PML-N, JI, JKPP reach electoral alliance

MIRPUR (AJK) - AJK chapters of the Pakistan Muslim League (Nawaz) and Jamaat-e-Islami and Jammu Kashmir People’s Party reached into an electoral alliance with the declaration to install joint candidates in the scheduled June 26 elections for Azad Jammu & Kashmir Legislative Assembly besides support to each other for next five years either at treasury or opposition benches in and outside the forthcoming legislature.

This was disclosed by PML-N candidate from Mirpur City LA-III constituency and former AJK Health minister Arshad Mahmood Ghazi, former FPCCI President Ch Muhammad Saeed, Mirpur district JI leader Dr Riaz Ahmed and J&K People’s Party leader Syed Nishat Hussain Kazmi while addressing joint press conference here on Thursday.

Besides a large number of the workers of the three parties including the District JI Unit Ameer Omer Hatab, General Secretary Tanvir Ahmed Ghazi, Maulana Atiqur Rehman Qureshi, General Secretary Zahir Baber, Muhammad Ayub Muslim and Zulqarnain Butt were also present on the occasion.

Underlining the priorities of the three parties alliance, Arshad Ghazi said that under the dynamic and sincere leadership of PML-N AJK leader and former Prime Minister Raja Farooq Haider, JKPP chief Sardar Khalid Ibrahim and JI AJK Ameer Rashid Turabi, the alliance would play its active role for strengthening security and economic stability of Pakistan, promote the Kashmir freedom movement to bring it to its logical end and to convert the liberated territory of AJK into a true model welfare state.

Pride beats prosperity: Horse-trading, infighting mar lead up to elections

Pre-elections activities in Azad Jammu and Kashmir (AJK) have gathered momentum with political and religious parties finalising their nominees after the election commission dismissed requests for delaying the polling date.

With the elections closing in, party rifts have deepened as several leaders have rebelled after being refused of party nomination.
Party-splits have exposed the farce of party loyalty, with internal bickering in mainstream political and religious parties having left the leadership in disarray. Internal wrangling has diverted the focus of many from opposite party candidates towards rivals from within their own parties. A war-like situation for some party chiefs and senior leaders has risen, and they may face off eye-to-eye on June 26.
PPP-AJK appears to have the upper hand as the clock counts down to June 26. However, following the merger with former AJK Prime Minister Sultan Mehmood’s People’s Muslim League, the PPP has been facing a tough time nominating party candidates in many constituencies despite the involvement of the presidency of Islamabad.

Already a sitting member of the Legislative Assembly in Muzaffarabad, Muhammad Hanif Awan, and a former advisor to the AJK president and senior party leader Sardar Tabarik have rebelled and will contest the election as independent candidates.

To top it off, PPP-AJK has more potential candidates for the premiership than any other party.

Among those eyeing the top job are two former prime ministers, Barrister Sultan Mehmood Chaudhry and Sardar Yaqub Khan, sitting and former opposition leaders in the Legislative Assembly Chaudhry Abdul Majeed and Sardar Qamaruz Zaman, Secretary General Chaudhry Lateef Akbar and Chaudhry Muhammad Yasin. Subsequently, each of them appears to be attempting to undermine the others in attempts to plot out a smooth path to the top slot.

PPP-AJK President Chaudhry Abul Majeed and former Prime Minister Sultan Mehmood Choudhry have been trying to defeat each other in Mirpur District, while attempts are also afoot to try and defeated other senior party leaders.

The newly established PML-N is also no to exception as a former minister in Prime Minister Attique’s cabinet Col (retd) Raja Nasim Khan, who is reputed to change loyalties faster than a chameleon changes colour, has rebelled over the party’s decision to back election ally and Jamaat-e-Islami (JI) Chief Abdul Rasheed Turabi, and has announced that he will contest independently against the PML-N and JI nominee.

The beleaguered ruling Muslim Conference, a breakaway faction of which set up the PML-N, has been facing a severe crises and but has still fielded a candidate against the PML-N head Raja Farooq Haider in Hattain Bala to make sure Haider is defeated.

JI, which had once owned a seat from Bagh, faces wrangling as its former chief Ijaz Afzal has opposed the party’s decision of supporting PPP-AJK chief Khalid Ibrahim in Rawalakot.

