This is what is preventing reforms in Islamic societies
What is preventing reforms is the vicious circle the mullahs have created, even if their beliefs change they are afraid to come out with it to their audience because all these years they have preached something else and their audience expects that from them and they can't afford to lose their audience because that is their bread and butter, so its a positive feedback loop that they cannot break. For example I don't believe someone like Yasir Qadhi believes half the things he is still preaching. But now he stuck playing to the peanut gallery and the peanut gallery wants to hear that from him.
If tomorrow lets say TLP Khadim Rizvi Jr says his stance has been too hardcore and they need to tone it back a bit and they have been wrong supporting murderers like qadri. His supporters will drop him like a hot potato and he will be left standing by himself holding his in his hands.
Another reason is the sheer laziness, closemindedness of the scholars to revisit topics and come up with rulings that are relevant in this day and age for the people. Instead of those from a 1000 years ago. Majority of which don't apply today or have become irrelevant or come up with solutions to which are relevant today instead of sending people on a guilt trip for sinning.
And for the subcontinent people are preoccupied with dogma and rituals rather than the actual religion.
