The Federal Investigation Agency (FIA) has established that certain influential political people benefited from illegal National Insurance Company Limited (NICL) land deals and officers of the NICL and others acted as front men for various state dignitaries, including the federal trade minister, Makhdoom Amin Faheem.

Sources also said that intense political pressure was brought to bear upon FIA, whose officials were told to hide facts in a report submitted to the Supreme Court about the involvement of influential people in the deal.

FIA investigators alleged that the minister amassed Rs500 million in the deal, inflicting a massive blow to the national exchequer.

According to sources, other accounts in which the ill-gotten money was later transferred were operated by less known persons or business associates with distinct political associations.

Interestingly, the FIA was being pressed into withholding his name from being included in the investigation.

According to sources, an investigation into the bank accounts of the central accused, Khalid Anwer, disclosed that of the Rs900 million paid from the national exchequer Rs40.1 million was used to write off debts of the federal minister and other members of his family.

On January 31, the FIA submitted a report in the Supreme Court according to which NICL paid Rs900 million for a 10-acre plot in Korangi in August 2009. The money was paid into an Atlas Bank account (10210662390100 of Khayaban-e-Tanzeem branch). This is a joint account operated by Khalid Anwar and Khwaja Akbar Butt.

Later , Rs300m were transferred to another account of the same bank branch.

Khwaja Akbar shifted this amount into his Dubai Islamic Bank account (0067754001 of Main Boulevard branch) in Lahore.

One month later, on September 29, Rs40.1 million was paid to write off three loan accounts in the II Chundrigar Road branch of the Standard Chartered Bank. An amount of Rs24,504,750 of a joint loan account operated by Makhdoom Amin
Fahim and his son Makhdoom Jaliluz Zaman.

As much as Rs8,498,231 of a business loan (0100925952) owed by Makhdoom Jaliluz Zaman was also paid from this money as well as the home loan account (M050523034L 7997081) operated in the name of the wife of the federal minister, Rizwana Ameen.

FIA mentioned details of the shifting of Rs900 million into various accounts, including the Hashwani Hotels Limited, which runs a five-star hotel chain across the country. About Rs45 million was shifted into their account at Chappal Plaza branch of the National Bank of Pakistan on September 15 last year.

A careful look at the report submitted in the apex court revealed interesting facts, the sources said.

Although the report contained full details of all beneficiaries, including account numbers and titles of the bank accounts and the amounts transferred from the accounts of main accused Khalid Anwer and Khwaja Akbar, names and other details of the federal minister, his son and his wife were withheld.

The sources said that FIA investigators were facing such intense political pressure that an investigating officer, Assistant Director Bashir Shaikh, had disassociated himself from the case on the pretext of illness. The case has now been handed over to another officer.

FIA’s report also showed that Rs300 million was paid to front men of the federal minister and NICL officers from the account of the main accused Khalid Anwer.

Despite repeated attempts at communication, Daily Express could not reach Amin Fahim and his spokesman Aslam Pirzada for their comments.[/TD]

Former Minister of Commerce Makhdoom Amin Faheem’s private secretary Aslam Peerzada has been arrested by the Federal Investigation Agency (FIA),Express News reported Monday evening.
Peerzada had allegedly established 35 fake companies worth Rs700 million with the help of a front man.
He has also confessed to using part of the funds to purchase air travel tickets for Makhdoom Amin Faheem and his family.
According to FIA’s investigation, the tickets alone are worth tens of millions of rupees.
The FIA has filed more than 65 lawsuits regarding the scandal.
Fraud in the freight subsidy scandal amounts to a total of Rs7 billion.
In September last year, the FIA also arrested the former Trade Development Authority of Pakistan (TDAP) chairman Tariq Puri over alleged involvement in the trade subsidy scam.

[TD="class: contents, align: left"] ISLAMABAD The persistent rift between Pakistan Peoples Party (PPP) Co-chairman Asif Zardari and senior party leader Makhdoom Amin Fahim has further grown after the latter’s son Jamiluzzaman was not inducted in the new Sindh cabinet.

The rift will be further widened if Zardari refuses to assign the PPP ticket to Fahim younger brother, Rafiquzzaman, in the by-election for the Sindh Assembly seat PS-44, vacated by the veteran PPP leader.

“Rafiquzzaman is vying for PS-44,” Jamiluzzaman said, adding that he was neither invited to take oath as Sindh minister nor was he consulted in this connection. He said he had been attending the usual PPP parliamentary party meetings.

