Computerised arms licences issued

PESHAWAR: The first batch of computerised arms licences were issued to applicants in Peshawar district.
A statement issued from the Home and Tribal Affairs department on Friday mentioned arms licences were issued to both private citizens and government employees. The handout said documentation was issued after verification by the National Database and Registration Authority (NADRA). “A limited number of [national] computerised licences were also validated,” the statement read.
It explained the three different methods of verifying the licence: through the website, smart phones and on-the-spot verification via text message to a designated number of the home department, printed on the card. According to the handout, after this successful launch, the same project will be extended to the rest of K-P’s districts.

The domino effect: Public transport fares drop by 6%

PESHAWAR:The government has decreased fares for public transport by 6% to provide relief to consumers. The decision was taken in view of the significant drop in petrol price by Rs9.43 per litre and diesel by Rs6.18 per litre.

The copy of the notification available with The Express Tribune stated K-P secretary transport Muhammad Humayun Khan issued directives to the Provincial Transport Authority (PTA) to slash transport fares. The notification added following the decrease in the price of diesel to Rs101.21 per/litre by the federal government, PTA has cut down fares for diesel operated passenger vehicles accordingly.
The new rate list has already been placed outside the Peshawar Bus Terminal (PBT). PBT manager Rashid Gul Khan confirmed the new fares while talking to The Express Tribune.
New fares
Khan said the new flying coach fare per passenger for the journey from PBT to Bannu is Rs226, Rs390 for DI Khan, Rs181 for Haripur, Rs224 for Abbottabad and Rs252 for Mansehra.
While the new luxury bus fare per passenger for the journey from PBT to Bannu is Rs230, Rs396 for DI Khan, Rs184 for Haripur, Rs228 for Abbottabad and Rs257 for Mansehra.
From PBT to Karachi will now cost Rs2,158 per person, Rs1,727 for the journey to Quetta, Rs1,048 to Bahawalnagar, Rs607 to Faisalabad, Rs439 to Sialkot, Rs200 to Rawalpindi via GT Road and Rs211 via Motorway, Rs129 to Islamabad via GT Road and Motorway both.
Khan added that strict action will be taken against transporters who fail to comply with the reduction.

ABBOTABAD: An online FIR was registered against former chief minister Amir Haider Hoti, ANP chief Asfandyar Wali and other officials for allegedly issuing orders to open fire on a peaceful procession in Cantonment Chowk, Abbottabad in 2010.

The shooting led to the deaths of at least seven people and injuries to hundreds of others at the demonstration against changing the erstwhile NWFP to Khyber-Pakhtunkhwa. Tehreek Suba Hazara central convener Advocate Haqeeqi Mushtaq Khan told The Express Tribunepolice had used delaying tactics to file the report.

Khan said since no FIR had ever been filed against the people who allegedly issued the orders to the police on April 12, 2010, he availed the facility of registering an online FIR, a mechanism introduced by the PTI government.

He named former chief minister Amir Haider Hoti, ANP President Asfandyar Wali Khan, former information minister Mian Iftikhar as well as the then Hazara DIG and commissioner in the reports.
Showing the receipt of the online FIR, dated October 21, 2014 and bearing the number 7046, Khan said he filed the report on behalf of his party as well as those wounded and the legal heirs of those killed that day.
More than just a name
He stressed the demonstrators were peaceful, unarmed and were simply shouting slogans against renaming the province K-P. He said the participants also wanted the creation of a Hazara province. Khan accused the former “ANP government and its Abbottabad-based administrative machinery of oppressing the public”, saying the people of Hazara had long been discriminated against for supporting the Muslim League in the referendum of 1947.
He stated in order to suppress the demand for a separate Hazara province, the provincial government used the state machinery to kill seven protesters and cause injuries to at least 150 others.
Khan claimed when he approached the Abbottabad Cantonment police station, he was told that no online FIR had been received from the Peshawar office and this prompted him to approach Faqeer Muhammad, the official dealing with registration of online cases.
The advocate said after repeated phone calls and visits to the office of the district police officer as well as Deputy Superintendent Legal Hafiz Janas, he was able to confirm the online FIR was received from the Peshawar office. However, there was still no formal case against the named people.
He claimed the police was using delaying tactics as they wilted under pressure from influential figures. Khan vowed to continue his struggle and said he would move the court by seeking action under Section 22-A of the Code of Criminal Procedure and even take to the streets.

