Protection of women: More committees formed for harassment at workplace

PESHAWAR: The Khyber-Pakhtunkhwa (K-P) government has finally stepped in, after a meeting of the provincial watch committee was called for the second time since the harassment at the workplace act was promulgated in 2010.

Not many have heard of the provincial watch committee which was created to expedite the implementation of the Protection against Harassment of Women at the Workplace Act 2010. The Act was passed at the federal level and is yet to be absorbed by the provincial law book.
According to insiders, the meeting on February 3 was the only one held after the committee’s first one in June 2014.
At the meeting, the government decided to form monitoring and capacity-building committees as well as harassment watch committees at the district level. The Act itself focuses on inquiry committees at all public and private companies—not just government departments—and makes it mandatory to have a provincial ombudsmen.
It was acknowledged harassment was being reported but was not being investigated. Even if there was some enquiry, insiders said those involved in the crime are never brought to justice.
“Yes, we have received several complaints. Majority of them are from the industrial area where working women are being harassed,” an official privy to the matter told The Express Tribune. “Nurses in hospitals also complain of harassment.”
He said the meeting on Tuesday was held with the social welfare and women empowerment department, NGOs and civil society activists.
“Women aren’t just harassed in the provincial capital; we need to focus on all government departments across the province,” said the official. “Clear directions have been issued to all departments across the province to constitute committees to probe harassment complaints.”
Monitoring, capacity building
Sources privy to the meeting said two different committees were formed on Tuesday. The monitoring and compliance committee comprises UN Women representative Syed Wajid, Blue Veins member Qamar Naseem and a gender specialist from the social welfare department.
The second committee for capacity building will play its role by holding awareness campaigns about harassment and compliance with the Act. These will share information about contact persons in case someone is harassed at any work place.
This team will include K-P Commission on the Status of Women coordinator Amna Durrani and Mir Sufyan from Shirkat Gah.
Copies of the Protection against Harassment of Women at the Workplace Act 2010 will be sent to all departments across the province and will also be translated into local languages, said another official familiar with the issue.
Social Welfare Secretary Hidayat Jan told The Express Tribune committees had been formed in all government departments at the provincial capital but now they will be formed on district level as well. “If any department has not formed the committee, [they] must form [them],” Jan said.
Harassment of women in K-P is commonplace, yet women avoid reporting it, at times because of a lack of knowledge of their rights and because they feel it is a risk to draw attention.
In September 2014, a nurse from Lady Reading Hospital (LRH) reported a ward orderly attempted to rape her. Her case drew attention to the fact that according to the District Nurses Association Peshawar, eight cases were reported over three preceding months; three of them were from LRH.
On August 5, 2013, two Reclamation and Probation officers sought an enquiry under the Act against a male official of the same department for allegedly secretly recording women in the toilet in the department.
The women had caught an assistant red-handed while fixing a pen-camera inside a container in the women’s facilities and upon playing it, they found themselves and another female captured in a video while using the washroom.

Redressing issues: Education cell resolves over 300 complaints

PESHAWAR: Nearly 321 of the 428 complaints received by the Khyber-Pakhtunkhwa (K-P) Education Complaint Cell have been resolved since it was set up over four months ago, stated a document issued by the body on Thursday.
The complaint cell was set up in September 2014. Under the initiative, the general public was urged to register any grievances they may have regarding elementary and higher education in the province.
According to a copy of the document available with The Express Tribune, of the complaints it has received between September 25, 2014 and February 4, 2015, 21 are currently in progress, 33 have been rejected while the remaining 53 are being reviewed.
Identifying trends
The complaint cell has also categorised the nature of the complaints it has received since September.
“Nearly 4.2% of the complaints were related to shortage of teachers at schools,” the document read. “Moreover, 11.5% of them involved the absence of teachers from schools.”
A total of 13.5% deal with problems surrounding the posting and recruitment of teachers while 21.6% are concerned with the absence of basic facilities at schools, stated the document.
Many complaints concerned administrative problems at schools across the province.
“Approximately 7.1% of the complaints we received dealt with the attitude of teachers towards students,” the report said. “Similarly 7.1% of the grievances involve the lack of transparency and the practice of accepting bribes.”
Nearly 3.4% of the complaints dealt with the fact that many schools in K-P had been closed down. Furthermore, 5.6% of the complaints were against school principals whereas 2% dealt with the practice of corporal punishment at schools.
“About 5.6% of the complaints involved ‘misuse of power’ by teachers,” the document stated. “In addition, 2% concerned the presence of ghost schools whereas administrative problems with education boards constituted 2.3% of the total complaints received.”
A question of demography
According to the document released by the body, the complaints have been received from various parts of the province.
“The largest number of complaints was received from Peshawar,” the report said. “A total of 74 complaints were received from the provincial capital. Moreover, 45 complaints were received from Mardan.”
Similarly, 28 complaints were registered form Abbottabad, 13 from Bannu, two from Battagram, eight from Buner, 31 from Charsadda, five from Chitral, 10 from DI Khan, 15 from Lower Dir and 16 from Upper Dir. “Nine complaints each were received from Hangu and Haripur while 15 were received from Karak,” the document said. “Moreover, 11 complaints were received from Kohat, four from Kohistan, 26 from Lakki Marwat, 24 from Malakand, six from Mansehra, 21 from Nowshera, nine from Shangla, 24 from Swabi, 16 from Swat and seven from Tank.”
Education woes
Speaking to The Express Tribune K-P Education Complaint Cell Public Relations Officer Waqarullah Khan said complaints had been received through phone, text messages, email, letter and fax.
“We have resolved over half of the cases while some are under process,” Khan said. “We first review the complaints and subsequently forward them to the relevant authorities.”Khan said the complaint cell seeks to create a stronger interface between teachers and parents and streamline the quality of education at schools in the province.
“We strongly advise anyone who has grievances about the quality of education being offered at schools in K-P to register their complaint,” he said. “We will forward all complaints to the relevant authorities and see to it that they are promptly addressed.”

