Mehsud has cancelled weekly holidays of Assistant Commissioner Mumtaz Ahmad, relevant additional assistant commissioners and other officials.

According to a notification issued on Friday, the decision has been taken so the drive meets its intended targets soon. The grand operation will continue under the supervision of the DC until the entire provincial capital is cleared of all encroachments, stated the notification.

Mehsud had stated all those affected by the encroachment drive will be provided with alternative space in other areas and their losses will be reimbursed. A group of traders met the DC and lauded his initiative.

Additional Deputy Commissioner Sohail Ahmed Warraich earlier conducted an operation against encroachment in Qissa Khwani Bazaar, Misgaran Bazaar and Ibrishamgaran Bazaar on Thursday night.

In January, three people were killed at the foot of the clock tower as a bulldozer reversed and ran them over during a clean-up drive.

The sole city district govt in K-P

PESHAWAR: With local government elections taking place on a party basis for district councils across the province, the poll results are likely to affect power and governance dynamic in K-P in the long run. The rest of the lower-tier councils will be elected on a non-party basis.

From Peshawar – where the province’s sole city district government will be elected – as many as 582 candidates will be contesting from 92 wards. Of these 336 will be vying for city district council seats on tickets issued by various political parties, the rest will be independent candidates. According to documents of district wards available with The Express Tribune, the city district council will have 138 seats – 92 general, 31 reserved for women, five for non-Muslims, five for peasants/workers and five for the youth.
Candidate disparity

Of the 582 candidates contesting general councillor seats, only four are women. Nelofar Basit, contesting independently from Khalisa-1, Naila Jehanzeb contesting on an ANP ticket from Andar Sheher, Fakharun Nisa, contesting independently from Hayatabad 2 and Neelam Nawaz, contesting independently from Dag.

The city district council, once formed, will be responsible for a significant portion of the local government in Peshawar. In addition to various functions delegated to K-P’s district councils by the LG Act 2013, the council in Peshawar will have other functions and responsibilities as well.

District councils’ functions

According to the LG Act, a district government would consist of a district council and the district administration made up of devolved offices (education, health, etc). The nazim would be the executive while the council would be responsible for ensuring the local government is run in accordance with the law.


The district council would have the power to approve taxes mentioned in the Act; approve development plans and budget proposals for the district government; elect district accounts committee to audit funds available to local set-up and their spending; form joint committees of village and neighbourhood councils to oversee working of government offices, district government offices and municipal offices; and form a committee to ensure the district council members follow a code of conduct. Among several other responsibilities, the district council would also make recommendations to improve the care of disadvantaged and marginalised segments of society.

City district council

with these, the additional responsibilities of the city district government of Peshawar would include the approval of proposals for public transport and mass transit systems; construction of transport networks, and management of the city’s urban planning. It will also be responsible for development schemes for beautification, development of systems for water reservoirs and water sources and as well as ensuring provision of municipal services such as drainage, waste disposal and sanitation.


The city district government would also ensure environmental pollution levels are controlled in accordance with federal and provincial laws and standards. It would also be empowered to approve and manage urban development such as town planning and creation of parks, playgrounds and recreational facilities such as museums, art galleries, libraries and community centres, along with several other responsibilities.

After the polls

One of the most important sectors meant to be devolved in the initial phase after polls is education.

Others include health, community development; sports and culture; revenue and estate as well as social welfare. In later phases, rural development, livestock, agriculture as well as finance and budgeting of devolved offices, among others will also be devolved to the district government.

