Some of his concerns are justified that you should not let the moulvis devour it, but he is not sure what he wants to say--may be he thinks zakat should be given to him alone. My take, give zakat to poor and needy and try to find them yourself. Don't rely on NGO's, Molvis or other self-styled agents to distribute your zakat---my experience is that they all think they deserve to consume it more than anyone else.