The many nomination hopefuls who were dumped by their parties for the elections and have abruptly ended decades long affiliations to contest independently may be bargaining for future positions in the next government, but for the time being they are helping make the AJK elections a very entertaining race.

AJK elections: 427 in the run for 41 seats

MUZAFFARABAD:
The election commission of Azad kashmir has issued the final list of contestants belonging to 25 political parties as well as independent candidates for the upcoming Azad Jammu and Kashmir (AJK) Legislative Assembly elections scheduled for June 26.

Election Commission Secretary Younus Qureshi told The Express Tribune that 772 candidates had filed nominations for 41 constituencies in the state, and 12 constituencies of Kashmiri refugees in Pakistan. Of them nomination papers of 427 have been found in order and declared illegible for taking part in the election; 299 have been firmed up for the 29 constituencies. The highest number of candidates in the run is from Bhimber District constituency number 3, where 20 candidates have filed their nominations, while the lowest nominations are in constituency number 5 in Muzaffarabad District.

He said 128 contestants are running for the 12 constituencies spread over four provinces of Pakistan, while 77 nominees have decided to contest from the 12 constituencies reserved for refugees.

He further said all nominations have been declared valid. However, 295 candidates out of 594 withdrew their papers from 29 constituencies, while 50 candidates out of 178 withdrew from the 12 constituencies of refugees. He also said 27 candidates have filed their papers from Jammu-VI constituency, while 11 are contesting from Vally-I and Valley-V.

According to official sources, a list of 53 candidates who are running for four constituencies from Mirpur District are: Ibrar Hussain Shah, Raja Ijaz Dilawar, Anwar Latif Dar, Syed Amer Hussain Bukhari, Bilal Ali, Tahir Qayyum, Abdul Ghaffar Akhtar, Raja Ali Zaman, Ghulam Rabani, Faisal Ahmed Mushtaq, Luqman Anjum Sultan, Majid Hussain, Muhammad Afser Shahid, Masood Khalid, Muhammad Shafiq Ratvi, Muhammad Waqar Aslam Kiyani, Nadeem Khan Kiyani and Nouman Kamal Khan from LA-I constituency.


Similarly, 10 candidates are contesting from LA-II. They are AJK-PPP President Abdul Majeed, Idrees Shan, Iftikhar Hussain, Khalid Mehmood, Zulfiqar Ali, Sarfraz Khan, Abdul Rehman, Muhammad Ilyas, Mehmood Hussain and Wasim Mehmood Khan.

The 12 candidates contesting from LA-III are City Mayor Muhammad Ashraf, former PM Sultan Mahmood, former minister Arshad Mehmood Ghazi, Ashfaqur Rehman, Iftikhar Ahmed Khokher, Malik Shahid Majeed Khan, Abdul Sitaar, Abdul Qayyum Qamar, Mirza Latif, Raja Manzoor Hussain, Nasir Saeed and Yasir Sultan.

The 13 candidates contesting from LA-IV are: Chaudhry Arshad Hussain, Raja Navid Akhter Goga, Mirza Shabbir Kanwal Jiraal, Altaf Hussain, Muhammad Muddassar, Asif Mahmood, Junaid Akhter, Shiraz Akram, Irfan Hameed, Aveena Rukhsar, Fatima Bibi, Muhammad Rafiq and Chaudhry Nabeelur Rehman. PML-N alleges pre-poll rigging in AJK

MUZAFFARABAD, June 10: Reiterating allegations that the government in Islamabad was using official resources to manipulate June 26 polls, the PML-N on Friday warned that implications would be disastrous for the national interests.

“It’s an election in a disputed territory and not in any province. Let it be very clear to the rulers in Islamabad that Pakistan’s reputation hinges on its conduct vis--vis these polls,” PML-N chief organiser Raja Farooq Haider said at a press conference.

The outspoken leader alleged that while the PPP-led government was using BISP cheques, Baitul Maal funds and other official resources to woo voters in favour of PPAJK candidates, the AJK government was also making political appointments and sanctioning development schemes in back dates with the same objective.