PESHAWAR: Lt-General (r) Hamid Khan, the newly appointed director general of the Ehtesab Commission, Khyber Pakhtunkhwa, has said that he would discharge his duty without fear and favour to make accountable those involved in corruption and misuse of powers.
When approached by The News on Wednesday soon after the notification of his appointment as the head of the recently created provincial Ehtesab Commission was issued, he said the search committee appointed by the government had approached him and offered him the job. “Mine isn’t a political appointment. I am a non-political person and am taking up this appointment in the larger public interest,” he pointed out. He added that he would ensure that the Ehtesab Commission carried out across-the-board accountability.
Lt-Gen (r) Hamid Khan served as Corps Commander Peshawar from 2005-2007 and led the military operations against the militants in the Federally Administered Tribal Areas (Fata) and Khyber Pakhtunkhwa. Earlier in his military career, he had served as general officer commanding, Kohat. He also remained the president of the National Defence University, Islamabad.
He didn’t take up any formal job after retirement from the Pakistan Army in 2009 and preferred living on his farmhouse in Charsadda district looking after his agricultural fields. He also supervised the working of a school being run by his family for the under-privileged students of the area.
Some months ago, he was made the head of the Pakistan Red Crescent Society, Khyber Pakhtunkhwa chapter, in an honorary capacity. He began taking keen interest in this job to look after the needs of the internally displaced persons and other needy people.
The Pakistan Tehreek-e-Insaf (PTI)-led Khyber Pakhtunkhwa government had promised to set up an independent Ehtesab Commission in the province as it had accused the federal government of being selective in carrying out accountability. Chief Minister Pervez Khattak had said on numerous occasions that their Ehtesab Commission would be so powerful that it could even make him accountable.
The provincial government had set up a search committee to propose the names of credible people to become members of the Ehtesab Commission and also for the office of its director general. Among others, the search committee had former Inspector General of Police Mohammad Abbas Khan, former chief secretary Ejaz Qureshi and former Peshawar High Court judge Sher Mohammad Khan as members.
The search committee recommended appointment of former Peshawar High Court judge Hamid Farooq Durrani as head of the Ehtesab Commission and four others as its members. They are supposed to make policies of the Ehtesab Commission while the task of the day-to-day running of the commission would be handled by its director general, Lt-Gen (r) Hamid Khan.

Ehtesab commission can now probe decade-old cases

PESHAWAR: The provincial assembly on Friday amended the law to empower the Khyber Pakhtunkhwa Ehtesab Commission to deal with corruption cases against the holders of public offices during the last over a decade.
The house passed the KPEC (Amendment) Bill 2015 through which certain changes were made to the KPEC Act 2014.
Officials told Dawn that under the KPEC Act 2014, there were certain ambiguities about the powers of the Ehtesab Commission.
“Originally, it was stated that the law would come in force at once, which meant that the commission could only dealt with cases occurring after it came into existence and not earlier. However, now after the introduction of this amendment, the commission is in a position to deal with corruption cases from Jan 1, 2004 onwards,” an official said.
The assembly has now replaced Section 1 of the Sub-Section 3 of the Act.
The new Sub-Section 3 states: “It shall come into force at once, except the provisions relating to establishment of the commission and Court and provisions relating to the powers and functions of the Commission, Court, Director General, Prosecutor General and all other staff involved in the investigation of a case under this Act shall be deemed to have taken effect from 1st January.”

ادھر قومی احتساب بیورو نے بھی سابق صوبائی وزیر معدنیات محمود زیب سمیت نو افراد کو انھی الزامات کے تحت علیحدہ علیحدہ مقدمات میں حراست میں لیا ہے۔

صوبائی احتساب کمیشن کی جانب سے جاری کردہ بیان میں کہا گیا ہے کہ ان کے پاس ایسے شواہد ہیں کہ صوبائی وزیر ضیاء اللہ آفریدی مالی بدعنوانی اور اختیارات کے ناجائز استعمال میں ملوث تھے جس سے قومی خزانے کو
اربوں روپے کا نقصان ہوا ہے۔

بیان میں کہا گیا ہے کہ ضیااللہ آفریدی کو جمعرات کو باقاعدہ طور پر گرفتار کیا گیا اور اب انھیں مزید قانونی کارروائی کے لیے احتساب عدالت میں پیش کیا جائے گا۔

احتساب کمیشن کا کہنا ہے کہ بدعنوانی کے اسی مقدمے میں ڈائریکٹر جنرل محکمہ معدنیات کو پہلے ہی گرفتار کیا جا چکا ہے۔

ایسی اطلاعات ہیں کہ ضیااللہ آفریدی کو معدنیات کی تین بڑی لیزوں میں بدعنوانی پر گرفتار کیا گیا ہے ۔
صوبائی احتساب کمیشن تحریک انصاف کے دور میں ہی قائم کیا گیا اور اسے ایک خود مختار ادارے کی حیثیت حاصل ہے۔

ادھر قومی احتساب بیورو نے بھی جمعرات کو کارروائی کرتے ہوئے سابق وزیر معدنیات نوابزادہ محمود زیب کو نو اعلیٰ افسران سمیت گرفتار کیا ہے۔

MINGORA: Following in the footsteps of Peshawar district, Swat has also launched a complaint system – locals can just text 8333 and their problems will reach the deputy commissioner.


