Renewed pledges: Imran Khan determined to improve health care in K-P

Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan on Tuesday said autonomy of hospitals is essential to improve facilities and the health care system.

Talking to reporters after a meeting with senior doctors at the Chief Minister Secretariat, the PTI chief pointed out the existing system was not up to standard. He added the provincial government planned on introducing a health system at par with the Shaukat Khanum Memorial Cancer Hospital.
Khan met the medical practitioners to discuss the Health Care Commission bill approved by the provincial cabinet on Monday. He said under the proposed system, government hospitals would have the authority to hire and fire staff in addition to other powers. He believed the planned changes would yield positive results. The PTI chief said tens of thousands of patients visited health facilities in the province, but the existing system was inadequate.

Khan claimed all changes to the health set up were proposed after consultation with doctors, whose concerns and grievances he tried to address.
The PTI chief said the government would give doctors the chance to continue their private practice at health facilities, adding an infrastructure for such a purpose was nonexistent at this time. In a statement, a PTI spokesperson said Khan met senior doctors at the secretariat to discuss the newly-approved law. It read that doctors conveyed their grievances and problems to the PTI chief.
Khan assured the practitioners their concerns would be addressed before the bill is passed into law by the provincial assembly. He also asked K-P Health Minister Shahram Khan Tarakai to consult the doctors.
The PTI chief said his party was not power-hungry and wanted to devolve power to the grass-root level, adding that improvements to the health and education sectors were high on their priority list.
The meeting was also attended by K-P Chief Minister Pervez Khattak, Assembly Speaker Asad Qaiser, health minister Shahram Tarakai, law minister Imtiaz Shahid Qureshi, revenue minister Ali Amin Khan Gandapur, public health engineering minister Shah Farman Khan, Primary and Secondary Education Minister Atif Khan, Higher Education Minister Mushtaq Ahmed Ghani, other members of PTI and senior doctors from Peshawar.
A lonely struggle
The PTI chief also touched upon the problems of millions displaced by the military operation against militants in their respective areas. Khan said the K-P administration alone could not cater to their needs.
He said the federal government was extending little or no help for the three million IDPs in the province. Khan added the provincial government has decided to recruit around 400 police personnel from the displaced people who would provide security at IDP camps.
He said the K-P government intended to approach the Supreme Court to fight for the water and electricity rights of the province. The PTI chief claimed the centre was trying to sabotage his party’s government in K-P.
Khan also snubbed the Awami National Party’s (ANP) criticism of the K-P government. “They should keep quiet for three more years,” Khan said. He assured that the newly-appointed chief of the K-P Ehtesab Commission would unearth all the corruption that took place during the rule of previous governments.
The PTI chief said the construction of roads and bridges does not make a person eligible to become prime minister. “If that is the case, Malik Riaz should have been the premier.”
He concluded PTI was more concerned with improving the system rather than buildings bridges and roads.

Offers open: K-P govt gets green light for two power projects

PESHAWAR: The provincial government has been given the green light to reissue tender offers for two electricity generation projects in Malakand Division after the Peshawar High Court dismissed a petition challenging the government’s decision.
The bench of Chief Justice Mazhar Alam Miankhel and Justice Muhammad Ghazanfar on Friday dismissed the petition filed by Sinotec Company Limited, one of the projects’ bidders.
Sinotec’s counsel Muhammad Akram Sheikh told the court that the Pakhtunkhwa Hydel Development Organization (PHYDO) had advertised tenders for the construction of the 69 megawatt (MW) Lawi Hydel Project in Chitral and 84MW Gorkin Matiltan hydropower Project in Swat. The completion time for both projects was mentioned as five and four years, respectively.
Irregularities
Sheikh further said his client participated in the bidding process and was declared the lowest bidder because it offered an amount which was Rs4 billion lower than the second lowest bidder.
“The sealed bids were opened in PHYDO’s office and the meeting was chaired by the secretary of the energy and power department,” said Sheikh.

