Army itself is not an issue. But it's over and huge size is problem.
1. Army size should be cut short.
2. Other agencies should be separated from ISI.
3. Police should be cleaned from ISI and army influence.
4. If size is to be maintained, then army should be commanded by all three or four chief. Fourth CJS
5. ISI should be headed by a civilian and states man, not by any army officers.
6. Rangers should be given a permanent role as a military force not para military.
7. FC issue should also be sorted out.
8. Anyone getting pension should not be offered any new job in Government as well as private if pension is more than 100k.

Now that is something logical and doable. But the problem is they do not want to share power. They create terrorist outfits, conduct killing and bomb blasts through mercenaries to keep the nation scared and wanting the need for army to be in control. If what you suggested is implemented, Pakistan would rise again in just a decade ...
