اسلام آباد: 9 مئی کے حوالے سے نگراں حکومت کی رپورٹ میں کہا گیا ہے کہ کابینہ کمیٹی (جس نے اس واقعے کی تحقیقات کی ہے) کو فراہم کردہ شواہد کو دیکھ کر معلوم ہوتا ہے کہ فوجی تنصیبات پر پرتشدد حملوں کی منصوبہ بندی میں عمران خان نے ’بھرپور کردار‘ ادا کیا تھا۔

رپورٹ میں دعویٰ کیا گیا ہے کہ کمیٹی کو دکھائے گئے شواہد کے مطابق، حملوں کی منصوبہ بندی میں پارٹی کے کئی رہنما شامل تھے، اس سے مزید پتہ چلتا ہے کہ عمران خان نے منصوبہ بندی میں بڑھ چڑھ کر حصہ لیا۔

رپورٹ میں یہ بھی انکشاف کیا گیا ہے کہ ’’اب تک کی گئی تحقیقات کے مطابق 34 افراد ایسے تھے جو سڑکوں پر پرتشدد کارروائیوں کے ماسٹر مائنڈ تھے، پرتشدد واقعات اور بربادی پھیلانے کی منصوبہ بندی میں فعال کردار ادا کیا۔

اس کے علاوہ، 52؍ افراد نے مفصل منصوبہ بندی میں کردار ادا کیا اور 185؍ نے اس پلاننگ پر عمل کیا۔ رپورٹ میں کہا گیا ہے کہ ’’حکمت عملی کے تحت، عمران خان کی گرفتاری سے کئی دن قبل پارٹی کے حامیوں اور مسلح افراد کو پی ٹی آئی کے مضبوط گڑھ سمجھے جانے والے علاقوں بالخصوص صوبہ خیبر پختونخوا سے لاہور پہنچا دیا گیا تھا اور انہیں شہر کے مختلف مقامات پر مامور کر دیا گیا تھا۔

ان کے اخراجات پارٹی رہنما اور ہمدرد برداشت کرتے تھے۔ ان لوگوں کو پہلے مرحلے میں عمران خان کی گرفتاری کیخلاف مزاحمت اور گرفتاری کی صورت میں آخری حربے کے طور پر تشدد اور بربادی پھیلانے کی ذمہ داری دی گئی تھی۔

ان لوگوں نے کئی مواقع پر عمران خان کی گرفتاری کے موقع پر کامیابی کے ساتھ پولیس اور قانون نافذ کرنے والے دیگر اداروں کے ساتھ مزاحمت کی۔ رپورٹ کے مطابق، ’’9؍ مئی 2023 کو عمران خان کی گرفتاری کے بعد یہ افراد پہلے سے طے شدہ مختلف مقامات پر کھڑے ہوگئے تاکہ پارٹی کے دیگر کارکنوں کو وہاں سے ریلی کی صورت میں لے جاسکیں۔

شواہد سے معلوم ہوتا ہے کہ پرتشدد کارروائیوں کیلئے ان لوگوں کے پاس لاٹھیاں وغیرہ تھیں۔ سوشل میڈیا کے ذریعے اشارہ ملتے ہی ان لوگوں نے ہجوم کے جذبات کو مزید بھڑکا دیا، ہجوم کو جی ایچ کیو اور لاہور میں جناح ہاؤس کی طرف لے گئے۔

ان مقامات پر موجود لوگوں کے بیانات ریکارڈ کرنے پر معلوم ہوا کہ ہجوم میں سے آوازیں آرہی تھیں کہ مخصوص مقامات کی طرف مارچ کیا جائے اور مزاحمت کرنے والی آوازیں خاموش کر دی جائیں۔ جیسے ہی یہ لوگ مخصوص مقامات پر پہنچے، انہوں نے پرتشدد کارروائیاں شروع کر دیں اور دوسروں کو بھی اس میں شامل ہونے کی ترغیب دی۔

