They are telling the corrupt individuals currently in power that if a certain person takes charge, they will be imprisoned and that this individual has the power to do anything. This is an attempt to create a sense of insecurity and control. The goal is to maintain their hold on power, keeping this individual in jail, or at the very least, preventing their release, all in an effort to continue looting the country.