The lawyer further explained that an evaluation committee endorsed the bid opening process as transparent. However, one of the bidders brought alleged irregularity to the chief minister’s notice.
“On April 21, the CM formed a committee comprising the secretaries of law and finance departments and vice chairman of Khyber-Pakhtunkhwa Board of Investment to probe violations in the bidding process,” said Sheikh.
He contended the formulation of the said enquiry committee is illegal since an autonomous body declared Sinotec the lowest bidder. “No prior notice was issued to the company and it was not even given the opportunity of a hearing,” he added.
According to Sheikh, the terms and conditions of the tendering process were amended without any notice and the CM’s formulated committee decided that Sinotec’s discounted offer cannot be accepted.
“The CM then ordered that the tender be floated again. But the major point is that there is difference of Rs4 billion between the lowest (Sinotec) and second lowest bidder to complete both projects,” said Sheikh.
The government’s side
In response to Sheikh’s arguments, PHYDO’s counsel Shumail Ahmad Butt told the court that Sinotec has submitted a separate letter of discount with the bidding documents which is not acceptable.
Butt further said that when PHYDO re-advertised the projects, the company approached the high court and obtained a stay order. “If they had grievances they should have approached the K-P Public Procurement Authority,” said Butt.

The counsel went on to add that Sinotec provided bogus certificates of experience with the bidding documents it submitted. “A separate document offering an 11% discount was also attached; this is not acceptable which is why the enquiry committee formulated by the CM recommended that the bid be rejected,” contended Butt.
After hearing arguments from both sides, the bench dismissed Sinotec’s petition. The government can now re-invite bids for the two projects in Swat and Chitral. The collective cost of the two projects is Rs40 billion.

Promoting tourism: Government allots 61 rest houses to TCKP

ESHAWAR: To benefit the tourism sector, the provincial government has handed over 61 of its rest houses to the Tourism Corporation Khyber-Pakhtunkhwa (TCKP).
Situated in different scenic valleys of the province, these rest houses were being used by various government departments but will now be used for the promotion of tourism.
TCKP Director Properties Sajjad Hameed told The Express Tribune on Friday that the government had been spending Rs100 million every year on the maintenance of the rest houses, but now they will be used to generate revenue instead.
According to Hameed, officials of different provincial departments, including the irrigation, public health, forest, administration, construction and works, police and others, had been using the rest houses on official government visits.
“The facilities will be given on lease for 30 years to private companies on the basis of public private partnership,” said Hameed.
He added the TCKP has already assumed charge of seven such facilities in Galiyat, including Thandiani, Kalabagh, Barrian, Vindya cottage and Changla Gali rest houses.
Ten companies, including one from Dubai, have expressed the intention of investing in three projects that the TCKP wishes to construct in Galiyat to attract foreign and local tourists after acquiring these rest houses, said Hameed.
The TCKP plans to build an adventure theme park near Governor House, Nathiagali, complete with proper parking facilities and suite-type huts for visitors to rest in, a resort in Changla Gali and a chair lift at Mushkpuri, the second highest hill of the Galiyat.
“All three projects have to be completed within two years. We have received the relevant quotations from interested companies, however, they have not been opened yet,” said Hameed.
The provincial government has been making efforts to revive K-P’s tourism industry. For this purpose, the government has signed a lease with the Samson Group of Companies for the construction of hotels, a ski resort and a chair lift in Malam Jabba in Swat.
“Once completed, the project will earn millions annually for the provincial exchequer and will also improve the local economy,” said Zahoor Ahmad Durrani, a consultant associated with TCKP.
According to Durrani, locals will be trained in hospitality and assisting tourists so as to provide a cordial and welcoming atmosphere to visitors.

