Why we say if Pakistan would have small administrative divisions these problems would have not be there.
Every administrative divisions were supposed to control their resources and consumptions.

There are already small administrative units as DISCOS (unfortunately).
This is a technical issue not a political one.
Transmission grids are already segmented in accordance with the generating plants, but a national grid system needs integration for reliability and resilience - not segmentations. When we have a mix of nuclear, hydel and fuels like coal, gas and oil generating plants in the system , proper integration of the grid is rather imperative for efficiency , and less of political interference.
Problems in the power sector started when the control was taken from WAPDA and several small companies were established for vested interests/external pressures
Our Defense Minister is just making empty political slogans - nothing else. He is trying to coverup misdeeds of the previous PMLN government.
The issue is transmission losses (and metering in some areas) which need huge investments. I don't have current figures bur a few years back Karachi and Punjab had minimal losses and . max losses were in sind discos- Fata and some areas in Baluchistan have metering issues as well but their net consumption is not much (though the line losses are comparatively high due to technical reasons)
