NEW DELHI: India has approved a $2.4-billion deal for French defence groups to upgrade 51 ageing Mirage fighter jets, officials said Thursday, as the country takes further steps to boost its military capacity.
The long-delayed deal is part of a major modernisation programme being undertaken by India, which has become the biggest importer of military hardware among emerging nations as it enjoys rapid economic development.
The defence secretary has agreed to the proposal put forward by French defence majors Dassault and Thales and (European group) MBDA for the Mirage-2000 retrofit, a source in the Indian Air Force (IAF) told AFP.
The upgrade of the French-built Mirage jets is expected to include advanced navigation systems, mission computers, electronic warfare systems and radar.
The process is likely to take nine years and will see two of the jets being re-fitted in France, said the source who declined to be named.
Other aircraft will be upgraded at the state-owned Hindustan Aeronautics base in Bangalore.
No confirmation of the deal was released by the Indian government, but a defence ministry official told AFP that the decision was cleared by the cabinet committee on security on Wednesday.
The overhaul of the fleet will add 20-25 years to the life of the Mirages, which were introduced to the Indian air force in the mid-1980s.
The deal had been frozen for five years due to differences over costs and the intended benefits to the IAF, which is also finalising a $12 billion deal to buy 126 new combat aircraft.
The IAF has argued that the Mirage upgrade was good value as it will transform the aircraft into cutting-edge combat planes.
The history of Mirage shows that it is one of the most reliable multi-role fighter aircraft, Neeru Khatri, a defence analyst with international consultancy firm KPMG, told AFP.
It was used very intelligently during the Kargil conflict with Pakistan (in 1999). It definitely makes sense to upgrade it and use it for the next two decades because it is not beyond economic repair.
India in February boosted military spending to Rs1.65 trillion ($36 billion) for the financial year to March 2012 from Rs1.47 trillion the previous year.
KPMG estimates New Delhi will hand out military contracts worth $112 billion by 2016.
Refurbishing and upgrading of the current inventory is one of the most important strategic goals of the IAF, said Kapil Kak, additional director of New Delhis Centre of Air Power Studies think-tank.
India has never been in a worse situation as far as strength of its combat fleet is concerned. The new acquisitions and upgradations will transform the IAF beyond recognition in the next few years.
According to the Stockholm International Peace Research Institute, India over the last five years was the worlds biggest importer of weapons, buying mostly from Russia.
The country is upgrading its million-plus military with hardware worth tens of billions of dollars because of its long-standing tensions with regional rivals China and Pakistan.
It has also been investing in homeland security since the 2008 attacks by gunmen which left 166 people killed in Indias financial capital Mumbai.

India has begun building its second nuclear submarine at a classified facility in Visakhapatnam. Top sources told this newspaper that the keel has been laid and initial work is in full swing.
The project, launched just 24 months after the first nuclear submarine, INS Arihant, was commissioned, underlines the great strides the programme has made, sources said. “The second programme took far lesser time than Arihant to reach the shipyard from the drawing board. This time we had a clear plan and we had learned a lot from our mistakes,’’ sources said.
Though the exact details of the project’s progress are not available, it is learned that fabrication of the hull and body has begun. The reactor has been fabricated with the help of Russia.
The electronics and other systems are all indigenous. “Our DRDO laboratories have come up with inventions that are world-class. We don’t have to depend on anyone for sonar and such systems,” sources said.
The project is expected to be ready for sea trials by 2015. By that time India would have the Russian submarine on lease and INS Arihant deployed.

India developing interceptor missile with 5,000 km range


ndia has started working on a network of air-defence systems which would be able to shoot down any enemy missile even at a distance of 5,000 kms, before it can enter the Indian air space. The Defence Research and Development Organisation (DRDO) has already developed a missile that can intercept an incoming aerial threat 2,000 kms away under the Ballistic Missile Defence (BMD) System and is now working on the second phase.
Under the second phase, missiles are being designed and developed in a manner that would enable them to shoot down any incoming missile at a distance of 5,000 kms, DRDO chief V K Saraswat said in New Delhi.

The 5,000 kms interceptor missile is targeted to be ready by 2016, he said.

"It is well on schedule and we are already on initial design and testing stage," Saraswat said.

"Presently, our missiles are designed to engage targets within 2,000 km range. Later on, we will be making 5,000 km range class of interceptor missiles. That will be Phase-II of the BMD system," he added.

Last July, DRDO successfully tested the Phase-I of the indigenously developed interceptor missile from the Integrated Test Range (ITR) at Wheeler Island off Orissa coast.

On possibility of any tie-up with the US or any other country for development of the BMD systems, Saraswat said, "Our process of international collaboration is only to accelerate our own development process. Whenever we feel the need of a new technology, we may go for collaborations."

On the US offering India the Aegis Missile Defence Systems, he said, "These are market forces and will always remain there. There would always be market forces trying to sell the available equipment. In India this is not just a R&D effort but an actual programme, so I don't think we should worry about this."

India is also developing the Long Range Tracking Radar (LRTR) for the BMD systems. While the radars used for the Phase-I experiments were built with equal partnership from Israel, the Phase-II will have 80% indigenous component.

"Only some of the equipments and consultancy would be provided by Israel," Saraswat said.

by 2020 ,india will be self reliant to make everything!!it will have lca 2 by 2014-15 ,AMCA by 2020 which will be totally indigenous !!moreover ,india is going for ET typhoon or dassault whoever gives it maximum access to technology!!knowhow from lca and lca version 2 are enough for india to attempt for its own 5th generation or 6th generation aircraft beyond 2020!!
