PTI was at a disadvantage from the the start.It was in coalition with blackmailers of MQM and others which made it vulnerable.PTI had not been in government before so it had no clue how to deal with corrupt bureaucrats and other mafias which control Pakistan.Covi-19 was a big factor which made things difficult.Shirtly afterwards PTI was removed by a soft coup by the army.PTI’s performance was still better than other parties.You can’t expect to fix everything in three years.
