Karachi's Fire Brigade Department on the verge of collapse

KARACHI: The Fire Brigade Department (FBD) of the country's largest city is on the verge of collapse and any adverse situation in the city can lead to a disaster, KMC's official disclosed.

The Chief Fire Officer, Tehseen Siddiqui told Daily Times that out of 45 Fire Fighting Vehicles, only 14 are in working condition due to deliberate delay made in renewing the contract of Repair and Maintenance of
Fire Vehicles.

According to a written letter to the Chief Fire Officer, KMC, the contract firm, Fabrication and Re- Engineering Company has expressed its inability to continue with its repair services as the accord had already expired on October 29, 2016.

The contract with the firm could not be extended as the Council's Resolution to delegate powers to the Mayor and Deputy Mayor could not be tabled in the meeting of the City Council, he said.

Although, around 14 fire tenders are still in working condition, but the number is insufficient to cater to the emergency needs of a city of an estimated 22 million people.

The delays are deliberately being done to favor the company Meraj Limited by awarding it the contact in an emergency situation so as to avoid fair tendering process.

Just to recap the product quality of the company, Meraj is the same manufacturer, who had supplied 12 sub-standard fire tenders in the year 2008 and 2014, that had leakages in water tanks besides, fire pumps were under the capacity and did not meet the specifications of NFPA's required standard, as mentioned in the tender.

The fire tenders, which were supposed to be repaired free of cost under warranty, are being repaired against payment of Rs 5.5m for each, which is against the terms and conditions of the contract, hence the quality of vehicles' fabrication at the time of supply and it's life is also in question.

Recently 03 IVECO Fire Vehicles (which were operational in three different fire stations), have been sent to Miraj Limited for maintenance out of R/M contract or any administrative approval. These vehicles were imported and inducted into KMC's fire department in 1994 and the model has now become obsolete and even the spare parts are not available. But interestingly, Meraj Limited is looking forward to refurbishing these vehicles and charging around RS 3million for each vehicle, where as the R/M contract of the KMC allows only RS 2.8 to 3.5million per month on 45 Vehicles (if operational).

Further to cap, Meraj is the same company, who was found involved in the Snorkel Corruption case, which made headlines and the case is still under NAB's investigation.

Govt reserves authority, it should take steps for development: Waseem


KARACHI (Dunya News) – Mayor of Karachi, Waseem Akhtar has said on Sunday that steps for development should be taken by the Government of Sindh as it reserves the authority.

The mayor addressed a gathering regarding an exhibition of flowers in Central District.

Akhtar expressed a reservation over uprooting trees in the city and demanded the government to plant more trees.

Earlier in December, Mayor Waseem Akhtar launched a cleanliness campaign named ‘Hamara Karachi Program’ in the metropolis.

The campaign was launched in Shah Faisal Colony.

KARACHI (Dunya News) – Mayor of Karachi Waseem Akhtar visited the development projects under construction at the Shahrah-e-Faisal on Monday, reported Dunya News.

He complained that he is being ignored in major decisions of Karachi. “Development projects will be completed quickly so that residents don’t have to face worries”, he added.

Karachi mayor stressed that effective measures are needed to stop growing crime rate in the capital city of Sindh. He urged for peace and prosperity in Karachi.

He said that the mindset of provincial government can be judged by not giving enough power to the mayor of Karachi. Waseem Akhtar was unhappy with the government as he was not taken into consideration for Sindh apex committee

KARACHI (Dunya News) A nullah in posh area of Karachi was still under illegal occupation as authorities werent able to recover the possession from Nehar-e-Khyam so far.

However, when Karachi mayor reached to end the illegal occupation of plot over Nehar-e-Khyam, the security guard stopped him from entering inside.

Later on, Karachi mayor and his team were able to enter the plot and inspect it.

Karachi mayor Waseem Akhtar professed that the 8 thousand feet plot on Nehar-e-Khyam is illegal.

He let it be known that if we let the nullah like the way it already is, there are chances that the whole city will get drowned.

Karachi mayor also ordered the removal of surrounding walls from the plot later on.

