Subject: Correct Formulation of CUI Statutes & Policies and Gross Irregularities at COMSATS University
Most respected CUI Syndicate Member,
It is most respectfully stated that as per latest information Federal Minister (Special Advisor on Media to PM of Pakistan) Fahad Hussain issued order to Rector COMSATS University to reinstate his brother Hammad Hussain in Architecture Department. While many employees of CUI including the undersigned are fighting long and costly cases in courts against their illegal and unlawful victimization. It is exactly in violation of service rules and article 4,5,9,10,25,38 of our Constitution.
It is to humbly bring to the kind notice of CUI syndicate that the honorable high court and the honorable Federal Services Tribunal have declared CUI employees as civil servants as per CUI Act, 2018. Therefore, the syndicate is requested that all CUI statutes and policies including the ones in agenda of current on-going meeting of the Syndicate should conform to the correct status of its employees.
While straightforward and helpless employees like me are punished illegally, major and gross irregularities and nepotism are taking place, for example:
No full time Registrar is appointed for four years in clear violation of CUI Act 2018.
CUI senate in January 2021 approved appointment of Dr Habib Bukhari as Director of Wah Campus. Dr. Bukhari did not join. It was legal obligation to re-advertise but the Rector CUI abused his authority and committed nepotism by appointing Dr. Abid. Clearly competent authority order has been tempered.
Treasurer position is illegally occupied for two years now. As per CUI Act, 2018, the three year tenure ended in January 2021.
Controller of Examination has been rehired after retiring from same position at COMSATS University. It is clear violation of service rules and court orders.
Naveed Ahmed Khan additional registrar is illegally posted in Rector office in gross violation of orders of the honorable Islamabad High Court. In an act of perjury, with blessing of management, he cleaned his file of adverse ACR (in 2019) received from previous Rector, Dr. Raheel Qamar.
Therefore, your kind honor is requested that the Syndicate should act and play its part to end all injustice and unlawful/illegal acts of management so that CUI functions as a lawful public sector organization.
