Over 2 million children out of school in KP


KARAK: About 2.8 million children, both boys and girls, are out of school in Khyber Pakhtunkhwa, according to a non-governmental organisation.
Addressing a workshop here on Wednesday, Nuzhat Ameen, the programme officer of Khwaendo
Kor, a non-governmental organisation, said that after the passage of 18th Amendment,
Article 25 A of the Constitution was necessary to be implemented in the province but for the purpose a bill should be passed from the provincial assembly.
The workshop was attended by members of civil society organisations, lawyers, journalists and officials of education department in a large number.

[h=1]Govt urged to focus on electoral reforms

PESHAWAR: Leaders of different political parties have urged the government to focus on electoral reforms for ensuring holding of next general elections under the biometric system to curb poll rigging. They have also asked for voters’ education and bringing an end to the pressure of influential families in elections.
Speaking at a joint press conference at Peshawar Press Club on Wednesday, Jamaat-i-Islami leader Dr Iqbal Khalil, Jamiat Ahle Hadith provincial chief Maqsood Ahmed Salfi, Pakistan Women Muslim League central president Rubeena Shaheen and Jamiat Ulema-i-Islam-Sami leader Maulana Abdur Rauf asked the government to establish an independent election commission to overcome the menace of poll rigging.
Referring to a meeting of some 30 political parties’ representatives held on Tuesday under the aegis of Free and Fair Election Network, Mr Salfi said that the government should fully empower the Election Commission of Pakistan (ECP) and ensure its independence so that the influential people could have no manipulative role in elections. He said that credible people from different walks of life should also be given chance to become ECP members to avoid complaints.

He said that the government should pay full attention to the complaints about rigging and remove candidates’ reservations about any constituency. He asked the government to redress the grievances of Pakistan Tehreek-i-Insaf about the rigging in four constituencies so that it would end the sit-ins in the best interests of the country.
He said that every parliamentary party should be given representation in the caretaker government and the preparation of voters lists be expedited before every elections. The political parties, he said, had also demanded that the ECP should get complete information about the candidates regarding their financial position and election expenditures.
Mr Salfi said that any elected member providing wrong information to ECP should be disqualified. He said that the political parties also demanded that the ECP should ensure giving the right of vote to overseas Pakistanis and all the registered women.
“In case of female votes below 50 per cent in any constituency the ECP should announce re-election on the relevant seat so that the women could get vote right,” he said.
Rubeena Shaheen stressed the need for elections under biometric system to ensure transparency and impartiality.

PESHAWAR: Speakers at a dialogue on the legislation of Article 25-A, which gives the right to education to every child, have urged the Khyber Pakhtunkhwa government to rebuild the blown up buildings of educational institutions and take urgent steps for early enrolment of the 2.5 million out-of-school children in the province.
The event was organised by the Society for the Protection of the Rights of the Child (Sparc) in collaboration with ActionAid at Peshawar Press Club on Thursday. It was stated that in rest of the provinces the governments had worked on implementation of the right to education law – Article 25-A – but in KP the situation was disappointing though the government had declared education emergency.
Prominent among the speakers were MPA Syed Jaffar Shah, chairman standing committee of Khyber Pakhtunkhwa Assembly on Labour, former education minister MPA Ms Meraj Humayun, Noor Alam Khan advocate, Jehanzeb Khan of Sparc, Ms Alia Rasheed of ActionAid and Ibrash Pasha of Khwendo Kor.

Speaking on the occasion, Jaffar Shah said that majority of the lawmakers in the Khyber Pakhtunkhwa Assembly did not know about the compulsory education policy otherwise there was no dearth of funds and resources for the purpose.
He said that the out-of-school children could easily be enrolled but they needed enthusiasm on part of the rulers to run double shifts both for boy and girl students.
He said that it was also the duty of the civil society organisations, media and lawmakers to play combined role for increasing literacy rate. He said that the nomads were hitherto neglected section of the society who did not have the computerised national identity cards and could not expect to be enrolled in the schools though they had a vast population across the country. He said that he would raise the issue in the assembly.
Meraj Humayun said that the previous provincial government had prepared a draft bill for approval of the Article 25-A, but it did not materialise the plan. She said that the present government had declared education emergency, but did not construct even a single school building in the province. She said that the government also failed to reconstruct the buildings damaged or destroyed in bomb blasts. She said that the province required about 12,000 new school buildings to enrol the children, adding that before provision of the requirements there would be no use of the implementation of Article 25-A.
Criticising the provincial government, the lawmaker said that it should overhaul the existing system of education instead of making fresh recruitment for monitoring of schools.
Lawyer Noor Alam Khan said that it was duty of the state to provide quality education to all the children on equal basis. He said that if the government did not implement the law of compulsory education it would be a violation of the Constitution.
Ibrash Pasha said that the federal government had approved the compulsory education law in 2012 and the Punjab government in May 2013, but Khyber Pakhtunkhwa was still lagging behind. Mr Jehanzeb and Alia Rasheed shared the details about miseries of the poor children working in workshops, roaming in the streets, etc. They urged the civil society organisations, media, parents and government to join hands for enrolment of all the out-of-school children.

