What on earth is he talking about?

Khula is meant to liberate the woman who don't want to live with someone they don't like, how can be this be based on permission of the abusing party, Quran is completely against forced marriages or keep a woman bound to a man against her will.

Quranic Principle: No Harm and Justice
Surah Al-Baqarah (2:231):

"Do not retain them [your wives] to harm them or transgress [against them]."

This verse prohibits a husband from using his position to unjustly harm his wife by refusing her request for divorce, whether by talaq or khula.
Surah An-Nisa (4:19):

"And live with them in kindness. For if you dislike them—perhaps you dislike something in which Allah has placed much good."

This stresses fairness and kindness in marital dealings, including when deciding on separation.
Judicial Intervention:
If a husband refuses khula:

The wife can approach an Islamic court or a recognized religious authority.
The judge may dissolve the marriage (a process called faskh) if the wife provides valid reasons, such as abuse, neglect, or irreconcilable differences.
Grounds for Judicial Dissolution:

The wife's inability to live in harmony with her husband.
The husband's refusal to fulfill marital duties or his unreasonable rejection of the khula request.
Evidence from Sunnah:
The Prophet Muhammad (peace be upon him) facilitated the khula of the wife of Thabit ibn Qais when she sought separation, even though Thabit may not have initially agreed. The Prophet prioritized her inability to continue the marriage over his resistance (Sahih al-Bukhari).
