سٹیس کو کی چور اور ڈاکو قوتیں کےپی کی بلدیاتی الیکشنز رُکھوانے کے لیے ایک مرتبہ پھر سرگرم ہوگئیں ہیں۔

اس اسکے لیے قانون کی بعض شقوں کو آئین سے متصادم کا بہانہ بنا کر پھر سے انتخابات کو رکھوانےکی کوشش ہو رہی ہے۔ عدالت کو ان دونوں چور درخواست گزاروں سے تو ضرور یہ پوچھنا چاہیے کہ اگر اسمیں آئین سے متصادم شقیں تھیں تو یہ اسمبلی کی اس کمیٹی سے کیسے پاس ہوا جسمیں اے این پی اور جے یو آئی ایف کے نمائیندے بھی موجود تھے؟ کیونکہ مجھے ابھی تک یاد ہے کہ جب یہ قانون اسمبلی میں پیش ہوا تو اے این پی اور جے یو آئی ایف کے لوگوں نے اعتراض اُٹھایا تھا کہ اسے کمیٹی کے سپرد کرکے اس سے آئینی اور قانونی سقم نکالے جائے جس پہ سپیکر نے اسے کمیٹی کے حوالے کیا اور جب کمیٹی نے اسے پاس کیا تو پھر اسمبلی نے بھی اسے پاس کر دیا۔ لیکن اب پھر انہیں یاد آگیا کہ اب میں کوئی آئینی سقم موجود ہیں۔

اگر کورٹ کا فیصلہ اسکے خلاف آیا تو ساتھ میں یہ آرڈر بھی جاری کرے کہ کمیٹی کے حرام خوروں (خاص کر ان اے این پی اور جے یو آئی ایف کے) سے تمام تنخواہیں اور مراعات وآپس لی جائے جو میٹنگ کے نام پہ عوام کا پیسہ اور وقت برباد کرتے ہیں اور کام ٹھیک نہیں کرتے۔

Local governments will liberate people of K-P: Imran Khan

PESHAWAR: Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan said on Tuesday that the local government system will liberate the people of Khyber-Pakhtunkhwa (K-P), as they will be able to take decisions for themselves.
“People will be able to build local infrastructure with the help of the leaders they elect,” said Imran while addressing a rally in Besham town of K-P on Tuesday.
He said funds meant for the masses will go to their local representatives, whereas MPAs and MNAs will only take part in the legislation process.

“The focus will be on education, and the youth will be given easy loans,” said the PTI chief.
Giving an example of democracies in the West, Imran said, “No one runs after elected representatives to get their work done; they themselves are empowered.”

He said European democracies have proper political systems in place. “Pakistan lags behind because we have a different justice systems for the rich and the poor,” Imran said.
“We will change the status quo once we gain a sweeping victory in the local body elections.”

Religious harmony: K-P starts reconstruction of Hindu temple, SC told

ISLAMABAD: Complying with the Supreme Court’s order, the Khyber-Pakhtunkhwa (K-P) government has started reconstructing a Hindu temple in Karak, the apex court was told on Tuesday.

On April 16, the top court had directed the K-P government to ensure restoration and reconstruction of the temple and submit a relevant report in two weeks.
Submitting a report on behalf of Karak’s deputy commissioner, K-P Additional Advocate General Waqar Ahmad Khan told the court on Tuesday that a long-standing dispute on rebuilding the Samadhi (shrine) of Hindu saint Shri Paramhans Ji Maharaj in Karak’s Teri town had finally been resolved.

The report said that to keep harmony between the two religious communities of the area, reconstruction has started on five conditions agreed upon by both the communities during different meetings.
1. The Hindu community will not preach their religion.
2. They will only be allowed to offer their prayers.
3. They will not be allowed to arrange huge religious gatherings at the Samadhi.
4. They will not be allowed to construct any large-scale prayer place on the site.
5. They will not be allowed to purchase any further land in the areas and will be restricted to the premises of the Samadhi.
Pakistan Hindu Council (PHC) patron-in-chief Ramesh Kumar Vankwani expressed satisfaction on the report. He termed it ‘victory of good over evil’.
“Attacks against minorities, which result in social unrest, insecurity, violence and frustration, remain the key internal threats Pakistan is facing today.”
He hoped that the shrine would once again be opened for pilgrims, saying that a PHC delegation would soon visit the site to review the situation.
The shrine was constructed where the Hindu saint had died and was buried in 1919. His followers used to visit the place to pay their respects until 1997, when some Muslim fanatics damaged the temple.
The saint’s followers tried to rebuild the temple on the land allegedly occupied by a mufti, even though the property belonged to the Auqaf department.
Hindu elders from Sindh intervened and paid Rs375,000 as cost of the land to the religious leader in 1997. But despite receiving the money from the then minority MPA Gian Chand, the property was not vacated.