رپورٹ کے مطابق، ’’9؍ مئی کے پرتشدد واقعات کے تجزیے سے معلوم ہوتا ہے کہ یہ افراد فوجی تنصیبات سمیت مختلف مقامات پر حملوں کیلئے محتاط حکمت عملی پر عمل کر رہے تھے۔ فون کالز کے ریکارڈ کی جانچ پڑتال سے معلوم ہوتا ہے کہ یہ فون کالز پی ٹی آئی کے بعض رہنماؤں نے جناح ہاؤس پر حملوں کیلئے فسادیوں کو کی تھیں۔

ایک دن قبل ہی ان رہنماؤں نے فسادیوں کو متعدد فون کالز کی تھیں۔ بعد میں گرفتار ہونے والے کئی مجرموں نے دورانِ تفتیش اعتراف کیا کہ انہیں تشدد اور تباہی پھیلانے اور کور کمانڈر لاہور کی رہائش گاہ جیسے مخصوص اہداف پر حملہ کرنے کی ہدایات پی ٹی آئی رہنماؤں سے ملی تھیں۔

9؍ مئی 2023 کے واقعات الگ تھلگ تھے نہ اچانک پیش آئے۔ یہ واقعات عمران خان کی گرفتاری کی صورت میں پرتشدد اسٹریٹ پاور کا مظاہرہ کرنے کی منظم حکمت عملی کا حصہ تھے۔ شواہد سے معلوم ہوتا ہے کہ جیسے جیسے عمران خان کی گرفتاری کا امکان بڑھتا گیا (ان کے اپنے ہٹ دھرمی پر مبنی رویے کی وجہ سے) پارٹی قیادت نے ان کی گرفتاری کی صورت میں جواباً فوجی تنصیبات پر حملوں، تشدد اور بربادی پھیلانے کیلئے حکمت عملی مرتب کی۔

’’ عمران خان طویل عرصہ سے حکومت سے اپنی بے دخلی کا ذمہ دار فوجی اسٹیبلشمنٹ کو سمجھتے رہے ہیں اور ان کے ساتھ وہ مذاکرات کیلئے تیار تھے۔ عمران خان نے کئی مرتبہ دیگر سیاسی جماعتوں اور ان کے رہنماؤں کی توہین کی اور ان کے ساتھ پارلیمنٹ میں بیٹھنے سے بھی مسلسل انکار کیا۔

انہوں نے سیاسی حل تلاش کرنے کیلئے فوجی اسٹیبلشمنٹ کے ساتھ بات چیت کی خواہش بھی ظاہر کی تھی۔ عمران خان نے مسلح افواج کے آئینی کردار کا احترام کرنے سے انکار کیا، آئین میں لکھا ہے کہ فوج غیر سیاسی رہے گی۔ انہوں نے اپنے آئینی مینڈیٹ کی خلاف ورزی کی اور خواہش ظاہر کی کہ فوج سیاست میں فعال کردار ادا کرے۔

جب مسلح افواج نے سیاست میں شامل ہونے انکار کیا تو عمران خان اور ان کی پارٹی نے ایسا ماحول پیدا کرنے کی کوشش کی جس سے فوج پر دباؤ ڈالا گیا کہ وہ عمران خان کے ساتھ مذاکرات کرے۔ مقامی اور بیرونی پلیٹ فارمز کے ذریعے میڈیا کے ذریعے دباؤ کا یہ سلسلہ جاری رکھا گیا۔

عمران خان نے کسی بھی موقع پر 9؍ مئی کے واقعے کی مذمت یا تردید نہیں کی، بلکہ عوام اور مسلح افواج کے درمیان خلیج کو وسیع کرنے کیلئے حقائق کو توڑ مروڑ کر پیش کیا۔ اس صورتحال کے پیش نظر دفاعی تنصیبات پر حملہ کرکے اسٹریٹ پاور کا مظاہرہ کرنے کی حکمت عملی مرتب کی گئی۔