Peshawar becomes big business for Punjabi drummers

PESHAWAR: The provincial metropolis may be a dangerous place for foreign visitors and local artists but it has proven a safe haven and business hub for dhol players (drummers) from Punjab.
“It is our peak season because of wedding ceremonies. Cultural and political activities also gain momentum in the winter. Peshawar is a safe place for us. We have no threats from anyone here,” said Mashood Hussain, a dhol player from Mandi Bahauddin.
He, however, said that only police demanded either Rs100 in cash or cellular phone card credit worth Rs200 when they returned late in the night from attending an event in the city. “People in Peshawar, in general, respect us. Pakhtuns love dhol performance. Only police sometimes, place a demand of Rs100 from each performer or asking us to fill in a mobile card credit Rs200,” said Ramzan Ali.

PDA official held for Rs100m fraud


PESHAWAR: The National Accountability Bureau, Khyber Pakhtunkhwa, has ordered freezing of properties owned by accused Nadeem Shad, divisional account officer of Peshawar Development Authority (PDA), and Sheraz Khan, regional manager Samba Bank, Peshawar, for their alleged involvement in embezzlement of over Rs100 million. NAB has arrested Nadeem Shad in the case.
According to details provided by NAB here on Thursday, Nadeem Shad had managed to open a fake bank account in connivance with Sheraz Khan and got transferred over Rs100 million to their own account from the PDA official account maintained with Samba Bank Ltd, Peshawar.
It said that the same amount was then withdrawn from the fake account and pocketed, causing a huge loss to the government exchequer. As there was likelihood that the accused would alienate his properties/assets acquired through corruption and corrupt practices, the Khyber Pakhtunkhwa NAB director general ordered freeze on their properties.

PESHAWAR: Three years have passed since the new building of Government Commerce College was constructed on Ring Road at Landi Akhund Ahmad, but the government has yet to make it functional.
Although Technical and Commerce Education Director Professor Shakil Ahmed claims construction work has not been completed, locals and students claim otherwise. They say construction is complete, but the building is being kept locked for reasons unknown.
During the government of Muttahida Majlis-e-Amal, 30 to 40 kanals of land was purchased for constructing a new building for the college. Construction began in 2008 when the Awami National Party came into power; the estimated cost of the project was Rs145 million.
According to the plan, construction had to be completed by 2011 and the previous government had promised to open the college for students in the same year.
Locals claim the building was completed in 2011 and comprises 50 rooms, including offices, classrooms, three spacious halls for examinations and conferences, hostels and well-furnished bungalows for the college principal.
According to locals, painting and other final work on the building has also been completed, but students remain missing.
“The building is being kept locked and unutilised and several portions have been damaged. Sometimes people break in and steal things from the premises,” said Gul Khan who resides in the locality.
When contacted, Technical and Commerce Education Director Professor Shakil refuted these claims. He blamed the Communication and Works (C&W) department for the delay. “The C&W department neither completed the construction nor handed it over to the technical and commerce education department,” he said.
Had the C&W department given the project to us, several problems would have been resolved, claimed Shakil. Senior officials of the department refrained from commenting on the matter. However, a junior official confirmed construction has been completed.
Kifayat Ali, a student at the Faqirabad campus of the college, said a large number of students are being accommodated in a single building, causing several problems. “These issues can be resolved if the new building is made functional and students are divided between the two,” he said.
According to Ali, classes are being conducted in two shifts at the Faqirabad building, inconveniencing both teachers and students.
Ring Road connects several villages and areas with Peshawar. These villages include those situated on Bara and Kohat roads, and areas such as Hayatabad. If the government opens the new college building, it would help in promoting education on the outskirts of Peshawar.

PESHAWAR: The rhetoric of change has become the talk of the town; from people on the streets to primetime television, the mantra has taken current affairs by storm.
However, the ones playing the tune have done little to put ‘change’ to effect on their own turf, the Khyber-Pakhtunkhwa (K-P) Assembly. For dwellers of the promised ‘Naya K-P’, punctuality of lawmakers could have been a symbolic reference towards the slogans that echo in the house.

