سپیشل انویسٹمنٹ فیسیلیٹیشن کونسل (ایس آئی ایف سی) کے اقدامات کی بدولت ڈینش دنیا بھر میں مربوط نقل و حمل اور لاجسٹکس خدمات فراہم کرنے والی بڑی کمپنی اے پی مولر-میرسک کی طرف سے پاکستان میں سرمایہ کاری منصوبے کا اعلان کیا گیا ہے۔

ذرائع کا کہنا ہے کہ ڈنمارک کی معروف شپنگ و لاجسٹکس کمپنی اے پی مولر - میرسک کی طرف سے پاکستان میں 2 بلین ڈالر کی لاگت سے سرمایہ کاری منصوبے کا اعلان کیا گیا ہے۔

ذرائع کا کہنا ہے کہ ایس آئی ایف سی کی بدولت ڈنمارک سے تعلق رکھنے والے معروف شپنگ ولاجسٹک کمپنی میرسک آئندہ 2 سالوںکے دوران پاکستان کی بندرگاہ اور ٹرانسپورٹ انفراسٹرکچر میں 2 بلین ڈالر ڈالر کی سرمایہ کاری کرے گی۔ سرمایہ کاری منصوبے سے پاکستان کی بندرگاہ اور ٹرانسپورٹ انفراسٹرکچر میں بہتری آنے کے ساتھ پاکستان کے بنیادی ڈھانچے اور ملکی اقتصادی ترقی میں مدد ملے گی۔

وفاقی وزیر برائے بحری امورقیصر احمد شیخ نے اس حوالے سے گفتگو کرتے ہوئے کہا کہ میری ٹائم سیکٹر میں سرمایہ کاری بجٹ میں پروسیسنگ پلانٹس، فشریز سیڈز اور فیڈ پر عائد سیلز ٹیکس ختم کر دیا گیا ہے اور ہم سمندری برآمدات کیلئے پروسیسنگ پلانٹس قائم کرنے کیلئے زمین فراہم کریں گے۔

وفاقی وزیر کا کہنا تھا کہ کراچی پاکستان کا مرکز ہے اور برآمدات میں اضافے کی بڑی صلاحیت کا حامل شہر ہے، وزارت بحری امور اس کیلئے سازگار ماحول بنا رہی ہے تاہم کاروبار برادری کو بھی اس کیلئے اپنا فعال کردار ادا کرنا ہو گا۔ ایس آئی ایف سی کے اقدام سے پاکستان کے بحری اور ٹرانسپورٹ شعبے میں نمایاں پیشرفت ہو گی، مضبوط، مستحکم اور محفوظ پاکستان ان شعبوں میں ترقی اور ملکی معاشی استحکام میں مددگار ہوگا۔

وفاقی وزیر برائے بحری امور قیصر احمد شیخ رواں مہینے میرسک شپنگ ولاجسٹکس کمپنی اور کراچی پورٹ ٹرسٹ کے مابین مفاہمت کی یادداشت پر دستخط کرنے کے لیے ڈنمارک کا دورہ کریں گے۔واضح رہے کہ ڈنمارک کی میرسک کمپنی کی بنیاد 1904ء میں رکھی گئی تھی جو دنیا بھر میں شپنگ ولاجسٹکس کی خدمات کے حوالے سے مشہور ہے اور یہ عالمی تجارت کو مربوط کرنے میں انتہائی اہم کردار ادا کرتی ہے۔

MAERSK hasn't confirmed this FDI yet, nor is it being reported by other relevant fora (apparently, someone has recycled the Business Council's press release from June). We tend to often rejoice prematurely... from gold mines in Chiniot and oil off the Karachi coast to gold mines in Reko Diq.

Even if, hypothetically, it's true, it means little in the bigger scheme of things and rather confirms: (a) The NWO is progressing successfully with full assistance of the incumbents. Thematically, these are not isolated actions but are part of G-7 Supply Chain Initiative (to edge out China & improve global SCM post-pandemic). (b) Soft sales and leases of national assets have gained momentum. Re our 3 key shipping ports: Abu Dhabi will likely have East Wharf KPT operations for 50 years (Karachi Gateway is practically going under UAE control), MAERSK will likely have Port Qasim (warehousing), while China will have Gwadar port operations (for 40 years to begin with). Congratulations!!

The Q remains, whether the planned Chinese $3.5bn FDI into KPT has been shelved? Why? Are Abu Dhabi's and MAERSK's actions rather attempts to push back China?

p.s.: For starters, MAERSK is not new to Pakistan; it's already the dominant player locally and it has made multiple investments globally in recent years to reposition itself. Pls keep in mind (a) MAERSK is a "logistics provider." It is setting up "warehouses" (as it plans to at Port Qasim) at key places along major shipping routes to improve "its" supply chain efficiencies, essentially shipping/delivery times, not mere transshipments (for which Dubai/Colombo/Mumbai tended to be more convenient), and (b) "Warehousing Concessions" are, to an extent, legacies of colonialism (akin to "trading posts" that the colonial empires used to acquire, remember Masulipatnam 1605 or Surat 1616?). (don't compare with SIN, DXB, HKG). MAERSK is setting up "warehouse" in Karachi to primarily meet future Chinese and East Asian market demands (besides countering local Chinese influence and de facto use the lease as strategic "placeholder").

Yes, the state will get some rental/tax payments, while natives can watch, free of charge, the lights of vessels sailing off the leased terminal(s) from the shore, or do some labor and get paid. In reality, leasing your land around ports for international "bonded warehouses" to foreign logistics providers has marginal impact on domestic industry, competitiveness or productivity. MAERSK could be generous and throw few crumbs by doing some CSR, terminal repairs or shipbreaking (one of the most hazardous and unsafe industries, that the Globalists usually do in (former) colonies; congrats Dewan Group!) (btw, they now call it "ship recycling"! And, coincidentally it was the "caretaker" govt that ratified the related Hong Kong Convention for Ship Recycling in December 2023, not the elected Parliament, to facilitate all this). Well, Sharifovs have mastered the art of political gimmickry and gaming the system so well that they're always on the hunt for such signature projects, and most folks do get hoodwinked.
