No roof on my head: School in CM’s constituency sans bare essentials

The destitute condition of the institution raises questions on K-P government’s determination to utilise the hefty share allocated for the education sector in the budget.
Four teachers work there. One of them said his colleagues pitched in funds for the construction of the school’s boundary wall. It becomes impossible to conduct classes when it rains, he added.
While talking to The Express Tribune, an elder from the area, Gul Ghulam, said the school does not even have an electricity meter installed and the students are shifted to a nearby mosque when the heat becomes unbearable.
Ghulam complained locals elected Khattak as their MPA who then became the chief minister but his hometown has not progressed much.
“The condition of this school has been the same for the past 30 years. What more can one say?” asked Ghulam.
“The education department did not even bother to pave the floor for the children or increase the number of rooms in the facility.” He added the dilapidated condition of the floor forces students to bring mats from their own homes to lay inside the classrooms.
Ahmad Khan, a fourth grader, said they spent four tough years in the school. The area does not even have a middle school, he added. “We will have to go to Manki Sharif to continue studying after grade five,” said Ahmad.
Sheran, who studies in grade one, asked PTI Chairman Imran Khan to intervene and instruct authorities to take action.
Minister promises action
Minister for Elementary and Secondary Education Atif Khan assured the government will try its best to address the problems of the school and provide facilities at the earliest. “Without a doubt there are thousands of schools in the province which lack basic facilities, essentially because previous governments never prioritised the needs of the sector,” he added.

[h=1]Standing guard: Police survey Sikh-owned businesses to provide security

PESHAWAR: After a wave of killings shook Sikhs in the city, the police finally took a preemptive step and started collecting data on businesses owned by members of the religious minority group in a bid to provide them with security.

Talking to The Express Tribune, a police official said data collection efforts are under way and all local police stations have been asked to submit a report about shops owned by Sikhs within their respective jurisdictions.
“The biggest concentration of these businesses is in Karkhano Market, where there are at least 200 shops owned by Sikhs. Most of them deal in cosmetics, while around 60 sell clothing,” he said. The official added there were also a considerable number of shops in Khushal Market and on Ashraf Road in Hashtnagri.

[h=1]Follow-up September 2013: One year on, over 160 deaths remain unsolved

PESHAWAR: Two catastrophic Sundays and one equally horrific Friday gave September 2013 the distinction of being one of the bloodiest months the city has seen in recent memory. Over 160 people died in blasts which rocked All Saints Church at Kohati Gate on September 22, destroyed a Civil Secretariat bus on September 27 and ripped into Qissa Khwani Bazaar on September 29.

A year on, families continue to collect their scattered lives in an attempt to move on but without any closure from the police department. Little has been made known about investigation, follow-ups or arrests, let alone much-needed convictions.
All Saints Church
A controversy in the twin blasts’ investigation brewed soon after the attack. The bomb disposal unit (BDU) had claimed two attackers entered the church and then blew themselves up.

In the ensuing crime scene sweep, only one skull was actually found. A single 9mm pistol said to be the attacker’s was also found, badly damaged.

A tall order: All set for LG polls, says CM Khattak

Does not mentio*n ongrou*nd prepar*ations to actual*ly hold local bodies’ electi*ons.

PESHAWAR: Khyber-Pakhtunkhwa (K-P) chief minister Pervez Khattak has said the provincial government has completed all possible preparations for local government (LG) polls. It is possible to conduct them even on short notice, he said, according to a handout issued on Saturday.
Under the new LG system, in addition to municipality issues, the powers of almost all departments, including health and education, have been transferred to village and union councils. Khattak said this at the CM Secretariat while talking to various delegations, including one comprising of ex-nazims.

Khattak went on to state the Azadi march in Islamabad was launched in the larger interest of the public. The slogan of ‘Go Nawaz Go’ was even heard at a Pakistan Muslim League-Nawaz rally, said the CM, taking a dig at Pir Sabir Shah’s slip of tongue on Friday in Peshawar.
LG: From paper to reality
Asides from Khattak’s statement, however, little has been made public regarding onground progress or expected delays in holding the polls.
Responding to a question, Iqbal Khan, the media coordinator for the LG minister, told The Express Tribune the K-P government is ready to conduct polls but the ball is in the court of the Election Commission of Pakistan (ECP). “We have already issued a letter to the ECP that we want to hold the polls,” said Khan. “Now the ECP needs to announce a date.”
However, Khan said, after the government completed delimitation and told the ECP it was done, the apex court issued an order stating that delimitation falls under the ECP’s purview leaving the matter unresolved as yet.
In April, the K-P government had conceded that its long-standing demand of conducting the polls using biometrics might not be entirely workable keeping in view the amount of time required to procure and then implement the system. However, the government did state plans to carry out biometric verification of voters in Ghazil tehsil of Haripur district as a test case.
ECP officials had then clarified even a test-run of biometrics in one tehsil would require the same amount of time needed to implement the system in the entire province. As no local companies manufacture the equipment, the commission would have to issue international tenders for procurement.
Under the Public Procurement Regulatory Authority (PPRA), the process would roughly take three months to complete. An estimated 50,000 machines would be needed for the entire province. Confining the process to Ghazi alone would reduce the required number of machines to roughly 500 to 1,000. However, the amount of time required in fulfilling official regulations would be the same for both scenarios.

PESHAWAR: A one-day polio campaign took place in 96 union councils (UC) of Peshawar on Sunday. Nearly 0.7 million children were inoculated. One UC was covered on Saturday due to a shortage of teams.
Talking to The Express Tribune, District Polio Control Room Focal Person Dr Saleem Khan said the drive aimed to inoculate 754,383 children in Peshawar. However, towards the end of the day, a little under than 0.7 million children were immunised in 96 UCs.

Logistics
To help achieve the goal, the drive had 830 people who were in charge of certain areas and 4,235 teams comprising health workers, lady health workers, teachers and volunteers. Khan said due to a shortage of teams, children in Larama were vaccinated a day before on Saturday.
On Sunday, there was a ban on motorcycle riding in the district between 9am to 5pm. Over 5,000 police personnel were there to provide security for polio workers.
Khan said they provided extra oral polio vaccines to the workers and instructed them to also immunise the children displaced from North Waziristan who are living in Peshawar.