مقصد یہ تھا کہ عدم اعتماد کی تحریک کا غصہ فوج پر نکالنے کیلئے پارٹی کارکنوں کو موقع دینا اور ساتھ ہی فوج کو پی ٹی آئی کے ساتھ مذاکرات کیلئے دباؤ میں لانا تھا۔ یہ حکمت عملی ایک سادہ مفروضے پر مبنی تھی کہ غیر مسلح مظاہرین اور فوج کے درمیان تصادم سے فوج مخالف جذبات پیدا ہوں گے، اس طرح عوام اور مسلح افواج کے درمیان خلیج پیدا ہو جائے گی، ایسی خلیج فوج کو سیاست میں شامل ہونے پر مجبور کر دے گی۔

شاید، عمران خان خود کو اس خلیج کو ختم کرنے کی قابلیت رکھنے والا ایک نجات دہندہ سمجھنے لگ گئے تھے۔ رپورٹ کے اختتام میں لکھا ہے کہ ’’فراہم کردہ معلومات، دستاویزات اور مواد کا جائزہ لینے کے بعد کمیٹی کی رائے ہے کہ 9؍ مئی 2023ء کے واقعات کی ذمہ دار صرف پی ٹی آئی کی قیادت ہے۔

9؍ مئی کے واقعات مربوط و منظم اور فوج پر دباؤ ڈالنے کیلئے تشدد کو بطور ہتھیار استعمال کرنے کی حکمت عملی کا حصہ تھے۔ یہ اقدام ریاست، اس کے اداروں، عدلیہ اور الیکشن کمیشن پر بالواسطہ دباؤ ڈالنے کے مترادف تھے۔‘‘جن لوگوں نے ان جرائم کی منصوبہ بندی کی، اسے عملی جامہ پہنایا، اور معاونت کی، انہیں قانون کی بھرپور طاقت کا سامنا کرنا پڑے گا۔

تفتیشی اداروں، استغاثہ اور عدلیہ کو چاہئے کہ ان واقعات میں ملوث افراد کو فوری انصاف کے کٹہرے تک لایا جائے۔

ISLAMABAD: The caretaker government’s report on May 9 says that evidence, shared with the cabinet committee which had probed the matter, shows that Imran Khan “actively contributed” to the planning of these violent attacks on military installations.

The report claims, “Evidence shown to the Committee suggests several party leaders were involved in this planning. It further suggests that Mr Khan actively contributed to it.”

It also disclosed, “Investigations conducted so far suggest that there were 34 individuals who masterminded the strategy of violent street power, actively contributed to planning the violence and mayhem. Additionally, 52 individuals contributed to detail planning and 185 individuals executed this plan.”

The report said, “As part of the strategy, party supporters including armed men were relocated from the party’s strongholds, particularly in Khyber Pakhtunkhwa to Lahore, several days in advance of Mr Khan’s arrest. Groups of these people were housed at different locations across Lahore and their expenses were borne by party leaders and sympathisers. They were tasked to, in the first instance, resist Mr Khan’s arrest and, as a last resort, to cause violence and mayhem in the event of his arrest. These people successfully resisted police and other LEAs from arresting Mr Khan on a number of occasions.”

The report said, “On May 9, 2023, following Mr Khan’s arrest, these people assembled at pre-decided locations to serve as rallying points for other party workers. Evidence shows these people were already armed with batons etc., to cause violence. Taking lead from social media, they successfully further enflamed the already charged emotions of the crowd. They also helped steer crowds towards pre-decided locations such as the GHQ in Rawalpindi and the Jinnah House in Lahore. Testimonies recorded of those present at these places speak of voices from within the crowd prompting them to march to certain locations and silencing opposition to those suggestions. Once at those locations, these people initiated violence and encouraged others to participate.”

