On the Internet: Punjab, K-P not complying with their own right to information laws

The provincial governments of Khyber-Pakhtunkhwa (K-P) and Punjab have failed to comply with their own right to information (RTI) laws of their provinces, a report published by the Digital Rights Foundation claimed this week.
According to the report, “The State of Proactive Disclosure of Information in Khyber Pakhtunkhwa and Punjab Public Bodies,” the Punjab and K-P governments have failed to comply with RTI laws which require public bodies in both the provinces to proactively disclose categories of information mentioned in Sections 5 and 4 of K-P Right to Information Act 2013and Punjab Transparency and Right to Information Act 2013 respectively.

The report was conducted to measure the use of online forum by the public bodies six months after the two laws came into force.

Baby steps: Law and order on the mend in K-P, says police report

The residents of Khyber-Pakhtunkhwa had a safer 12 months than they expected; the year before was anything but a prelude to better things to come. Or at least that’s what an annual report of the police department indicates in its comparison of law and order in K-P between July 2012 and June 2013, and July 2013 and June 2014.
The data was collected by the Statistics and Analysis department for an annual performance audit, a feature recently incorporated by IGP Nasir Durrani for internal evaluation.

In contrast to the same twelve-month period between July 2012 and June 2013, there has been a sizeable reduction in terrorist attacks and the consequent loss of lives. However, it is hard to comment on why such a trend emerged, or establish any cause-and-effect relationship, in the absence of a larger analysis of policy and implementation. A more comprehensive version of the report is available with the police for VIP eyes only.

Directorate of archaeology launches website

The Khyber-Pakhtunkhwa (K-P) Directorate of Archaeology and Museums has formally launched its website – www.doamkp.gov.pk.


The introduction says that the directorate of archaeology, since its inception in 1992, has been engaged in safeguarding and promoting the cultural heritage of the province. Through the efforts of the directorate, 12 new museums have opened across the province and it is also protecting about 57 heritage sites under the K-P Antiquity Act 1997.


The website gives detailed information about the province’s museums, including Peshawar Museum, Dir Museum, Mardan Museum, City Museum, Gor Gathri (Gor Khuttree), Chitral Museum, Pushkalavati Museum, Hund Museum, Sethi House, Bumborate Museum, Bannu Museum and Archaeological Museum, Saidu Sharif.


Separately, it includes brief descriptions of Gor Gathri, Dalazak Tomb and Kotla Mohsin Gateway among other places. The department has also vowed to develop and improve Peshawar and Swat museums, promote archeological activities in the province.

Elusive edibles: Surge in prices of commodities takes the bite out of Ramazan

Undeterred by raids conducted by the district administration which has arrested dozens of profiteers since the beginning of Ramazan, prices of essential commodities continue to soar.


“The increase in prices is due to high demand and failure to maintain a steady supply to markets,” said Sher Alam Khan, a vegetable and fruit dealer in Peshawar. He added the price of potatoes is Rs70 per kilograme, not only due to its high demand but also because of negligible yield in the province.


Snubbing allegations of hoarding of tomatoes, he said its price was likely to increase as local production was about to come to an end in the next few days.

Prices of other commodities such as sugar, meat and dairy products have also witnessed a surge. The price of a 50-kilogramme bag of sugar has gone up to Rs2,720 from Rs2,650 while the price of gram flour has increased from Rs80 to Rs100 per kg.

Army provided 70% of ration distributed to IDPs: Brigadier Aftab

Around 70% of the ration distributed amongst the internally displaced persons (IDPs) was provided by the Pakistan Army, remarked Brigadier Aftab while addressing a media briefing in Bannu on Friday.


The commander of 475 Engineer Brigadesaid that 40,000 relief packages were given to IDPs from army’s own ration. He added that each package weighed 110 kilogrammes (kg).


“The United Arab Emirates embassy has provided 50,000 packages so far with each package weighing 65kg which amounts to around 3,300 tonnes in total,” revealed the brigadier.


Brig Aftab also stated that the World Food Programme (WFP) has provided 1,300 to 1,400 tonnes of ration up till now.


The brigadier said that according to their record, relief packages have been distributed to 44,605 out of the 44,633 registered families of IDPs so far and that the number will cross 45,000 today.


Brig Aftab further said that since the start of the distribution of ration on June 25, around 5,000 packages have been given out on average per day.

The election authorities on Tuesday claimed that they were ready to hold local government elections in Khyber Pakhtunkhwa before June 30th if the province drops its demand to verify voters through a biometric system. The ECP succeeded in persuading the provincial government to use a biometric system only as a pilot project in some areas as opposed to throughout the province. Speaking with the media after the ECP’s meeting on Tuesday, director general Election Commission Sher Afghan said the rules have been framed and delimitations completed in that province.
