#KPBudget: #Peshawar #SafeCityProject gets Rs1.5b
The Peshawar Safe City Project is expected to be completed at an estimated cost of Rs1.5 billion by the Khyber-Pakhtunkhwa Home and Tribal Affairs Department.
The project, envisaged last year, will use state-of-the-art information technology, CCTV cameras, cellular and wireless technology, GPS, electronic maps and FM radios to safeguard the life and property of citizens.

The total provincial budget for elementary and secondary education has been estimated at Rs73.68 billion for fiscal year 2014-15 against last year’s revised budget of Rs64.59 billion.
The education budget makes for 28.83% of current revenue expenditures while education allocation has increased by 14% compared to the previous fiscal year.
According to the white paper submitted by the government, a 132% increase in non-salary budget, with total estimates for 2014-15 standing at Rs7.9 billion, has been undertaken.

Leading by example: #KPK’s maiden trial via video link concludes
Police officials had arrested Shoaib on April 20 while he was planting around eight kilogrammes of explosives to destroy a check post in Safon DESIGN: NABEEL ABDUSAMAD.
The province’s first ever trial via video link concluded on Saturday with an anti-terrorism court (ATC) sentencing a man to 14 years in prison for attempting to blow up a police check post.
On Wednesday, ATC judge Salim Jan Khan heard the trial which saw recording of statements of various people, including the accused, prosecution counsel, judicial magistrate and police officials. He then reserved his judgment for Saturday.
Police officials had arrested Shoaib on April 20 while he was planting around eight kilogrammes of explosives to destroy a check post in Safon, in the jurisdiction of Badhaber police station. It was decided that the accused would not be brought to the ATC from Peshawar Central Prison due to security concerns and the trial would be conducted through a video link.
The court, after hearing arguments from both the prosecution and defence teams, awarded 14 years imprisonment to the accused.
For the first time in Khyber-Pakhtunkhwa, an ATC conducted trials in a terrorism case through video link, connecting the accused from Peshawar jail to the courtroom with a judge and lawyers present.
One screen with a camera was fixed on one side of the courtroom while a similar one was installed in the jail superintendent’s office where the accused was present.
The accused could see the entire courtroom including the judge, lawyers and the public prosecutor. The reader of the courtroom was able to focus the camera on the person addressing the accused.
On the initial day of the trials, evidence in the case was collected from Badhaber SHO Granullah Khan, prosecuting sub-inspector Ijaz and judicial magistrate Muhammad Ilyas.
A court official said this is the first time such arrangements have been made to conduct a trial as swiftly as possible and avoid transporting suspected militants to the court which is not only dangerous but also results in delays due to security issues.
The official informed the move was made possible with the efforts of Peshawar High Court Justice Yahya Afridi, who is the monitoring judge of all ATCs of the province.

Death and taxes: Doctors decry imposition of professional levy on income
The imposition of a professional tax on doctors has caused a wave of discontent among health practitioners who claim the tax will inflate the cost of treatment at private clinics.
The health department has a projected allocation of Rs25.23 billion in the provincial budget for 2014-15 unveiled by the government on Saturday. Furthermore, in order to increase its revenue receipts, the government introduced several new taxes as well as the increase in the taxes on doctors.

تحریک انصاف کے سربراہ عمران خان نے کہا ہے کہ حکمران ہمیں بتائے بغیر آپریشن شروع کرکے اب حمایت مانگ رہے ہیں ، وزیراعظم نوازشریف کو ایوان سے نہیں جانا چاہئے تھا، سینیٹ میں ایک سال نہیں گئے ،مزید انتظارکر لیتے توقیامت نہیں آجاتی، قومی اسمبلی میں اظہار خیال کرتے ہوئے
انہوں نے کہا پاکستان میں سب امن کے خواہاں ہیں،ہم نے دیکھا ماضی میں آپریشن سے مسئلہ خراب ہوا، پاکستان کی تاریخ ہے کہ مسائل مذاکرات سے حل ہوئے ، اب آپریشن شروع ہو گیا ہے تو پاک فوج کے ساتھ ہیں ، انہوں نے کہا کہ آپریشن کا اعلان آئی ایس پی آر کے بجائے وزیر اعظم کو کرنا چاہئے تھا ،آپریشن شروع ہو گیا ہے تو حمایت کے سوا کوئی چارہ نہیں ،آپریشن کے ساتھ ڈائیلاگ بھی جاری رہنے چاہئیں ۔
انہوں نے کہا وزیر اعظم نے مذاکراتی کمیٹی کو اختیارات نہیں دئیے ،
خیبر پختونخوا میں خود کش حملے کم ہوئے ہیں ،حالات بہتر ہونا شروع ہو گئے تھے ، سب امن چاہتے ہیں لیکن اعتماد میں نہیں لیا گیا ،
دعا گو ہوں دہشتگردی کے خلاف آپریشن کامیاب ہو ، جو لوگ رضا مند ہوں ان سے مذاکرات جاری رکھے جائیں ۔
انہوں نے کہا آپریشن کے متاثرین کہاں جائیں گے ؟کون ان کا خیال رکھے گا ؟
اگر حکومت اعتماد میں لیتی تو بہتر مشورہ دیتے ، ہمیں آپریشن کا نہیں بتایا گیا ،اب حمایت مانگ رہے ہیں ۔
ان کا کہنا تھا آئی ڈی پیز کو سہولیات دینے کے لیے ہماری کوئی تیاری نہیں ،بجٹ میں آئی ڈی پیز کے لیے کوئی رقم نہیں ،
آپریشن کا نزلہ خیبر پختونخوا پر گرے گا ۔

جو صوبہ سب سے زیادہ متاثر ہوگا اس کے وزیراعلیٰ کو بھی ٹی وی سے آپریشن کا پتا چلا،
ظاہر ہے ہم فوج کے ساتھ ہیں، ہمارے سارے رشتے دار فوج میں ہیں، ہم صرف یہ چاہتے ہیں کہ خیبرپختونخوا حکومت اور کابینہ کو آن بورڈ لیا جائے ۔ انہوں نے شکوہ کیا پوری قوم امن چاہتی ہے ، ہمیں آن بورڈ لے لیتے شاید کوئی اچھی تجویز دے دیتے ، کون سی ایسی چیز تھی جو ہم سے خفیہ رکھی جانی تھی۔