The battle for Mardan begins

MARDAN: Like other regions of Khyber-Pakhtunkhwa, leading politicians are engaged in frantic efforts to grab the maximum number of seats for their groups or parties in local government elections in Mardan.

However, conspicuous by its absence is the Pakistan Muslim League-Nawaz, which unlike Pakistan Tehreek-e-Insaf, is nowhere to be seen. All this while, the ruling party in Khyber-Pakhtunkhwa has intensified its electioneering.
As for local players, the influential Nawabs of Hoti seem divided while the Khans, which include former chief minister Amir Haider Hoti, are united.
Against the grain
Although Pakistan Peoples Party is part of the tripartite alliance along with Awami National Party and Jamiat Ulema-e-Islam-Fazl in most of the province, it has joined hands with Jamaat-e-Islami for this region.
Former federal and provincial minister Khawaja Muhammad Khan Hoti and sitting independent MPA Jamshed Mohmand are making efforts to emerge as the leaders of their own independent groups by fielding their candidates for districts and tehsil seats.
The power of 75
Mardan, Takht Bhai and Katlang are the three tehsils of the district where people will elect 46, 17 and 12 town councillors, respectively.
The ANP and JUI-F entered their alliance for these elections by fielding an equal number of candidates for all 75 district and tehsil councillor offices.
PPP and JI alliance is trying to cover the maximum number of union councils in Mardan. The PTI has also fielded its candidates in all 75 districts and town wards. PML-N has not put forward a single election hopeful.
Aftab Sherpao’s Qaumi Watan Party, which played a key role in destablising ANP in the 2013 general elections, is now considered a spent political force. Most of its districts-level office bearers recently resigned and joined other parties.
Former federal minister Khawaja Muhammad Khan Hoti, despite his flip-flopping antics, is considered a major player in his own individual capacity. He has fielded allies as candidates on 28 out of 75 union council seats.
Also, Mohmand, who is the brother of slain MPA Imran Khan Mohmand, is trying his best to form a strong group in his native Takht Bhai tehsil by fielding candidates on six union council seats.
The big guns
Almost from the onset of politics in the region, the Nawabs and Khans of Hoti have been firmly in the driving seat. However, as time went on, the Nawabs lost their influence and unity among their ranks.
The Khans were also affected, but decided to join hands a couple of years ago and are now commanding ANP not only in Mardan, but throughout Khyber-Pakhtunkhwa.
Former chief minister Amir Haider Khan Hoti enjoys the complete support of Haji Yaqoob Khan, who is leading the influential family of the late Sarfaraz Khan. Late chief minister Mir Afzal Khan was the uncle of Haji Yaqoob Khan.
On the other hand, the Nawabs of Hoti are divided. Despite his association with PML-N, Khawaja Muhammad Khan is taking an independent position, while his cousin Nawabzada Aurangzeb Khan is associated with the PPP. Nawabzada Arsalan Khan is considered a top-ranking PML-N leader, but he is supporting his cousin Nawabzada Muhammad Khan in the latter’s independent struggle.
What history suggests
Mardan district, comprising 75 union councils, has long been a stronghold of ANP and PPP. In the 2013 general elections, the ANP still managed to save face, but PPP was completely uprooted from the region. Majority of the seats went to PTI.
The JUI-F also has its seeds firmly planted in the area, whereas JI has managed to maintain its foothold from the Muttahida Majlis-e-Amal (MMA) days which coincided with the 2002 general elections.
From 1990 to 1997, the PML-N, thanks to its alliance with ANP, managed to grab a few parliamentary berths but failed to established a foothold in other localised elections.