It added, “The pattern of violence on May 9, 2023 suggests that these people were following a carefully crafted strategy in attacking specific targets, including military installations. An examination of call logs shows that these calls were made by certain PTI leaders to the rioters attacking the Jinnah House. A day earlier the same PTI leaders made multiple calls to the same rioters on May 8, 2023, establishing very close coordination between PTI leaders and the rioters. Many of the culprits who were subsequently arrested, confessed during interrogation to have received instructions from PTI party leaders to cause violence and mayhem and attack specific targets such as the residence of Corps Commander, Lahore.” “The events of May 9, 2023 were neither isolated nor entirely spontaneous. They were part of an organised strategy to demonstrate street power through violence in the event of Mr Khan’s arrest. Evidence shown to the Committee suggests that as Mr Khan’s arrest became increasingly likely (owing to his own recalcitrant behaviour), the party leadership formulated a strategy to respond to his arrest by causing violence and mayhem by attacking military installations.

“Mr Khan had long seen the military establishment as, both, the entity responsible for his ouster from the government and the only institution he was open to negotiating with. Mr Khan had repeatedly voiced his contempt for other political parties and their leaders and his constant refusal to even sit in parliament with them. He had also expressed a desire to engage with the military establishment to find political solutions. Mr Khan refused to respect the constitutional role for the armed forces that require them to remain apolitical. He desired active engagement by the armed forces in politics in violation of their constitutional mandate. When the armed forces refused to be dragged into politics, Mr Khan and his party sought to create an environment that would pressure them into engaging with him. This was augmented by a media strategy through local and external platforms. Mr Khan at no point denounced or disowned the May 9 event, rather twisted its facts to widen the divide between the people and the armed forces, nor he has publicly acknowledged the consequences of this event on the national security of Pakistan.

“Accordingly, a strategy was developed to demonstrate street power by attacking defence installations. This would, at once, allow PTI supporters to vent their anger for the no-confidence motion at the armed forces, and to pressure them into engagement with PTI. This strategy was based on a simple assumption that a clash between unarmed protestors and the military would generate anti-military sentiment, thus creating a gulf between the people and the armed forces. Such a gulf would corner the military into engaging politically and, perhaps, Mr Khan saw himself as a savior capable of bridging such a gulf.”

The report in its conclusion said, “Having reviewed the information, documents and materials provided to the Committee, this Committee is of the view that the responsibility for the events of 9 May 2023 rests exclusively on the leadership of the PTI. The events of 9th May were coordinated and organised. They were part of a strategy to demonstrate street power and use violence as weapon to exert pressure on military, while indirectly pressurising judiciary, ECP and other state institutions. It was a calculated attack on the state and its institutions.”

Those who planned, executed and aided such criminality must face the full might of the law. The investigative agencies, the prosecution services and judiciary must all play their part in ensuring swift justice for those involved.

You wont understand, this patwari has a long history of bandar dance, thats why I got sick of him after so many years of watching his bandar dance so I blocked him, unfortunately the forum doesn't work properly his threads and titles still show up on the homepage even after being blocked

ISLAMABAD: The caretaker government’s report on May 9 says that evidence, shared with the cabinet committee which had probed the matter, shows that Imran Khan “actively contributed” to the planning of these violent attacks on military installations.

The report claims, “Evidence shown to the Committee suggests several party leaders were involved in this planning. It further suggests that Mr Khan actively contributed to it.”

It also disclosed, “Investigations conducted so far suggest that there were 34 individuals who masterminded the strategy of violent street power, actively contributed to planning the violence and mayhem. Additionally, 52 individuals contributed to detail planning and 185 individuals executed this plan.”

The report said, “As part of the strategy, party supporters including armed men were relocated from the party’s strongholds, particularly in Khyber Pakhtunkhwa to Lahore, several days in advance of Mr Khan’s arrest. Groups of these people were housed at different locations across Lahore and their expenses were borne by party leaders and sympathisers. They were tasked to, in the first instance, resist Mr Khan’s arrest and, as a last resort, to cause violence and mayhem in the event of his arrest. These people successfully resisted police and other LEAs from arresting Mr Khan on a number of occasions.”