Mayor distributes gratuity cheques among retired HMC employees

The Mayor Hyderabad Syed Tayyab Hussain has said that payment of all outstanding dues to retired and deceased employees is the responsibility of the management of Hyderabad Metropolitan Corporation (HMC) and all out efforts are under way to provide relief to them despite limited resources. The Mayor Hyderabad expressed these remarks while speaking on the occasion of the distribution of gratuity cheques among retired employees of HMC here at his office on Tuesday.

He said that the HMC management is making all out efforts to provide sigh of relief not only to citizens of Hyderabad and Latifabad but also work for the welfare of employees of the organisation within available resources. He said that despite limited resources, the HMC management has succeeded to draw amount for payment of compensation to the heirs of deceased employees and gratuity to retired employees of the organisation. The Deputy Mayor HMC Syed Sohail Mashadi and Account Officer were also present on the occasion.

KMC, PSX to work for Karachi’s betterment

KARACHI - Karachi Deputy Mayor Dr Arshad Vohra has said that the business community of Karachi feels for the city, and that trade and commercial activities will receive a boost due to better infrastructure and security environment. Talking to media representatives after a meeting with Pakistan Stock Exchange (PSX) DMD Haroon Askari during his visit to Stock Exchange’s building on Wednesday, he said, “PSX is considered economic hub of the country and due to political harmony and unity of command our economy could make considerable progress.”

General Manager Sanie Mehmood and Directors Abdul Majeed Adam and Ahmed Chinoy were also present on the occasion. During the meeting, matters pertaining to PSX and KMC came under discussion, including those pertaining to garbage, water, sewage and parking at the PSX building.

The deputy mayor and PSX Board agreed that both the organisations would act together for the betterment of the city.

Later, Vohra visited Trading Hall of the PSX and also rung the traditional bell.

Talking to media men, he said that in his meeting with PSX office-bearers, matters pertaining to the betterment of the city were discussed and also the ways to bring improvement in the city’s civic facilities by taking on board the representatives of business community.

He said the business community was also aware of the problems and limited resources of KMC.

“We now have corrected many things constitutionally, including the distribution of resources and authorities among the civic organizations,” Vohra added.

He said all efforts were being made to stop shifting of businesses from the city.

He expressed the hope that lots of investment would be made in PSX in days to come. The deputy mayor said work on traffic management was also in progress to improve the traffic flow on roads.

KARACHI: KMC Stadium, Karachi’s important football venue, is set to get a boost as Rs19 million has been sanctioned for its rebuilding.

Ahmed Jan, who has the charge of the venue, told ‘The News’ on Thursday that two senior officials of the KMC sports wing, Abbas Saif and Khursheed Shah, visited the stadium on Wednesday.

For the last several years, the venue has been in a dilapidated state.

Saif also announced that a KMC Child Academy would be established at the venue.

Ahmed Jan, a former FIFA referee, will head the academy at which talented young footballers from Lyari will be enrolled.

Akhtar announces to reopen dysfunctional dispensaries

KARACHI: Karachi Mayor Waseem Akhtar on Thursday announced to reopen the dysfunctional dispensaries and health centres across the city with the help of some donations.

The development has come in after a private news channel reported that the locality’s only maternity centre has been dysfunctional for the past 16 years.

The announcement came while the 100-day cleanliness campaign in Karachi. Akhtar said that sponsors would be approached for the cause.

DMCs and KMC authorised to collect parking fees

KARACHI: The right to charged parking has been entrusted to all six District Municipal Corporations (DMCs) and Karachi Metropolitan Corporation (KMC). It was decided in a meeting chaired by Deputy Mayor Dr Arshad Vohra and was attended by heads of all civic bodies.

KMC and all districts would now be authorized to collect parking fee and a summary would be sent to Murad Ali Shah, Chief Minister and Jam Khan Shoro, Minister Local Government, in this effect said Ramzan Awan, Secretary Local Government.

The civic bodies should act in accordance with the Local Government Act 2013 and shun interfering in the affairs of other civic bodies' affairs.

He directed all civic bodies to ensure the attendance and in time payment of salaries of staff. Vohra impressed upon the need to make the responsibilities of each civic body domain clear crystal .

He also asked for the segregation of responsibilities and rights to act upon of Karachi Development Authority and KMC in order to avoid any conflict in future. KDA has been stopped form collect charged parking.

Golimar Underpass to be ready by 15th: Mayor

KARACHI - The construction of Golimar Underpass will be completed by January 15 and it will help end traffic gridlocks in the surrounding areas, said City Mayor Wasim Akhtar on Saturday.