According to a press release issued on Tuesday, the system will help people send their complaints to the deputy commissioner through text messages. The deputy commissioner is bound to resolve their issues within three days.

“Each officer must ensure proper solution of genuine complaints so they can be addressed on a priority basis,” the press release quoted Swat DC Mehmood Aslam Wazir as saying at a meeting with heads of district departments, including assistant commissioners from all seven tehsils in Swat.

The DC also warned of punishment for those send false complaints. “Not only will mobile numbers of false complainants be blocked by the Pakistan Telecommunication Authority but legal action will also be taken against them,” added the DC. “This condition will minimise the number of false complaints.”


Wazir added the complaint service is an initiative towards good governance. Locals also appreciated the step and said the system would help them register complaints without having to personally go to the DC’s office.



“It has always been a hassle for the public to go to the DC’s office and get their complaints heard,” said Khan Zeb, an activist.

Call for setting up dispute resolution councils

UNER: The local police, lawyers and civil society representatives have recommended the establishment of dispute resolution councils at grassroots level in the district.

The recommendation was made during a joint session in Swari here the other day.


The event was organised by SPO of Aawaz project, where police officers, cabinet members, lawyers and civil society activists showed up in large number.

SPO programme officer Ejaz Durrani apprised participants of the importance of alternative dispute resolution and its impact on society.


He said resolutions of disputes out of court prevented litigation and lifelong enmities among conflicting parties.

Durrani said state resources could be best protected if alternative dispute resolution councils delivered the goods.
He highlighted the role of police, lawyers and civil society for dispute resolution.


The SPO programme officer said the use of negotiation, mediation, collaboration, arbitration and reconciliation could help resolve all minor issues and even major issues at initial stage. The participants recommended that the police note down public complaints on daily report page and forward them to the relevant dispute resolution councils. — Correspondent

PESHAWAR: The Khyber Pakhtunkhwa government has decided to launch air conditioned bus service in Peshawar to provide speedy and comfortable travelling facilities to the commuters.

The plan of launching the new bus service in Peshawar was approved in a meeting held here on Tuesday with Chief Minister Pervez Khattak in the chair, said a handout.


The CNG bus scheme will be introduced by multinational transport company ‘Bucephalus’ under public-private partnership. The company named after famous horse of Alexander the Great will invest initially $200 million with plying a fleet of 150 mini buses on Peshawar mass transit corridor-II, from Chamkani to Hayatabad, while 50 more buses will be added to this fleet after every six months.


Besides Bucephalus chairman Guillaume Jamart and chief executive Ali Arshad Khan, the meeting was also attended by Adviser to Chief Minister Shah Mohammad Khan Wazir, Principal Secretary to Chief Minister Mohammad Ishfaq Khan, Transport Secretary Sardar Abbas, CM Complaint Cell chairman and head of donor coordination Dilroz Khan and other officials concerned.


The representatives of the company said that following an agreement with transport department and node of chief minister, the bus service would be launched in June next year. The meeting was told that about 800 people would get employment in the bus service including trained lady drivers.



The 32-seat automatic mini-bus having separate portions for men and women will be run on the route in two shifts from 6am to 10pm. The bus will cover the 25-kilometre journey in 50 minutes with two minutes pause on every stop. The fare can be paid in cash, through card and SMS that will facilitate the people of Peshawar to reach their destinations timely and easily.



The chief minister asked the transport department to conduct another session with the company for identification and allocation of 100-kanal land for the bus terminal comprising stands, workshops and service stations of the company as well as fixation of the fares.


He said that the people of Peshawar needed affordable transport fares. He directed all the departments concerned to take effective and result-oriented steps to streamline and facilitate smooth flow of all sort of transport including the bus service.


The chief minister said that the company was running successfully its bus service in Belgium, Saudi Arabia, Dubai, USA and Eastern European countries. He said that the service would be extended to other cities of the province.