In the past ten years, Rs 100 billion worth of trees have been cut illegally in KP. Chairman Imran Khan speaking at Hazara University Manshera today announced the launch of 1 billion trees campaign in the province and have declareda crackdown against the timber mafia. Following are highlights of the talk.
"We have announced a war against timber Mafia in kpk; we will be employing more guards to protect our forests. If any politicians collude with the timber Mafia we will go after them. Our forests are our responsibility to our future generations.
Our forests a huge asset; internationally you get carbon points for your forests. We are planning to plant a billion trees. The forum on this happens end year internationally; the money we get will be used to facilitate people of the area so that they are made self sufficient. We will fight the fight against timber Mafia.
Our forestry minister, Ishtisq Mirza has gone himself and seen areas; beginning with chitral. About 40,000 trees have been cut. I will meet the courts myself; timber Mafia is powerful and has a lot of money.They have murdered guards. But they can not stop behind stay orders to protect their businesses.
If we have to save the forests, we can not be successful till we do not protect and help the locals. They will be employed as guards to help improve security. Timber Mafia does not help the locals, it just helps a few who serve their self interest.
Private forests will have scientific management; every tree that is cut, there will be a new one planted and local communities will be involved as caretakers".
Speaking at the same talk CM KPK Pervez Khattak also added that
there was a lot of pressure on him in the assembly on this move to protect the forests.

Cutting of trees will be via scientific management and money recovered will be spent back on forests.
240,000 trees have been marked for cutting and the KPK govt is putting all its efforts into making sure they are not cut any further. The penalties for cutting these trees will bring in about 3 billion rupees which we will spend back on the forests.

Sehat ka Ittehad: Extensive polio drive begins next week

he government has decided to launch a comprehensive polio drive in the coming week, stated a handout issued on Saturday.

The campaign will simultaneously inoculate children in both the province and the Federally Administered Tribal Areas (Fata). The decision was taken during a meeting held in Islamabad with Chief Minister Pervez Khattak in the chair.​
Pakistan Tehreek-e-Insaf Chairman Imran Khan, Minister for Health Shahram Khan Tarakai, chief secretary, secretary health, secretary home and tribal affairs and FATA Secretariat officials attended the meeting. Participants were informed the 11 Corps of Pakistan Army has assured to provide security during the drive.​
During his address, Imran Khan said the campaign is a joint effort of the provincial and federal governments, adding political differences will not hamper their resolve to battle poliovirus. The first phase of the drive will commence from the coming week in Swabi district.​