Talking to media persons after inspecting construction work at the underpass, the mayor said he wished this underpass be named after a renowned personality, said a press release issued here. He directed the officials to ensure high standard of construction work.

The mayor said this Rs450 million underpass had a total length of 375 meters and width of eight meters. He said the installation of a pedestrian bridge would also be started soon after completion of the project.

Akhtar was accompanied by District Municipal Corporation (DMC) Central Chairman Rehan Hashmi, Municipal Commissioner Dr Badar Jameel, MS Senior Director Masood Alam, Technical Services DG Shahab Anwer and others.

Separately, Akhtar said that traders had a major role in the development and progress of the city and country.

Speaking at a reception hosted by the All Karachi Tajir Ittehad in his honour, the mayor said the problems of the city would be solved with unity and harmony, says a statement issued here.

All Karachi Tajir Ittehad Chairman Attique Mir, Cloth Market Chairman S. Alam, Akram Rana and other traders and shopkeepers attended the reception.

The mayor said shopkeepers would be provided with special bags to dispose of garbage and other waste in order to ensure cleanliness in the city. Akhtar said the business community paid taxes; therefore, they deserved better civic facilities. Despite a lack of resources and powers, "We have started the 100-day cleanliness drive in selected union councils of Karachi,” he said.He said that Sindh Chief Minister Syed Murad Ali Shah also wanted to solve problems of the city and "we have given them our suggestions".

All Karachi Tajir Ittehad Chairman Attique Mir said the mayor had the spirit and desire to solve the problems of the city; therefore, the government should give him the needed powers. He expressed the hope that the mayor and his team would solve the city's problems.

YOUNG GENERATION WANTS CLEAN, GREEN CITY: VOHRA

Deputy Mayor Dr Arshad Abdullah Vohra said on Saturday that cleanliness was essential for a healthy environment. He was talking to media persons at Hassan Square Flyover where he participated in a cleanliness awareness campaign.

The drive was organised by the District Municipal Corporation (DMC) East with the help of students of colleges and institutes in Gulshan Zone, said a statement issued here. He said the participation of youth in cleanliness campaign was a proof that the young generation wanted clean and green city.

DMC East Chairman Moeed Anwer, City Councillor Sabeen Ghori and other officials were also present. He said it was necessary to keep roads, bridges, flyovers and underpasses clean and green by refraining from dumping garbage and other waste along roads and bridges.

City Councillor Sabeen Ghori said the awareness campaign was part of the 100-day cleanliness drive in the city. In the first phase, she said, students of various colleges and universities in Gulshan Zone had been taken onboard for the campaign.

She said now the second phase was aimed at creating awareness among the masses about cleanliness.

Early warning: Be prepared to pay ‘garbage’ tax if you live in district South or East

KARACHI: If you are a resident of Karachi’s district South or East, be prepared to pay an additional tax on garbage collection.

After the recent outsourcing of garbage collection by the Sindh Solid Waste Management Board (SSWMB), a Chinese company has been given the contract to collect garbage from households and dump it at Garbage Transfer Stations, said the board’s managing director Dr AD Sajnani. From there, the waste management board is responsible for lifting the garbage to the landfill sites, he added.

People will not be charged for this facility in the first year (2017) but the government will consider imposing an additional tax from next year, he said.

Meanwhile, garbage lifting machineries have arrived from China and labour unions have decided to go on strike to protest the government’s decision to outsource waste collection. The labour unions of the Karachi Metropolitan Corporation (KMC) and the district municipal corporations (DMCs) are unhappy the government gave the contract to Changyi Kangjie Sanitation Engineering Company instead of transferring funds to them.

According to a Chief Minister House statement, 200 small garbage collection vehicles, 77 refuse collection vehicles and a huge quantity of plastic steel dustbins have reached the port. Apart from this, road washing vehicles, vehicles for showering trees and mechanical sweepings are included in the shipment. These machineries will hit the roads in districts East and South in three weeks, promised Sindh Chief Minister Murad Ali Shah.

Meanwhile, KMC Sajjan Union president Zulfiqar Ali Shah has said that they will protest across the entire city on Monday and will suspend their cleaning operations for the day. “We have not been taken into confidence before awarding the contract to the Chinese company,” he complained, adding that the existing labour force of the KMC and the DMCs have the capacity to life garbage.

