The Government involvement was only up to the notification of the transaction. NCA wanted Pakistani government is informed where the money is going.
They suspected the money is laundered by M Riaz. They blocked his accounts on the presumption of money laundering. But they didn't have enough proofs to satisfy the court. M Riaz applied to the court for release of the frozen accounts by NCA. That's how out of court agreement was reached between NCA and M Riaz. M Riaz and his daughter in law has clarified it that it was their decision and agreement with NCA to transfer the money to SCP account against Fine. NCA just informed Pak government which account they are releasing the money. NCA and M Riaz had confidential agreement, which they didn't wanted to be disclosed. That's why Akbar couldn't show the agreement to any minister. If Pak government did, they could have easily be sued by either party for breach of the trust and disclosure of the confidential details.
The real culprits in this case is not Imran Khan but 2 corrupt parties leadership, where Malik Riaz was central figure, he was dealing with these two corrupt parties. In the whole case Imran Khan and PTI was not involved.
1- The Fine imposed on Malik Riaz by SCP was on transfer of thousands of acres of land by Sind Government i.e. PPP/Zardaris to M Riaz for Baharia Town, Karachi. Malik Riaz was paying fine for the illegal deal struck by Zardaris.
2- The money transferred to London by Malik Riaz which was blocked on the suspicion of money laundering by NCA. In part M Riaz wanted to buy the Hyde Park Mansion owned by Hassan Nawaz. The Sharifs wanted to sell it in a hurry because of allegations in Panama Paper. Until now Sharifs have not provided how they bought the Mansion and sources of the funds.
It is not amazing that two criminal families who were doing illegal acts are now trying to frame the innocent party, which had nothing to do with the whole deal!!
