Serving faithfully: Conflict of interest bill aims to keep personal dividends at bay

The Khyber-Pakhtunkhwa (K-P) government has introduced a law on the prevention of conflict between private interests and public duties of office-holders in the province.


The K-P Prevention of Conflict of Interest Bill 2014 was tabled in the house during the session on Friday and envisions setting up a provincial commission for the cause. The draft of the bill defines conflict of interest as when a public office holder (POH) utilises an official power, duty or function, or non-public information in a manner that provides an opportunity to further his private interests or those of his relatives and friends.


The law bars POHs from using their position to influence a decision to be made by another person and prevents provincial ministers from debating or voting on a question that would place them in a conflict of interest. The bill disallows preferential treatment, using insider information and lobbying for personal interest, while asking officials to not be swayed by offers of outside employments, gifts, or contracting with other parties.

Call and collect: Police identify over 60 groups involved in extortion

Local police have identified at least 62 groups, 15 of them militant outfits, which are actively involved in extortion across the district, The Express Tribune learnt on Saturday.


“Local criminal groups have been active in the region for the past few years but the new trend is not kidnapping for ransom or burglary – it is the collection of extortion,” said a high-ranking police official, adding they have identified at least 62 groups in the district alone, with over a dozen of them being militant groups.


Most extortionists reportedly use Afghan SIMs to make phone calls demanding extortion, thereby making it difficult for authorities to trace them.

Khyber-Pakhtunkhwa (K-P) government of Pakistan Tehreek-e-Insaaf (PTI) is reluctant to take action against local extremists, who are occupying the land of Hindu shrine in district Karak.


Advocate General K-P Latif Yousufzai has submitted a report on behalf of Deputy Commissioner Karak in the Supreme Court over the alleged illegal occupation of Hundu shrine by local extremists in district Karak.


The provincial government in its report has expressed apprehension that Oil & Gas Exploration companies are in field at various places for symmetric survey, therefore, any action against the illegal occupation of Hindu shrine land will likely to aggravate the un-rest amongst the people under the influence of local Aalim Molana Muhammad Sharif, who is opposing the construction/eviction of Hindu temple.

Poor planning: Most of archaeology department’s funds lapse

An amount of Rs40 million allocated in the 2013-14 fiscal year for development schemes of the archaeology and museum department has lapsed. According to museum director Muhammad Naseem Khan, the funds allocated for various projects were not released on time and thus the remaining amount has been transferred to the next fiscal year.


An official of the department said around 65% of the total amount was returned to the government as it remained unutilised. “The reason the funds lapsed is that the relevant authorities were least bothered to be involved in launching various projects of the department,” said the official, adding that another reason is that only Awami National Party’s blue-eyed people were hired in the department during their tenure, who failed to perform their duties.

Raising the bar: Govt proposes changes in service rules for primary schoolteachers

The provincial government has decided to change the service rules for primary schoolteachers in Khyber-Pakhtunkhwa and to promote them according to the ‘time-scale’ formula. Instructions in this regard have been issued to senior officials of the education department.


The time-scale formula promotes a teacher to the next grade after serving a certain number of years in the basic pay scale (BPS) grade below. The requirement for number of years spent increases as the teacher climbs the ladder.


Recommendations


Authorities have also proposed raising the eligibility criteria for primary schoolteachers. Prospective instructors would need Bachelor of Arts and Bachelor of Education degrees to be considered eligible. In addition, the government has recommended appointing teachers at BPS-14 instead of BPS-12, the present grade at appointment.

Endowment fund for artists soon: minister


PESHAWAR: The Khyber Pakhtunkhwa government will soon announce a comprehensive cultural policy reflective of cultural diversity of the province.


The provincial government will also set up an endowment fund for welfare of the artists’ community, said Minister for Information and Culture Shah Farman while talking to members of the Culture Journalists Forum led by its president Ihtisham Toru here on Sunday. Famous actor, Zardad Bulbul, was also in attendance, according to a handout.


The minister assured that PTI-led provincial government would address all outstanding issues of the artists of Khyber Pakhtunkhwa to promote art and cultural activities in the militancy hit region.


“As our cultural policy should be reflective of our rich cultural diversity, all the stakeholders of the province will be invited to debate and prepare a well worked out policy draft that could guarantee our mutual understanding and social cohesion towards a peaceful society,” Mr Farman added.

KP govt aims at producing 2,000MW electricity

PESHAWAR: Chief Minister Pervez Khattak has said that the government will launch projects for setting up hundreds of small hydel power stations in the fiscal year 2014-15 to produce 2,000 megawatts of electricity, which would be provided to the local industrial units on cheap rates.

He said that the major characteristic of the development strategy of the Pakistan Tehreek-i-Insaf-led coalition government would be master planning of all cities and towns of the province, including Peshawar, which was ignored in the past.

Encroachers face action in Lakki Marwat

LAKKI MARWAT: The local administration on Monday launched an anti-encroachment campaign in parts of Lakki city.


On the directives of deputy commissioner Zafar Ali Shah, assistant commissioner Qayyum Nawaz and chief municipal officer Asmatullah Khan supervised the campaign during which the structures illegally raised on government land, including shops and houses, were pulled down in the Main Lorry Adda and on Old Kachery Road and Speen Sarak with the help of heavy machinery.