The Sindh government is ready to give Rs2 billion to the Chinese company for just two districts every year, he pointed out. “Had they given us only Rs1 billion, we would have cleaned the entire city,” he said.

Wasim demands special package from PM for Karachi

Karachi - Karachi Mayor Wasim Akhter on Sunday demanded Prime Minister Nawaz Sharif to announce a special development package for Karachi, saying the city was a major contributor to the country’s economy in terms of revenue.

He was addressing a gathering of all Karachi Tajir Ittehad in Old City, which was attended by All Karachi Tajir Ittehad Chairman Ateeq Mir, Cloth Market

Chairman S Alam, Akram Rana and other traders.

He said that a big chunk of funds was transferred to the local government during Musharraf era, and the then government worked for the development of the city.

“Now the prime minister should pay special attention to the development of

Karachi and announce a special package for it so that the democratic leaders could prove themselves better than dictators,” he argued.

He urged the traders to support the local government representatives in order to develop the city.

“We will provide plastic bags to the traders and ask them to throw garbage in them so that the local government’s (LG) drive for clean Karachi could be made successful,” he said.

He regretted that the provincial government had taken away all local government powers, including sewerage, transport, water supply, building control, master plan and others from the LG representatives.

He made it clear that LG representatives were the real representatives of the city and those sitting in the corridors of power should be aware that these are the people of the metropolis, especially the traders, on whose taxes the country’s budget is prepared.

He also announced to hold an important press conference on Monday along with elected chairmen and vice chairmen of the metropolis.

‘Summary prepared for transfer of five LG depts to elected representatives’

Muttahida Qaumi Movement-Pakistan (MQM-P) chief Dr Farooq Sattar said on Sunday that a summary had been prepared to hand over the authority of five local government departments to elected representatives.

This was observed by him during the groundbreaking ceremony of construction of streets in Korangi UC-6, Saudabad.

Addressing the media, the MQM-P chief observed that even the Sindh Chief Minister Murad Ali Shah would not be able to reject the summary in the light of the law.

Talking about the project, he said around 400 streets would be reconstructed in the 100-day campaign, scheduled to conclude on March 15.

Expressing confidence that the public would help make the campaign a success, Dr Sattar said the party’s power lay in the unity of the masses, and that MQM-P would restore permanent peace in the metropolis with their participation.

He asked people to not dispose of garbage at the corners of or on the streets. Further informing them about the garbage disposal system, he claimed that trackers would be installed in vehicles transporting the garbage to the landfill site, so as to monitor the routine disposal system.

“Despite no resources or funds available, garbage was still being disposed of gradually,” he said

However, he cleared that the campaign did not aim to clear the entire city within 100 days but major dumps in at least 20 UCs would be cleaned up.

The MQM-P vowed to ensure equitable distribution of water to the city, besides also calling for the water board’s authority to be handed over to the mayor, Waseem Akhtar.

The party chief was also claimed to have protested the bulldozing of at least 160 offices which he had said were legally constructed.

The offices were razed following the party founder’s anti-state speech delivered outside the local press club on August 22, 2016.

The MQM-P leaders had inaugurated the 'Hamara Karachi' 100- day cleanliness campaign by sweeping the streets in Gulshan-e-Iqbal, Shah Faisal Colony and Korangi, on December 1, 2016.

Speaking at the drive’s launch, Dr Sattar had stressed that the uplift programme was beyond politics. “We shall serve the city without any discrimination,” he said, adding that sports events, including City Olympics, would be organised during the drive.

He had vowed that dispensaries and schools in Korangi’s union councils would be upgraded, adding that LED light bulbs, 0.4 million manhole covers and 1.2 million concrete blocks would be provided to the UCs.

The MQM-P had later on December 5, asked the federal and provincial governments to provide Rs150 billion each for finishing the 100-day cleanliness drive.

“The mayor’s job is to ensure that the city is clean and citizens are provided with basic civic facilities, but he hasn’t been empowered to carry out these functions effectively,” MQM-P information secretary Amin-ul-Haque had told The News. “It’s not the chief minister’s job to look after the cleaning of garbage and drains,” he added.