LAKKI MARWAT: The district elementary and secondary education department has deducted salaries of 73 teachers and class-IV employees of primary schools for absenting from duty.
The sub-divisional education officer (SDEO) Ikramullah Khan said on Sunday that the department had tightened noose around the teaching and non-teaching staff involved in habitual absenteeism. He said that the teachers and class-IV employees facing salary deduction were found missing from schools during surprise inspection visits.
“Besides serving them explanation notices the authorities also provided them opportunity of personal hearing, but they failed to justify their absence from duty and clarify their position,” he said.
Mr Ikramullah said that Rs306,389 was deposited in the government kitty after deduction from salaries of the absent employees. He warned that habitual absent teachers and class-IV employees would lose jobs if they didn’t mend their ways.
LITERARY COMPETITIONS: Literary competitions were held among the students at government high school No 3 in Lakki city on Sunday, under the district high and higher secondary schools tournament festival.
Asmatullah-led team of GHSS Tajazai won the national anthem contest, while Mohammad Noman-led students of GCMHS Lakki stood first in the patriotic song competition.
In declamation contest (Urdu category), Muradullah of GHS Nar Muzaffar secured first position; in English debate category, Mohammad Abrar of GCMHS Lakki stood first and Noor Mohammad of GHS Bachkan Ahmadzai got first position in Na’at competition, respectively.
In Husne Qirat contest, Akhtar Hussain of GHS Mandan Manjiwala grabbed first position.
On the occasion, MPA Munawar Khan’s brother, Engineer Haji Ameer Nawaz Khan appreciated the performance of students and announced Rs20,000 for the tournament committee.
He also promised to construct an additional classroom in the high school.
District education officer Nazir Khan and other education officials were also in attendance.
FUNDS UNDER-UTILISED: The provincial government couldn’t utilise a huge chunk of funds under the Provincial Annual Developmental Programme, this year, like the previous year when it failed to spend 70 per cent of the ADP, claimed ANP’s district president advocate Sadruddin.
Speaking at a public meeting in Bachkan Ahmadzai locality on Sunday, the ANP leader also criticised the PTI-led government for ‘ignoring’ miseries of the internally displaced tribesmen.
He asked PTI chairman Imran Khan to first make the Khyber Pakhtunkhwa a role model and resolve the problems of Pakhtuns and then make a new Pakistan.
He said that the PTI chairman could not befool people by promising to make a new Pakistan as his party had failed to deliver in Khyber Pakhtunkhwa.
“Instead of paying heed to people’s problems and focusing on the uplift of militancy hit province the chief minister and his cabinet members are engaged in the so-called dharnas in Islamabad,” he said.
Mr Sadruddin said that mandate of Awami National Party was stolen in the last general elections but despite that the party accepted the results for the sake of democracy.
He said that the ANP launched and completed several small and mega developmental projects at a cost of over Rs3 billion in the district besides allocating funds for Kurrum Tangi dam and cadet college projects.
He welcomed the decision of Habibullah, Junaid Khan and other area elders to join ANP.

Reform package: K-P’s new law to up the ante for welfare of senior citizens

PESHAWAR: Unanimously passed by the provincial legislature on November 19, the Khyber-Pakhtunkhwa (K-P) Senior Citizens Act 2014 is geared towards introducing facilities to ensure the welfare of the elderly population.

According to a copy of the legislation, available with The Express Tribune, the government is legally bound to establish a K-P Senior Welfare Council.
The body is tasked to develop policy proposals to enhance the welfare of senior citizens in light of national commitments. Moreover, the council will also take steps to introduce geriatrics as a compulsory part of the syllabi of medical colleges.

According to the K-P Senior Citizens Act 2014, the council will propose a series of arrangements at hospitals to ensure better medical attention for the older population. Moreover, the body will seek to implement facilities of clubs for senior citizens. It will organise workshops and conferences to draw attention to the plight of the elderly population. Furthermore, it will press relevant authorities to accommodate the needs of senior citizens in urban and rural planning.
With a view to encourage the older adult population to remain active, the council will also develop senior citizens corps. This will ensure that their skills are effectively utilised and they are able to contribute to national development.
The minister for social welfare, special education and women empowerment will act as the council’s chairperson whereas the social welfare secretary will serve as vice chairperson. Two lawmakers from the K-P Assembly—from both the treasury and opposition benches—will be appointed as its members. Moreover, the council will also include two representatives from senior citizens organisations, two NGO workers and four ex-officio members.

