PESHAWAR: The Khyber-Pakhtunkhwa police are about to recruit over 1,800 constables after putting them through specialised tests, making it the first time that such an outsourced process has been completed. The two-and-a-half month procedure was completed in collaboration with the National Testing Service (NTS).

“It is my firm belief that merit begets merit and a positive change in the police force and thana culture can only be brought by those officials who are recruited through a transparent and merit-based process,” said IGP Nasir Khan Durani in a statement issued on Friday. “I am confident that the constables recruited through the independent recruitment process will infuse a fresh spirit of service, honesty and impartiality in K-P police.”

The recruitment of constables through the NTS was conducted at DI Khan, Bannu, Kohat, Peshawar, Mardan, Mingora, Timergara, Chitral, Abbottabad and Mansehra simultaneously.
The candidates were tested for physical endurance at the testing centres. Meanwhile, the written test, based on Matric Syllabus standards, was designed and marked by NTS authorities within 24 hours with the results uploaded to official websites.
According to NTS authorities, 16,000 candidates out of 37,000 passed the physical and endurance test. These applicants subsequently appeared for the written test and 13,371 of them were able to score passing marks. The written test was topped by a candidate from Kohistan.
Abbottabad had the distinction of being the district with the highest percentage of successful candidates, closely followed by Bannu and DI Khan. Among those who appeared for the tests, 107 women candidates also qualified.
There are a total of 1,878 vacancies available for the position of constable in the K-P police. It is expected that the top candidates on the merit list, already published by the NTS and K-P police on their websites, will fill all these positions after passing the psychological test.

ISLAMABAD: Authorities have rounded up as many as 1,100 internally displaced persons for producing fake Computerised National Identity Cards (CNICs) during registration in Bannu.

Addressing a press conference in Islamabad on Friday, focal person of the ministry of states and frontier region, Tariq Hayat Khan, confirmed that 1,100 people were caught using fake CNICs during the registration process and had been handed over to the department concerned for interrogation.
He stated that the registration of IDPs was still under way and so far 0.7 million people had been registered in the camps.

Tariq refuted allegations made by the Afghan authorities claiming that Pakistan was letting IDPs enter Afghanistan. “Why would we push our refugees to Afghanistan when we’ve played host to millions of Afghan refugees over the years?”, he questioned, adding that a few families might have tried to cross the permeable border.
The focal person also dispelled the impression that authorities had not allowed NGOs to work for the IDPs saying that many international organisations as well as local charities including the UN and Bahria Town were assisting the IDPs.
Briefing the media about the ongoing relief operation he said that besides registration, the authorities had also launched a Rapid Need Assessment process to ascertain that urgent needs of the IDPs are met. “After this exercise, we will further take steps to meet their other requirements”, Tariq said.
Giving details of the displaced persons he said that so far more than 85,000 families consisting of over 950,000 individuals have been displaced and moved to adjoining districts but predominantly Bannu, where more than 80 per cent of IDPs have been temporarily settled.
He fpointed out that around 100 kilogrammes of food baskets were distributed among each family along with a cash amount of Rs12,000 which will be distributed each month to meet their daily expenses.
Besides the monthly expenditure every family will be given Rs20,000 each as Eid allowance. Additionally, the Punjab government has announced a monthly subsistence allowance of Rs7,000 for each IDP family. The K-P government has announced Rs3,000 as accommodation allowance per month and Rs5,000 (one time) as relief assistance. The government has also released seven thousand metric tonnes of wheat to the WFO to meet the dietary needs of the displaced persons.
Regarding the health facilities available, Tariq said that the FDMA had deployed four mobile hospitals along with doctors in the camps. Around 85,000 children have been inoculated for polio virus and around 83 doctors and paramedics have been attached to Bannu by Fata secretariat.

WHAT has been happening in Khyber Pakhtunkhwa on the law and order front during the last over 10 months has largely gone unnoticed by the media and internal security analysts.

Slowly but surely, left to themselves and with a command team entirely selected by the inspector-general, the KP police are trying to make a difference and attempting to come up to public expectations. It is a classic case study indicating that given autonomy and independence in the administrative and operational domain, enhancing professionalism, introducing specialisation and providing the necessary resources, policing anywhere in Pakistan can improve.

It may be too early to assess the crime and terrorism situation but indicators over the last year are mostly positive in KP. A recent performance audit reveals that there is a welcome reduction in terrorist attacks and loss of valuable lives from July 2013 to June 2014 — 401 terrorism-related attacks took place during the said period as against a total of 456 cases during the corresponding period in 2012-13, indicating a 12pc decline.

The most significant decrease of 68pc in suicide attacks is a cause of satisfaction as these came down to eight last year in comparison to 25 in the corresponding period of the previous year. Similarly, there is a 26pc decrease in improvised explosive device blasts that came down to 237 last year as compared to 321 in the corresponding time frame. A declining trend of vehicle-borne IED attacks has also taken place (five against seven).
