At minimum...it will cost Rs.4000 Billion ................and he is throwing this much money free on Multan.
For comparison...Total Revenue of Pakistan in last year budget is Rs.2,463 Billion.

Even shooting in your own head is not impossible....people do that...but the question is, will any sane person would do that. The real issue is not possible vs impossible my friend! the real issue if it is the "right" thing to do given other priorities and funds you have at your disposal.
