9th May was planned by the ISI and army to provike people. Khan was always ready for arrest but establishment needed a reason not to arrest only but to provoke people.

I have no doubt that khan sb was misled/betrayed by the party insiders all along, ultimate responsibility is for sure khan sb but i guess he was a bit simple in gauging the path he was taking
