Call for sanctions against Pakistani Military and Civil establishment

The Australian Government recently imposed targeted financial sanctions and travel bans on Myanmar and Iranian individuals and entities responsible for the repression of its people and abuses of human rights.

Sanctioned individuals included members of the Myanmar military regime, senior Iranian law enforcement, and political and military figures involved in the violent crackdown on protesters. The financial sanctions were put in place to target military and government-controlled entities.

Australian travel bans and asset freezes were aimed at 16 people and one entity linked to serious abuses of human rights in Iran, including the commander-in-chief of the army, Sayyed Abdolrahim Mousavi, and senior figures in the Basij resistance force.

Following the unlawful toppling of Imran Khan’s PTI government in April 2022, political figures, media, and citizens of Pakistan have been openly targeted by the Pakistan Army, using civil and military law enforcement agencies.

The current regime backed by the military establishment has responded violently to any form of political expression, including peaceful protests.

There is evidence thousands of innocent civilians, including women, have been arrested and tortured.

According to Human Rights Watch, Pakistani authorities harassed and at times prosecuted human rights defenders and journalists for criticising government policies. Violent attacks on members of the media increased. The authorities used blasphemy accusations and an overbroad, colonial-era sedition law against political opponents and journalists.

Shahbaz Gill, a senior official with the opposition party Pakistan Tehrik-i-Insaf (PTI) headed by former prime minister Imran Khan, was arrested in Islamabad on August 9 on charges of sedition and incitement to mutiny after criticizing the military in a TV interview. The former Prime Minister Imran Khan survived an assassination attempt last November and has been unable to file a police report against the army intelligence officials he believed were responsible.

In May 2022, journalists Sami Abraham, Arshad Sharif, Sabir Shakir, and Imran Riaz Khan were charged with abetment of mutiny and publication of statements causing public mischief by criticizing state institutions and the army in their journalistic work and unspecified social media posts. In October, Arshad Sharif was killed in Kenya. Sharif had left Pakistan citing threats to his life and was forced to leave UAE by local authorities following pressure from Pakistani security officials. An inquiry in Pakistan found that military agency officials coerced police officials to file numerous police reports against Arshad Sharif, forcing him to flee the country.

The Pakistani agencies have issued a list of overseas Pakistanis, including Australians, who are a target for law enforcement agencies for criticizing the former Army Chief General Bajwa. The community in Sydney has reported harassment by the Pakistan Defence Attaché, a serving Brigadier of Pakistan Army. Australian citizens and their families should not be facing threats and harassment for voicing their political opinions.

The Australian Senate is requested to hold a senate inquiry to explore the grave human rights abuses taking place in Pakistan and its effects on Pakistani Australians and their families abroad.

In the meantime, the Australian Government is strongly urged to introduce sanctions against Pakistani Generals, civil and military agencies, and elected officials involved in the abduction, political violence, torture, blackmail, and killings. Australia has been an attractive destination for corrupt Army officials since the arrival of former Army Chief General Kayani, who allegedly owns an Australian Island and several farmhouses. There are reports that the current ISI chief, who is the main architect of the current brutal military-backed regime, is also considering a move to Melbourne after his retirement.

Considering the recent concerns of foreign interference and espionage raised by the Head of ASIO, the Pakistan Embassy in Canberra should not be allowed to maintain a Defence Attaché, a serving Army Brigadier whose main purpose of being in this country is to spy on diplomats and Pakistani Australians. Moreover, Australia being a liberal democracy should not be supporting the deep state of the Pakistan Army by facilitating serving army officers among the diplomats.

It is recommended that the following (above-mentioned 1/2) members of the Pakistan Army should be sanctioned and blacklisted by the Australian Government.