Mr Khattak also welcomed the offer of the company to launch electric rechargeable rickshaws. He said that the rechargeable auto-rickshaws would be launched in rural areas.

Timely announcements: K-P govt approves mega housing projects
PESHAWAR: The Khyber-Pakhtunkhwa government has approved three major housing projects in the province and authorities have been directed to execute them at the earliest.

According to a handout issued by the government on Wednesday, the approval was given during a meeting with Chief Minister Pervez Khattak in the chair. The meeting reviewed progress made on New Hangu City and the model towns of Peshawar and Nowshera.


The CM directed the housing department to increase the number of plots in Hangu City from 500 to 2,000 by reducing the proposed size of each plot from one kanal to five marlas. The aim was to ensure there is housing aplenty for low-income groups at an affordable price.


He also directed the revenue department to transfer 1,420 acres of land proposed for Hangu City to the provincial housing department.

Khattak also approved a five-kilometre, three-lane access expressway from Tarujaba on GT Road to Model Town in Nowshera. He directed the width of the access road range from 280 to 320 feet.
According to the royalty-based plan of Peshawar Model Town, land owners were offered 13,000 kanals for acquisition.
Uniformity

In another meeting chaired by Khattak, standardised designs were approved for new buildings of schools and colleges. The government claims the exercise could potentially save millions which are being paid by the provincial government to designing consultants.


The meeting was told the designs, prepared and financially mapped out by the K-P Communication and Works Department, would also reduce recurring costs of buildings.


Speaking at the meeting, the CM directed authorities to equip all education institutions with solar power and avoid the use of wood for window frames.

Why Investment In Kyber Pakhtunkhwa

Khyber Pakhtunkhwa is the third largest Provincialeconomy in Pakistan.
The province accounts for 11.9% of Pakistan’s total population. The part of the economy that
Khyber Pakhtunkhwa dominates is forestry, where its share is more than 20% of Pakistan’s mining output comes from Khyber Pakhtunkhwa.



Nearly 78% of Pakistan’s marble production also comes from Khyber Pakhtunkhwa. Wheat, maize, tobacco and sugar cane are the main cash crops of the province along with wide range of fruits and vegetables, whereas a huge quantity of mineral resources, scenic valleys and hydel potential is being utilized for the economic upliftment of the Province.

The province of KP is located at an ideal geographical location, it borders with Afghanistan to the north- west and has direct land route connection through Gilgit – Baltistan Province with Peoples Republic of China to the north.

In order to benefit from these investment potentials, the Government of Khyber Pakhtunkhwa (GoKP) has established Khyber Pakhtunkhwa Board of Investment and Trade (KP-BOIT), dedicated to achieve economic prosperity and growth by attracting local as well as foreign investment in the province.


KP-BOIT has brought together dynamic Board members and actuated a team that comprises eminent personnel of public and private sectors. With them, the Board is working towards attaining its vision to develop this historic land.

DERA ISMAIL KHAN: Wildlife officials in Pakistan fined a Qatari prince and seized two of his prized hunting falcons after he was discovered illegally hunting a rare bird species, an official said on Thursday.
The confiscated falcons – which can be worth upwards of $250,000 each – were released into the wild this week, said Khan Malook, a district wildlife officer in the northwestern province of Khyber Pakhtunkhwa.

The prince, identified as Sheikh Abdullah bin Abdul Rahman al-Thani, paid a fine of 80,000 rupees ($800) before leaving the country, Malook said.
The Qatari was discovered hunting houbara bustards, listed as a vulnerable species by the International Union for Conservation of Nature, in the area in mid-January, he said.
Pakistan has come under fire from conservationists for granting permits for hunting bustards to wealthy Gulf Arabs, for whom falconry is a revered cultural tradition.

The sheikh, however, had no permit for hunting, Malook said.
Representatives of the Qatari royal family could not be reached for comment on Thursday.

The gas pipeline will help alleviate energy shortage as gas shall be converted into electricity and provided to industrial estates near the gas fields, improving employment and the economy. The cost of said pipeline would be Rs. 6.6 billion, this could have been lower had successive governments solved the issue in 2009, however, this issue shall be solved now at any cost.
