i still dont understand what non filer means in Pakistan ? i mean if someone is jobless in pakistan but he is living from his parents money so how can he become filer ? Or just become a filer saying you cannot pay tax because you have no income ?like in Germany you file your tax return at the end of every year and if you jobless you dont have to pay any tax but you still have to submit your papers.

These are just gimmicks IMF tells pakistan to say for the sake of record keeping and under the table they will give dollars to corrupt generals to keep thier assets napaak fooj happy as long as they are following USA and Israel orders
