UK to partner in CPEC, provide $121.6 million grant

In a significant development, the United Kingdom has become a partner in China-Pakistan Economic Corridor and agreed to provide $121.6 million in grant to fund construction of Burhan-Havelian Expressway, which falls on the northern route of the corridor.

The Asian Development Bank (ADB) and the Department for International Development (DFID) of the United Kingdom will co-finance the $327 million cost of the 59km-long Hassanabdal-Havelian Expressway (E-35) project, according to a handout issued by the Manila-based lending agency on Tuesday.

UKs $121.6 million grant will lessen Pakistans debt obligations by the same amount. The country had entered into a loan agreement with ADB, which will now be picked up by UK taxpayers to the extent of the grant amount.

It is for the first time that the UK will fund any infrastructure sector project in Pakistan, as so far its focus remained on social sectors. It is also the first time that the UK is partnering with the Manila-based lending agency in a project located in Pakistan.

The ADB and DFID are joining hands to promote regional connectivity, economic growth, and stability in Pakistan, said Sean OSullivan, Director General of ADBs Central and West Asia Department who witnessed the signing of the agreement.

OSullivan is visiting Pakistan for the first time. He said the ADBs partnership with DFID for the E-35 is an important step towards regional connectivity.
Finance Minister Ishaq Dar and Head of DFID Pakistan, Richard Montgomery, were also present on the occasion. The loan agreement was signed by ADBs Country Director for Pakistan Werner E. Liepach and Secretary Economic Affairs Division Muhammad Saleem Sethi, while the project agreement was signed by Chairman, National Highway Authority Shahid Ashraf Tarar.


The ADB had earlier approved $327 million for the project in two tranches of $200 million and $127 million respectively under the multi tranche facility (MFF) for National Trade Corridor Highway Investment Program (NTCHIP).

The original investment was for the E35 expressway connecting the existing M1 at Hassanabdal (Burhan) to Havelian. DFIDs grant contribution of $121.6 million will allow ADB to fund the extension of the expressway to Abottabad and Mansehra to the north.

The DFID will provide the grant in two tranches. The first tranche will be equal to $82.4 million while the second tranche will amount to $39.2 million.

The 59.1km-long Burhan-Havelian road is an important juncture on northern alignment of the CPEC, which will connect the eastern and western alignments with Chinas Kunjarab. The total cost of the project is Rs39.5 billion and till June this year an amount of Rs2.8 billion was spent on ground.

There are two other projects that will link Thakot to Havelian on the northern route. The government is also in process of awarding construction contracts of Thakot-Havelian road to Chinese contractors. However, due to high bidding cost the contract has not been awarded yet.

The upgrade to the E35 Expressway will allow Pakistan to act as a transit artery for goods moving between Arabian seaports in the south and the Peoples Republic of China in the north, said the ADB.

The Expressway will enable safer, faster and more cost effective inter-regional transportation of goods and services spurring economic activity and opportunities for the people in towns and cities-along the route.

Head of Office, DFID Pakistan said that the UKs collaboration will support Pakistan to improve road safety and to create an environment that will transform roads into economic corridors. This partnership will not only help Pakistan promote and expand trade with regional partners, but also to create more jobs and sustainable livelihoods.

already certain neighbours were fuming over the CPEC and expressed their "dissatisfaction" at the CPEC initiative in Pakistan. Now this is all the more reason for them to start screaming in their homes [hilar][hilar]

and Real progress should come if they set up labor intensive industries along that corridor
be it hardware or manufacturing plastic products,
This region will be much nearer to international markets specially Africa
and total cost can be cut significantly as transportation is significant cost for high volume products
Glass industry will be another good option due to abundant availability of raw materials..

About 40 percent of the Corridor already completed or near completion ...

Central Asia is still too primitive market, small population.
(unless we go there and give them a hand to increase it :) )

Middle East is somewhat Saturated but still potential
and products I have mentioned are somewhat immune to economic cycles

But Most of growth should come Africa - North and South.

Once the CPEC is completed, it will be very difficult for our jealous neighbor to even think of any misadventure.

I think India is thinking to act now and start a short war with Pakistan in Kashmir. India thinks that this way, she will succeed in making Gilgil Baltistan a highly disputed territory. There is no way to connect CPEC with China without GB.

Now that the UK is investing and other countries becoming interested, India has to increase border skirmishes to stop every other country from investing in this project.

I see a very short war in very near future. But this time, India has miscalculated the pros and cons. Pakistan has very less to lose as of now, whereas India will suffer alot from any misadventure.

I hope that our neighbor will show some sanity and will not involve in any bloody conflict with Pakistan without carefully calculating the costs and losses on her own side.

Our neighbor will need to invest in producing Burnol as discussions are underway between iron brothers China and Pakistan, and Iran. This will essentially convert the Iran-Pakistan-India gas pipeline into Iran-Pakistan-China gas pipeline.

Also, Iran is very much interested in connecting Chabahar with Gawadar. China is offering Iran help building Chabahar port just like Gawadar. If the talks succeed, road will be closed for India and all the investment in harboring terrorism in Afghanistan will go in sewer hole.

In shaa Allah, people will hear good news about Indians getting kicked in their @@s by Iran very soon. Because of this development (Iran and two fully functional ports linking central asia), our friend UAE is rather annoyed. They should realize that now we are at point of no return. And even if we were, we wouldn't have sacrificed greater national interests just to please a friend who helped very little in our difficult times. They think about their own benefits and we should think of our own.

Pakistan didn't play role in GCC/ Yemen war on request of China because China wanted Iran to become part of this CPEC.

Anyway, a great game of chess is being played right now.

More countries are jumping in, for example, Kazakhstan. They didn't have route to transport their goods through warm waters. Now after CPEC, they are getting interested as the below article notes:

“the lack of infrastructure between the two countries was an impediment to improved relations,” reiterating concerns stated in a 2012 report produced by the Embassy of Kazakhstan in Pakistan. Chinese President Xi Jinping’s New Silk Road initiative, which strives to improve infrastructure and interconnectivity to China’s west, including in Central Asia and Pakistan, would help address this. For Kazakhstan, increased connectivity with Pakistan, including via CPEC, would help its goods find their way to warm water ports in Gwadar and Karachi—for a landlocked state like Kazakhstan, whose economic fortunes are tied closely to Russia, this sort of access could be incredibly valuable."

thats unfortunate ... we were never saddened by their economic miracle. I think they should buy a stake in the CPEC and help make it operational. They have to realise necessity is MORE here where POVERTY is greater !!...If they think like a "Block of countries" then it will benefit them. But if they continue to think like MASTERS then the issue is the "Thinking" not the relevant "Situation" ! :biggthumpup:

It's harming UAE way more than it's harming India. That's why relations with UAE have turned sour recently