The report said, “On May 9, 2023, following Mr Khan’s arrest, these people assembled at pre-decided locations to serve as rallying points for other party workers. Evidence shows these people were already armed with batons etc., to cause violence. Taking lead from social media, they successfully further enflamed the already charged emotions of the crowd. They also helped steer crowds towards pre-decided locations such as the GHQ in Rawalpindi and the Jinnah House in Lahore. Testimonies recorded of those present at these places speak of voices from within the crowd prompting them to march to certain locations and silencing opposition to those suggestions. Once at those locations, these people initiated violence and encouraged others to participate.”

It added, “The pattern of violence on May 9, 2023 suggests that these people were following a carefully crafted strategy in attacking specific targets, including military installations. An examination of call logs shows that these calls were made by certain PTI leaders to the rioters attacking the Jinnah House. A day earlier the same PTI leaders made multiple calls to the same rioters on May 8, 2023, establishing very close coordination between PTI leaders and the rioters. Many of the culprits who were subsequently arrested, confessed during interrogation to have received instructions from PTI party leaders to cause violence and mayhem and attack specific targets such as the residence of Corps Commander, Lahore.” “The events of May 9, 2023 were neither isolated nor entirely spontaneous. They were part of an organised strategy to demonstrate street power through violence in the event of Mr Khan’s arrest. Evidence shown to the Committee suggests that as Mr Khan’s arrest became increasingly likely (owing to his own recalcitrant behaviour), the party leadership formulated a strategy to respond to his arrest by causing violence and mayhem by attacking military installations.

“Mr Khan had long seen the military establishment as, both, the entity responsible for his ouster from the government and the only institution he was open to negotiating with. Mr Khan had repeatedly voiced his contempt for other political parties and their leaders and his constant refusal to even sit in parliament with them. He had also expressed a desire to engage with the military establishment to find political solutions. Mr Khan refused to respect the constitutional role for the armed forces that require them to remain apolitical. He desired active engagement by the armed forces in politics in violation of their constitutional mandate. When the armed forces refused to be dragged into politics, Mr Khan and his party sought to create an environment that would pressure them into engaging with him. This was augmented by a media strategy through local and external platforms. Mr Khan at no point denounced or disowned the May 9 event, rather twisted its facts to widen the divide between the people and the armed forces, nor he has publicly acknowledged the consequences of this event on the national security of Pakistan.

“Accordingly, a strategy was developed to demonstrate street power by attacking defence installations. This would, at once, allow PTI supporters to vent their anger for the no-confidence motion at the armed forces, and to pressure them into engagement with PTI. This strategy was based on a simple assumption that a clash between unarmed protestors and the military would generate anti-military sentiment, thus creating a gulf between the people and the armed forces. Such a gulf would corner the military into engaging politically and, perhaps, Mr Khan saw himself as a savior capable of bridging such a gulf.”

The report in its conclusion said, “Having reviewed the information, documents and materials provided to the Committee, this Committee is of the view that the responsibility for the events of 9 May 2023 rests exclusively on the leadership of the PTI. The events of 9th May were coordinated and organised. They were part of a strategy to demonstrate street power and use violence as weapon to exert pressure on military, while indirectly pressurising judiciary, ECP and other state institutions. It was a calculated attack on the state and its institutions.”

Those who planned, executed and aided such criminality must face the full might of the law. The investigative agencies, the prosecution services and judiciary must all play their part in ensuring swift justice for those involved.

They may test the water by bringing Khan out on bail. In case Khan again continue to create instability and violence then he may be put back in jail. They may decide to leave him in jail and think who cares.

unless Pakistanis like you are ok with having "they" violating every constitution and running govt, "they" will keep doing it.

Btw 10 months ago, this is exactly what our DGISPR said. aajtak aik saboot nahi aaya, sirf pressure tactics. Ye haramzaaday is se zyada kuch ker bhi nahi saktay. just boycott them and they will go back to borders
