Shutterdown in Pak Colony, Gulbahar against extortion

KARACHI, Aug 16: Dozens of hardware stores and marble shops in the Gulbahar and Pak Colony areas were closed on Tuesday in protest against extortion that is being faced by the business community and that is said to have become a serious challenge to the law-enforcement agencies in the metropolis.

Only on Monday, a warehouse in the Soldier Bazaar area came under a hand-grenade attack that left two people wounded after, according to the police, its owner reportedly declined to agree to the terms of extortionists.
Traders and shopkeepers having their businesses in the Gulbahar and Pak Colony markets said that many of them had been receiving chits from various groups demanding protection money and threatening them of dire consequence in case of defiance.
The fresh episode came as a grim reminder of the traders recent campaign against the growing menace of extortion. The campaign led to a complete strike in April and brought all trade and commercial activities in the city to a grinding halt for a day.
Business community leaders observed that the number of complaints of extortion declined after they brought the issue under the spotlight but the groups involved were still active in certain parts of the city and posing a serious threat to the lives and stakes of their fellow traders and businessmen.
The situation has turned from bad to worse in Ramazan, said Siddiq Memon of the Karachi Traders Action Committee.
We are receiving complaints from every district of the city but unfortunately there is no credible action on the part of the authorities concerned. We took up the issue with senior police officers recently but in vain.
The April protest had also attracted a few initiatives from the authorities to meet the challenge and the steps included assigning of extortion cases probe to the Special Investigation Unit (SIU).
After more than three months now, the investigators still find handicaps that have been hampering their task but they claim to have addressed almost all complaints received through the common body of businessmen and traders the Karachi Chamber of Commerce and Industry (KCCI).
We have arrested a number of suspects and resolved several cases as well, said SP Raja Umer Khattab of the SIU.
In the first place, its necessary to understand that we are bound to address every complaint that comes to us through the KCCI, where a special cell has been set up to deal with extortion threats extended to traders.
He said that under the designed mechanism, an affected trader approached the special cell, which referred his case to the SIU.
In more than 70 per cent of the cases, he said, the SIU team managed to resolve the issues either by arresting the suspects or tracing them out.
But there are still some complaints and cases emerging unfortunately, affected traders do not approach the KCCI neither do they share facts with us. They only approach the platform in case of loss or life threat. Same is the case with the Mondays Soldier Bazaar incident, which was not in our knowledge before (the attack took place), added SP Khattab.
Small traders did not appear satisfied with the cells performance, saying that it takes more interest in the problems of big businessmen and industrialists.
The KCCI cell is totally ineffective in this case. We have put our cases several times before them but have not received any supportive response, said Mr Memon.