Retirement plan
According to the new law, citizens will be eligible to apply for senior citizen’s cards when they turn 60.
This card will grant them the status of senior citizens and entitle them to a large number of privileges such as free entry into public museums, libraries, parks and other recreation facilities. A separate counter for senior citizens will also be opened at hospitals.
Once they have been issued these cards, need-based financial support will be granted to senior citizens. Furthermore, they will be entitled to concessions in medical bills and receive treatment in separate medical wards.
Welfare fund
Under the new law, a K-P Senior Citizens Welfare Fund will be established. The scheme will cater to the financial needs of the elderly. All grants received through the federal government and donations made by individuals and organisations within the country or abroad will be maintained in this fund.
However, the funds will only be invested in scheduled banks, national saving centres and blue chip secure schemes. According to the legislation, the funds will neither be made in stock market shares nor used for any form of market speculation. On the contrary, they will be used for the welfare of senior citizens.
Earlier, the standoff between the treasury and opposition benches had delayed progress on the K-P Senior Citizen’s Bill 2014. After the latter walked out from the session on October 30, most of the opposition queries on the agenda lapsed. K-P Adviser for Social Welfare Dr Mehr Taj Roghani had even introduced the bill for consideration and asked Speaker Asad Qaiser to incorporate amendments suggested by opposition lawmakers. However, Qaiser deferred the matter saying an amendment could not be passed in the absence of the principal mover.

Green signal: Swat’s Gul Kada Road reopens after seven years

MINGORA: Gul Kada Road of Swat was reopened for traffic after seven years on Monday, much to the relief of locals.
The route has been off limits since 2007 after security forces established military headquarters at Circuit House. As a result, incoming traffic was diverted to Sharifabad and Landay Kas Road, causing major commuting problems for residents of Gul Kada I, II and III. Even pedestrians were not permitted to pass and there have been several incidents of protests against the obstruction.
Following the operation against militants in the valley seven years ago, operations headquarters were established along the route. Despite the completion of the operation and reopening of several such routes, Gul Kada remained closed since 2007.
Speaking to The Express Tribune, locals said they had grown tired of taking alternative routes that were too narrow and inconvenient due to the heavy flow of traffic. They welcomed the decision and said the reopening would bring their long-standing miseries to an end.

“It was very difficult for us since the road is the only major link to our area,” said Arshad Hussain, a resident of Gul Kada II. “The alternative streets are so narrow that only unidirectional traffic can pass through them,” added Fazal Ghafoor, a resident of Gul Kada I.
The suburb is home to several private schools where thousands of children from across Swat come every day. “In the morning, hundreds of school vans come and go,” said Shahid Zaman, a university student from the area, adding that there are traffic jams every day.

KP legislates to protect right of the injured to treatment

PESHAWAR: The Khyber Pakhtunkhwa Assembly on Tuesday unanimously passed a law to stop the police from interfering during the treatment of injured persons at the emergency departments of hospitals.
The Khyber Pakhtunkhwa Injured Persons and Emergency (Medical Aid) Act, 2014 promises provision of medical treatment to the injured persons on priority basis.
Senior minister Shehram Khan Tarakai had tabled the bill in the house, where Speaker Asad Qaisar was in the chair.
The law will do away with the existing procedure under which the police create hurdles to the treatment of those, who have suffered injuries in road accidents, firing incidents and brawls, at hospitals while fulfilling medico-legal formalities.
The law says when an injured person is brought to a hospital, he or she will be provided with medical aid without delay and on priority basis.
“No police officer or official shall interrupt or interfere during the period an injured person is under treatment in a hospital except with the written permission of the in charge of the hospital.”
Under the law, whosoever violates this act, he or she will be punished by imprisonment which may extended to two years, or with fine not less than Rs10, 000, or with both, in addition to any other penalty. Half of the fine would be paid to injured person or his heirs.
The law says the injured will not be taken to the police station before necessary medical aid and treatment is given.
“The relevant police officer is bound to ensure that the injured person is treated in a hospital as provided in this act before any medico-legal procedure is undertaken.”