Medical practice: Doctors rubbish new conditions for licence renewal

ABBOTABAD: The People’s Doctors Forum (PDF) Khyber-Pakhtunkhwa (K-P) has rejected new conditions imposed by the Pakistan Medical and Dental Council (PMDC) for licence renewal for health practitioners.
The PMDC has directed all cadres of practicing doctors across the country to implement the requirement of at least 5 credit hours per annum of training for general physicians and at least 10 credit hours per annum for specialists of continuing medical education (CME) and continuing dental education (CDE) for the renewal of practice licences. The notices issued from the office of PMDC Deputy Registrar Dr Shaista Faisal say doctors whose licences expired after December 31, 2014, will be subject to the new conditions. In case of noncompliance by June 30, 2015, registration certificates will be issued without licences to practice.
PDF K-P spokesperson Dr Daud Iqbal said the decision was taken in haste and requires a great deal of homework. Iqbal said since the implementation of the 18th Amendment, such matters have been devolved to the provinces. “PMDC is a federal body. It has violated the new standards of procedure by intervening in a provincial matter,” he maintained.
Iqbal said although the new conditions have potential, their implementation is a long-term process and cannot be completed during the next six months.
Iqbal said at present there is no accredited institute in the country that provides such training. “A comprehensive structure, developed curriculum and trained professionals are required to train thousands of medics across Pakistan,” he said, adding the half-cooked plan will create obstacles in the provision of health facilities and will fall flat very soon.

Unprepared for repatriation: Afghan minister for refugees seeks ‘more time’

ISLAMABAD: As nearly 31,000 Afghans have left Pakistan since the start of 2015, Afghan Minister for Refugees and Repatriation Said Hussain Alimi Balkhi has been quoted by his country’s media as saying he is soon to visit to discuss the crackdown and deportation of refugees. An Afghan source in Islamabad confirmed the minister’s visit, but added dates were yet to be finalised.

After the massacre of schoolchildren and staff members in Peshawar on December 16, 2014, many Afghans were rounded up, arrested or sent back as part of extended national security measures.

While at first the Pakistan Tehreek-e-Insaf-led Khyber-Pakhtunkhwa government claimed it would send back all Afghans, later it emerged the diktat applied to unregistered refugees. After the dragnet arrests, many Afghan citizens, including seminary students, have chosen to leave on their own terms. Since then, those families which have been here for several generations and have made investments in the country have also left, though not without extreme hesitation.

Pakistan’s first explosive-handling school opens in K-P

NOWSHERA: The Khyber-Pakhtunkhwa government has established the country’s first explosive-handling school to train bomb disposal squads (BDS), Express News reported.
K-P Chief Minister Pervaiz Khattak inaugurated the school. K-P IG Nasir Durrani gave the chief minister a tour of the facility, while BDS personnel performed a demonstration of finding explosive material buried underground.
Addressing the media on the occasion, IG Nasir Durrani said that BDS personnel will be trained to international standards at the facility, adding that in the first phase, a 500-man unit will acquire expertise in finding explosive material hidden underground and in various objects.

Sweep up: Cleanliness drive kicks off in the city

PESHAWAR: A two-month cleanliness drive officially kicked off in the provincial capital on Monday under the provincial government’s beautification plans.
Minister for Local Government and Rural Development Inayatullah Khan inaugurated the campaign at the Peshawar Press Club.
According to statistics provided by the Water and Sanitation Services Peshawar (WSSP), the city produces 850 to 900 tonnes of waste every day. Thanks to lack of urban planning as the city sprawls into a major urban centre of the region, most nooks and corners of Peshawar are home to large dumps of solid waste. According to the WSSP, only 58% of the city’s waste is disposed properly. Khan, however, claims to have pushed the rate to 75% in three months.
Elaborating on the ongoing drive, the minister said around 20,000 tonnes of waste will be cleared during the two months. Khan said the city has been divided into four zones with officers and sub-officers appointed for every zone.
Also speaking on the occasion, WSSP Chief Executive Muhammad Naeem said the drive will only meet its targets if the public cooperates.
Referring to sanitation issues, Naeem said 22 kilometre-long rusty pipelines have been replaced and a testing lab has been set up in Hayatabad in order to keep tabs on the quality of water being supplied.
Solid waste management
A ‘Waste to Energy’ project was also announced. Naeem said a solid waste management plant will be constructed in Mariamzai, Badhaber. “Six firms have been shortlisted for the project and work will begin once a contractor is selected,” he added. Khan said the plant will produce 10 to 13 megawatts of electricity. The previous government had also planned to construct three such plants in the city but the project never materialised.

Illegal: Police intercepts weapon cache en route to Punjab

PESHAWAR: Police foiled an attempt to smuggle arms and ammunition to Punjab from Darra Adam Khel by intercepting a truck on Kohat Road near Zangali check post on Wednesday.

Addressing a news conference at his office in Malik Saad Shaheed Lines, SSP Operations Mian Saeed said they learnt a large cache of arms would be smuggled to Punjab in a truck and made arrangements to intercept it.“We stopped the vehicle at Zangali check post and seized 600 repeater shotguns, 50 AK-47s, 20,000 cartridges and other arms hidden in the secret compartments in the truck,” he said. “The weapons were to be used for terrorist activities.”The SSP said, “We have launched a large-scale crackdown against arms manufacturing units, dealers and shops which keep ammunition without keeping records. Several of them have been arrested.”​
He added, “It has also been decided in a high-level meeting that all illegal arms manufacturing units in Fata will be shut down as they constantly pose a security threat.” A crackdown will also be launched soon in the tribal belt, said Saeed.

