On July 18, the Japanese emperor telegraphed President Harry Truman, who had succeeded Roosevelt, and asked [for] peace but his message was ignored because of the shortsighted policy: the American atomic bomb was ready to be dropped and to give the Japanese a bloody nose. A few days before the bombing of Hiroshima, Vice-Admiral William Radford boasted, “Japan will eventually be a nation without cities - a nomadic people.” General Leslie Groves, who was military director of the Manhattan Project for planning and manufacturing the bomb, hastily assured the congressman that radiation caused no “undue suffering” There was no need at all to drop atomic bombs on Japan when it was ready to surrender.