Whatever little facade of a relationship is left between Zardari and Fahim will be shattered if Rafiquzzaman is declined the PPP ticket for the by-poll for PS-44 and if he jumps in the electoral contest as an independent candidate.

It seems as if Rafiquzzaman is determined to contest the by-election come what may, an informed PPP leader said.

While Zardari has inducted all of his close friends including Zulfikar Mirza (spouse of National Assembly Speaker Fehmida Mirza), Agha Siraj Durrani, Pir Mazharul Haq and Nadir Magsi in the Sindh cabinet, the Makhdooms of Hala have been served a colossal snub when their scion was ignored.

After first ignoring Fahim as the PPP’s prime minister, Zardari has now given a clear message by dropping Jamiluzzaman that he has ‘written off’ Fahim once and for all.

Apparently, Zardari believes Fahim’s annoyance or possible departure from the PPP on his own will pose no significant threat to his grip and hold over the party.

Despite loudly and publicly disagreeing with Zardari’s decision to disregard him for the prime minister’s slot, Fahim had taken no time in welcoming Syed Yousaf Raza Gilani as the prime minister when the latter was formally nominated for the top position.

Not only this, Fahim had extended his wholehearted support to Gilani.

HYDERABAD: An official estimate of the number of people affected by famine in Tharparkar has escalated after Sindh government revised population estimates from 175,000 families to 259,945 families in the district. The previous count was based on the 1998 population census. Speaking with the media in Mithi on Wednesday, the Sindh government’s coordinator on relief Taj Haider and MPA Mahesh Malani confirmed the figures.

The revised figures were announced on the heels of a number of complaints by locals that several people are being denied subsidized wheat. The provincial government is distributing 120,000 wheat bags of 50 kilogrammes each to families in the district and subsidized wheat is being sold at half the market price.
Chief Minister Syed Qaim Ali Shah, who visited Tharparkar for the third time in five days on Wednesday, said that 48,000 wheat bags have been distributed so far. “I am personally monitoring the relief activities,” he said. “We will not allow any negligence.”

The chief minister has formed two committees to conduct an inquiry against officials whose negligence enabled the situation to reach a crisis point. He said action would be taken against those responsible. “I hope Makhdoom Amin Fahim now knows who is responsible for this negligence,” the CM said while responding to a question in reference to MNA Makhdoom Amin Fahim’s sons. One son, Makhdoom Aqeel uz Zaman was deputy commissioner of Tharparkar and another, Makhdoom Jameel uz Zaman, was the provincial relief minister – he was removed from his position, along with Relief Commissioner Lala Fazal-ur-Rehman, on Tuesday night. Additionally, Fahim’s son Makhdoom Naimatullah is an elected MPA from Tharpakar. The Sarwari Jamaat, led by the family, responded by issuing a press release in Matiari blaming the chief minister for being responsible for the situation in Tharparkar.
Meanwhile, people in the district continue to flock to Mithi’s Civil Hospital. 37 children from various parts of the district were admitted overnight, according to paediatrician Dr Dileep. The NDMA announced that 40 medics and paramedics, with medical supplies, have travelled from Hyderabad to the area and the provincial government has released Rs30 million for the District Hospital Mithi. Additionally, 10 doctors have been deputed from neighbouring districts for the provision of emergency services. However, district health officer Abdul Jalil Bhurgari said there is still a dire need to address the paucity of trained personnel at Tharparkar’s health facilities as doctors from urban areas in Sindh are unwilling to lend a hand. “The health department has transferred nine doctors to Tharparkar so far, but only three have joined,” Bhurgari said, adding that ‘six others are trying to prevent their posting here’.

According to unofficial estimates, between 135 and 200 children have died in Tharparkar over the last three months; most of these deaths have been attributed to malnourishment. Locals say the death toll is higher than being reported as the number of children who die in the district’s rural areas – home to over 90 per cent of Tharparkar, with more than 2,350 villages – are not included in official or unofficial tolls.
The NDMA announced that relief efforts are gathering steam. The provincial government has also announced compensation of Rs200,000 for families who have lost their children during the crisis.
However, some say efforts are being concentrated in one area, leaving others out. “So far the media and government’s attention is focused on Mithi and its surrounding villages,” said Pratab Shevani, a local activist. “We are still exploring the situation in other areas further away,” he added.