Now, police won’t interfere during stay of accident, firing victims at hospitals


Under the law, a person who on humanitarian basis, in particular in traffic accident cases, brings an injured person to a hospital will not be harassed and will be shown due respect and will be acknowledged for helping the injured person.
Currently, consent of relatives is not required in certain cases as doctors treat or operate on the injured person.
“Now, the doctors will not wait for the consent of relatives of the injured person but if the relatives of the injured person are present at the time of emergency, such treatment or operation may be carried out with the consent of such relatives.”
Also, the new law forbids the shifting of an injured person from one hospital to another unless the relevant doctor is of the opinion that the required treatment is not available at his/her hospital.
Speaking on the adjournment motion, ANP MPA Syed Jafar Shah drew the government’s attention towards non-payment of monthly stipend to the students of private medical colleges during house job.
He said every year, thousands of students of private medical colleges paid millions of rupees as tuition and other fees but they were not paid stipend during house job.
Senior minister Shehram Khan Tarakai agreed to the point and said by and large, students of private medical colleges were denied monthly stipend during house job.
He said the health department was in contact with the Pakistan Medical and Dental Council for action against such medical colleges.
The minister said private medical colleges, which didn’t pay stipend to students, could be de-recognised by the PMDC in line with the rules.
Speaker Asad Qaisar expressed displeasure at the absence of most administrative secretaries from the house and said Chief Minister Pervez Khattak should take action against absentees.
Also in the day, the house passed the Khyber Pakhtunkhwa Appointment of Law Officers Bill 2014 and the Khyber Pakhtunkhwa Environmental Protection Bill 2014.
The speaker later adjourned the session until 2pm on Friday.

Govt asked to initiate work on college, dam projects

LAKKI MARWAT: Marwat Qaumi Jirga has demanded of the government to initiate work on setting up a cadet college and construction of Kurrum Tang dam.
The jirga met here at Malang Adda to discuss causes of delay in initiating work on the development projects, which have already been approved by the government.
MPA Haji Anwar Hayat Khan presided over the meeting that was also attended by Marwat Qaumi Jjirga head Haji Aslam Khan, former MNA Ghulamud Din, former MPA Naseer Mohammad Khan, former federal secretary Akhtar Munir, ANP district president Sadruddin, Maulana Samiullah Mujahid, Eng Ameer Nawaz, Malik Idrees, Haji Shah Sawar Khan and Advocate Fareedullah Khan.
Aslam Khan told the meeting delay in initiating work on the college and dam was causing unrest among the people of the area.
He asked the government to show seriousness in development of the neglected Lakki district.
“The district is lagging behind in the field of education. The establishment of cadet college will help to promote education and enable local students to get quality education at their doorsteps,” he said.
MPA Anwar Hayat said that farmers were faced with problems owing to non-availability of water in Marwat Canal.
“It causes huge losses to the farmers every year,” he said and asked the government to ensure flow of water in the canal.
Other participants of the meeting said that the college and dam projects were a matter of life and death for Marwat tribe. They said that they would not tolerate further delay in execution of the projects.
They said that elders of all clans of Marwat tribe were united and they would make concerted efforts for the development of area.
FUND: The provincial government earmarked over Rs2 billion for the project of raising Baran dam and rehabilitation of Marwat Canal to boost agriculture in Lakki Marwat and Bannu districts, said MPA Malik Noor Saleem Khan Marwat.
He said that the dam project would make functional canal irrigation system in Lakki district.
The lawmaker said that thousands of acres of land were arid and barren owing to lack of irrigation water.
“A huge population of the district is dependent upon agriculture and livestock,” he said. He said that the dam project and canal rehabilitation would bring a green revolution in the district.
