qanoon dastoor hi ka woh hissa hota hai jo awaam, idaarun aur un main kaam kerne waale logoon ko dastoor hi per amal kerwaane ke liye hota hai. taa keh dastoor ke aghraazo maqaasid poore ho saken ya kiye jaa saken ya poore kerwaaye jaa saken.

koi bhi dastooro qanoon kisi kaam ka nahin hota jab tak us ka maqsad poora na ho ya na kiya jaa sake ya na kerwaaya jaa sake.

issi baat ka taqaaza hai keh koi aisa idaara bhi hona chahiye jo her idaare per nazar rakhe keh us ne apna kaam dastooro qanoon ke murtaabiq poora kiya hai ya nahin.

issi liye adliya ka idaara sab idaarun per nazar rakhta hai taa keh sab idaare apna apna kaam dastooro qanoon ke mutaabiq kerte rahen bashmool adliya ke aur mulk tasalal se chalta rahe baghair kisi intashaar ke.

albatta agar idaare adliya ki drust baat maanane se inkaar ker den to phir baat awaam ke paas chali jaati hai keh woh faisla karen aur apni baat ikhtilaaf kerne waale idaare ya idaarun se manwaayen. aisa awaam ki taraf se idaarun ko samjhaa bujhaa ker bhi kiya jaa sakta hai taaqat ka istemaal ker ke bhi. awaam per koi pabandi nahin hai keh woh apna aap idaarun ko kaise manwaayen.

ye adliya ka kaam hai keh woh dekhe dastooro qanoon banaane waale idaare ne dastooro qanoon drust tareeqe se drust banaaye hen ya nahin. agar drust banaaye hen to theek warna ye adliya hi ka kaam hai keh woh us datooro qanoon ko drust kerwaaye. her woh qanoon jo baamaqsad ho aur usoolun ke mutaabiq ho aur us ke liye awaam ki support bhi ho to woh qaable amal hai aur us per adliya idaarun ya awaam ki madad se amal daraamand kerwaa sakti hai.

tehreek ki kaamyaabi ke liye zaroori hai keh

1) tehreek ka maqsad drust hona chahiye

2) tehreek ko bharpaa kerne ka tareeqa bhi drust hona chahiye

tehreek ko kaamyaab kerne ka tareeqa e kaar wohee apnaana padta hai jo mojood halaat ki roshni main drust ho.

logoon ki taleemo tarbiyat ke liye waqt darkaar hota hai aur aise log bhi jo maqsade tehreek aur us ke tareeqa e kaar ko bhi achhi tarah se samajhte hun aur doosrun ko samjhaa bhi saken achhi tarah se.

khooni inqilaab ke liye aise logoon ki zaroorat hoti hai jo maqsad haasil kerne ke liye jaan de bhi saken aur le bhi saken.