Outsiders will not be nominated from K-P: Imran Khan

ESHAWAR: Pakistan Tehreek-e-Insaf (PTI) chairperson Imran Khan assured his party lawmakers that a large number of appointments made in various provincial departments will be cancelled and filled through National Testing Service (NTS).
This was said during a meeting held at CM House on Wednesday.
Speaking to The Express Tribune, lawmakers who attended the meeting said Khan urged Chief Minister Pervez Khattak to cancel previous inductions and make new appointments on merit through NTS.
The meeting was conducted against the backdrop of protests by the party’s disgruntled members against appointments in the health, prisons and environment departments. As a result, the Khyber-Pakhtunkhwa (K-P) speaker Asad Qaiser was compelled to adjourn the session for a week.
“Many lawmakers asked Imran why PTI members were expected to comply with conditions of merit while its allies had a freehand in making appointments in their respective ministries,” a lawmaker told The Express Tribune.
Nominations
Insiders familiar with the matter said the participants also discussed the party’s strategy to issue tickets to party members for the Senate polls and distributions of seats with its allies in the province.
Lawmakers urged Imran to nominate candidates on the basis of merit and agreed to accept his choice.
However, they objected to a ticket being allocated to Shandana Saad, widow of slain Peshawar police chief Malik Saad. “She is new to the party and her name was dropped from the list,” a PTI member said.
“Moreover, Fauzia Kasuri will not get a seat.”

Threat averted: IED defused at govt primary school

HANGU: An improvised explosive device weighing four kilogrammes was successfully defused by the bomb disposal unit (BDU) near the main gate of Government Primary School, Babu Tang, Hangu on Friday.

Hangu BDU in charge Jafar Khan told journalists they received a call by a schoolteacher informing them about a suspicious device placed outside the building’s gate.
BDU personnel then rushed to the site and found the explosive device hidden under stones. The area was subsequently cordoned off and the device decommissioned, after which the school was declared clear.
Khan added the device contained four kilogrammes of explosives, adding the bomb would have caused loss of many lives had it exploded. However, teachers at the school had sent students home from an alternate exit before the BDU reached the site.

Immunisation drive to begin across province

PESHAWAR / SWABI / HARIPUR: Amid tight security, an immunisation drive will begin across the province from Monday (today) to vaccinate 5.3 million children against the crippling poliovirus.

According to health officials, the drive will be held in all districts and a total of 14,587 immunisation teams, including 1,627 fixed and 609 transit teams, will be administering polio drops to children under the age of five.

“Vaccinators will go door to door to give the oral drops,” a health official said, adding 3,359 area in charges will monitor the drive.
Haripur
To ensure security of vaccinators, pillion riding has been banned in Haripur district under Section 144 till Wednesday.
Officials of the District Health Office said 430 teams will administer polio drops to 0.13 million children. Moreover, the police have instructed mobile vaccination teams to immediately contact the police control room or the relevant police station in case of an emergency or a threat.
Security plan for Swabi
While chairing a meeting convened on Sunday to discuss the campaign, DC Matiullah Khan pledged to provide foolproof security to all teams participating in the drive.
DPO Sajjad Khan, Islahi Jirga (reconciliatory jirga) President Gul Mast Khan Advocate, General Secretary Faizul Hayat and several other policemen attended the meeting.
DC Khan further said additional policemen have been deployed in the district. Police teams will also accompany vaccinators as they visit localities, while motorcycle riding will be banned till Thursday.
“It is the responsibility of each and every person to ensure the campaign is a success and the crippling disease is eradicated from the country,” said Khan.
Members of the Islahi Jirga assured their complete support to the district administration in making the drive successful.
After the meeting, DPO Sajjad Khan directed officials of all police stations to hold meeting with the heads of reconciliatory jirgas and other elders in their respective areas. Swabi DSP Muhammad Fayyaz, DSP Circle Chota Lahor Izhar Shah, DSP Circle Razar and DSP Circle Topi later held the meetings.
The senior policemen asked elders to play their due role in ensuring every child is immunised in the district. They also assured proper security but asked for cooperation from locals, terming it necessary.
Seven polio cases have been reported from the country thus far; four from Khyber-Pakhtunkhwa, two from the tribal areas and one from Sindh.
