As per EstaCode of Pakistan, NO Pakistani federal minister is entitled or allowed to take a solo flight of Pakistan Air Force plane in his capacity as a minister, inside Pakistan or outside Pakistan. Yes, they can accompany President or the Prime Minister in Pakistan Air Force plane when the former two are aboard the aircraft.
