In a civilised country, the disappearance of the young man is enough to remove Qazi and charge him for the crime, for illegal disappearance of the man and his illegal detention.
This is a serious matter. The boy only verbally abused him, which is not a crime. But what Qazi has done is a crime to illegally abduct or arrest someone and detain him.