“These actions amount to pre-poll rigging and whatever may be the repercussions of rigged elections its responsibility will rest on the shoulders of the central government.”

Mr Haider termed Prime Minister Yousuf Raza Gilani’s vow about holding fair elections in AJK “hollow claims” to hoodwink the international community. “Mr Gilani is a toothless leader,” he said.

He said the Election Commission could not deliver without support from the executive. Unfortunately the AJK EC was dependant on six governments, including the central and provincial governments in Pakistan, to carry out its functions directed at holding free and fair polls, he said.

The PML-N leader also warned the AJK employees against becoming a party in the elections. Asking the disgruntled PML-N leaders who could not get tickets not to act against ticket holders, he made it clear that violators of discipline policy will be shunted out of the party.

Sardar Attique’s son enters election fray

MUZAFFARABAD, April 25: AJK Prime Minister Sardar Attique Ahmed Khan has formally launched his son, Usman Attique, as a candidate for the general elections likely to be held in June-July from an urban constituency of Muzaffarabad, an area from where his father and the then premier Sardar Abdul Qayyum Khan had suffered a humiliating defeat exactly 15 years ago.

A formal declaration about his candidature came at a public meeting in the suburban Lohar Galli village the other day which was addressed by the prime minister along with some cabinet members and local Muslim Conference (MC) leaders.

Mr Usman, who heads MC’s so-called coordination board, is venturing on the electoral politics for the first time but has chosen Muzaffarabad to try his luck instead of his native Bagh district, home to three constituencies, represented by Prime Minister Sardar Attique (LA-13 Bagh-I), PML-N leader Col (retired) Raja Mohammad Nasim (LA-14, Bagh-II), and People’s Party AJK leader Sardar Qamaruz Zaman (LA-15, Bagh-III).

Since 1985, when the parliamentary election was held after a gap of 10 years, LA-13 Bagh-I has seen none but prime minister’s family members returning to the legislature.

From 1985 to 2001, the constituency was represented either by his father or uncle (Sardar Abdul Ghaffar) but in the last (2006) election he himself contested from there.

Prior to that, Sardar Attique was elected thrice as MLA but from LA-29 Jammu and others–I, one of the 12 LA constituencies in Pakistan. Of these 12 constituencies, six are strictly reserved for refugees from Kashmir Valley and the rest for refugees from Jammu and “others.” The word “others” gives loophole to the AJK nationals living in Pakistan to contest from any of these six seats.

As the MQM also jumped into the AJK politics in 2006, the Jammu & others-I seat was clinched by its candidate Tahir Khokhar, who incidentally also happens to be an AJK resident.

In the absence of any other ‘secure’ constituency for his heir apparent, the prime minister decided to field him from LA-26 Muzaffarabad-III; also because the constituency lacked any soul in his party who could dare resist or challenge nomination of an ‘imported candidate’.

For the sake of his son, the premier has started spending considerable time in Muzaffarabad, something which was rare in the past.

LA-26 encompasses Muzaffarabad city – a traditionally stronghold of anti-MC voters – and some of its suburban areas. Prior to 2006 polls, LA-25 and LA-26 used to be a single constituency and was twice represented by MC nominees.

However, in 1996 MC candidate and sitting premier Sardar Abdul Qayyum was defeated by PPAJK’s Khwaja Farooq Ahmed by a margin of over 10,000 votes.

In 2006 polls, held after its bifurcation, PPAJK’s Hanif Awan won the mainly urban area seat and MC’s Murtaza Gillani clinched the rural area seat.

Residents of the urban area, which saw utter devastation in the 2005 earthquake, feel marginalised at the hands of MC governments.

Shortly after coming to power, Sardar Attique had added fuel to fire by announcing alleged relocation of the state capital.

However, grievances against the MC apart, past five-year performance of PPAJK lawmaker has also remained dismal, making many independent analysts believe that renewal of his ticket could be a boon for his opponents.

The PML-N, which has also emerged as a force to reckon with, is yet to announce its candidate from here though some reports suggest it could be the party’s organiser Raja Farooq Haider himself.

Observers say that with Mr Awan and young Usman in the fray, it would not be difficult for Mr Haider to clinch the seat if he exploits the alleged failures and shortcomings of his opponents in a befitting manner.