Human rights violation: SHO demoted after inquiry finds him guilty of abuse

HARIPUR: An SHO suspended earlier this year has been demoted by DIG Hazara after a probe found him guilty of subjecting a detainee to custodial abuse last year.

IGP Nasir Khan Durrani suspended Khanpur SHO Bashir Khan along with constables Sohail and Mushtaq in February and ordered an enquiry against them after local and international human rights organisations appealed to the federal and provincial governments seeking legal action against the officer for human rights violations.
Inhumane treatment
During their posting at the city police station in Haripur, the three policemen had allegedly kept 26-year-old Sabir, a technician, illegally in police custody after he delayed fixing a police officer’s personal car on June 19, 2013.
The policemen tortured Sabir severely, causing injuries to his spinal cord and leaving him partially disabled, stated the technician’s medical report. Sabir remained hospitalised in Haripur for a while and later in Rawalpindi for over 15 days.

The police initially refused to register an FIR of Sabir’s torture and illegal detention but after the victim’s family members and civil society organisations protested, the then DPO Najeebur Rehman Bhagvi suspended SHO Khan and constables Sohail and Mushtaq, registering a case under Section 342 of the Pakistan Penal Code on July 2, 2013.
The section states, “Whoever wrongfully confines any person, shall be punished with imprisonment for a term which may extend to one year or with a fine of up to Rs3,000 or both.” Later, the complainant withdrew the case against the SHO after the former reportedly paid for Sabir’s treatment. However, human rights organisations kept protesting and sought action against the accused.
Keeping the fight going
The Asian Human Rights Commission and Human Development Organization, a local NGO, jointly pursued the case and sent the appeal to the United Nations Human Rights Council, the president and prime minister of Pakistan as well as the governor and chief minister of K-P, seeking their intervention.
Subsequently, responding to the appeal, IGP Durrani suspended SHO Khan and the two constables on February 3 and ordered an enquiry which was conducted by a committee tasked by the office of Hazara DIG Akhtar Hayat Gandapur.
According to officials familiar with the matter, the committee found the SHO guilty of violating the law and proposed punishment. Thus, DIG Gandapur issued orders of demoting the SHO to the rank of a sub-inspector. Khan would also now be required to serve two more years before retiring. However, the fate of the accused constables is yet to be decided, an insider added.

PESHAWAR: If you have any complaint against police in any district of Khyber Pakhtunkhwa regarding registration of a genuine case, you do not need to write application and go through security barriers for submitting it to the police.
“You just need to send a short text message to the central police office and will get a response within 24 hours,” Sajjad Khan, chief of the police complaint cell, told Dawn during a visit to the cell here on Monday.
He said the initiative had been taken by inspector general of police Nasir Khan Durrani, who would monitor the facility to benefit the complainants, who had no access to the police and faced hardships in lodging their reports.

According to him, the complaint cell, which is to be formally inaugurated soon, has been established in the central police office, where anyone could send complaints through SMS to be automatically transferred to the computer for print for further action.
Sajjad said the complaint would be forwarded to the relevant district police officer with special directives of the IGP to respond to it within 24 hours otherwise the red light in the complaint cell would continue blinking until the cell didn’t get the response.

Good. very good. More is needed and more changes are required. I want KPK to be PTI and imran khans platform for their political activity. A good decision to secure public property, A home ground to launch towards the federal. I know that in one year you cant expect alot of work done which is why i will base my judgement after 4 years of his tenure when he is at his last. He is starting some fine projects same as N so lets see.

Sad that PPP has completely thrown itself out of the race. Pretty soon the Sindh province will dump PPP and embrace one of the two other parties. I am hoping PTI.

When it comes to dealing with the bad eggs in society, the police are meant to be at the forefront; but who watches the watchdogs who go astray?

Fortunately for the general public, the performance of the Provincial Public Safety and Police Complaints Commission (PPS & PCC) improved considerably in 2014 when it came to tackling complaints against policemen.
Although action is rarely taken against the policeman concerned, PPS & PCC Director Arif Khattak sees a ‘compromise’ with the victims as an achievement in itself. “A compromise means the grievances of the complainant have been addressed,” Khattak told The Express Tribune.
The PPS & PPC was established in August 2003 under Article 73 of the Police Order 2002, while the District Public Safety and Police Complaints Commissions (DPS & PCC) were established under Article 37.

The provincial commission has 12 members, including six independent individuals and the same number of parliamentarians. As far as the parliamentarians are concerned, four members are from the treasury and two from the opposition benches. Four of the parliamentarians are men and two are women. Similarly, there are four men and two women among the independent members.
