Dams alternative - temporary solution?

Can we use this idea as a temporary solution for our country's water crisis? Would be a lot cheaper than concrete structure. Need suggestions please. And please do share it to the concerned people if this turns out to be practical.

it will work for a small farm but people dont have that kind of money to spare for building this thing and maintaing it.

Dams serves at least four purposes:

1. minimize floods
2. water storage
3. Generation of low cost electricity
4. minimize wastage of water into the sea / ocean

The suggested project only serves one purpose, i.e., storage of water.