But perhaps once they reach the corridors of power, such efficiencies seem too frivolous for those who claim to shoulder the responsibility of shaping the war-torn province’s destiny.
Time wasted, delayed starts and pending caucuses have become routine with the treasury and opposition alike in the house. It has in fact become a revered tradition to start assembly sessions over an hour late.
At times some of the parliamentarians do complain, however, the concerns fail to make an impression on the majority.
[Not] on time
The session kicked off at 3:17pm on Friday, after a delay of about an hour and 17 minutes after the scheduled start time. The cogs were hardly in motion when the mandatory tea break arrived, coupled with a recess for prayers.
After the break, only a single calling attention notice was discussed. Another notice on the agenda could not be taken up due to the absence of the mover, while three bills were put on hold after an agreement between the treasury and opposition benches. The next important issue on the agenda was a general discussion on an adjournment motion moved by QWP leader Sikandar Hayat Sherpao who too was absent for the hearing. All in all, the session lasted for hardly an hour at most and was adjourned till Monday.
QWP lawmaker Miraj Humayun Khan complained about time being wasted on a point of order and told the speaker that during the ongoing session spanning over 36 days, the house has held only 13 sittings. “Our questions are not being taken up due to an extended number of holidays,” complained Khan.
Similarly on November 24, the session had started at 3:25pm instead of 2pm. On the day’s agenda, there were three questions, all from JUI-F lawmaker Mufti Fazl Ghafoor. The questions, however, lapsed as the mover arrived after the speaker had asked for the questions to be tabled.
ANP lawmaker Syed Jaffer Shah told the speaker on a point of order that most of the people usually arrive at around 2pm, but the session is delayed an hour or two every time.
“Journalists, officials and assembly staff all arrive on time and wait for the session to start,” Shah said.
Speaker Asad Qaiser concurred with him and said that lawmakers should ensure punctuality.
He said that he himself has to wait in his chamber until at least 40 members arrive, before he can start the session.
Lawmakers were perhaps in a rush on November 17 when the session hardly lasted for over 50 minutes. Following the break, the house was short of quorum and hence adjourned.
Surprisingly, there is no bar on the length of the break as the announced duration of 10-15 minutes can linger on for about 45 minutes at the ease of elected representatives.
It seems lawmakers from either side of the aisle have little interest in the way the house functions.

Rs8 billion sanctioned for rebuilding quake-hit schools

MANSEHRA: The prime minister sanctioned Rs8 billion for reconstruction of 1,000 schools destroyed in the devastating earthquake in 2005 in Khyber Pakhtunkhwa and Azad Kashmir, said Federal Minister for Religious Affairs Sardar Mohammad Yousuf here on Sunday.
Addressing the parent day function at Mansehra Public School and College (MPSC), he said that education was top priority of the government. “The government is doing its level best to put the country on way to prosperity and development through education and that’s why Prime Minister Mian Nawaz Sharif approved Rs8 billion for reconstruction of the schools, leftover in the strategy of Earthquake reconstruction and Rehabilitation Authority in Khyber Pakhtunkhwa and Azad Kashmir,” he said.
Shahjahan Khan Swati, the founder chairman of the college, and principal Umer Gul Khan also spoke on the occasion.
The minister said that October 8, 2005 earthquake destroyed educational infrastructures completely in the affected districts and government was still striving for its early reconstruction. “The local lawmakers met with the prime minister and apprised him of the destroyed schools. He sanctioned the amount and soon work will be started on reconstruction of 1,000 schools,” he said.


Minister says education top priority of govt


The minister said that more than 1,300 schools were destroyed only in Mansehra district in the tragedy some nine years ago. So far hardly 700 of the schools could be reconstructed that was a matter of concern for the government, he added.
“I salute the private educational institutions like MPSC which produced brilliant students, who have been serving nation in every field not locally but internationally,” said Mr Yousuf. He said that private educational institutions were playing an important role in promoting education and enhancing literacy rate.
Mr Yousuf said that time was not far when majority of problems faced by the nation would be overcome as employment opportunities would be created in the country.
He said that Hazara motorway project, which was initially up to Shinkiari, was being extended up to Chaterplan area and survey for second phase of the scheme was started following its groundbreaking in Havelian. He said that completion the project would bring revolutionary changes in the life of people of Hazara.
The students of the school, on the occasion, through their skits and speeches highlighted core issues faced by the nation and Muslims globally.

PESHAWAR: The Bomb Disposal Unit (BDU) Training School in Nowshera is near completion and will soon be made functional.
Special Branch AIG and head of the BDU in Khyber-Pakhtunkhwa, Shafqat Malik told The Express Tribune that previously they had to send their personnel to Risalpur where they would get trained by the army, or to Lahore to attend courses conducted by the Civil Defence department. He said they even had to send their personnel abroad for basic and refresher courses. But now their long-standing demand is finally being fulfilled in the shape of a training school.
“This school will prove a real asset and become the backbone of the BDU in the province; it will be the first training school to be run by the police in the country.”
Malik said it is important for BDU personnel to be more efficient in dealing with attacks by militants as with the passage of time the latter are adopting more complicated ways, especially those in the shape of booby traps.“Personnel need to attend refresher courses to upgrade their skills so that they can be trained in countering these patterns efficiently.”

He added there had been casualties in the past due to a lack of such capacity-building courses and unavailability of proper equipment. Shafqat said the school will be able to train a batch of 50 personnel at a time and police officials will also be trained along with the BDU staff.
He said the first phase of the training will offer a basic course of four weeks and a refresher course of two weeks, adding that in the second phase they were planning to introduce a Post Blast Investigation (PBI) course in which personnel will be taught to manage the crime scene.
“We have acquired the latest kits and equipment, including robots. The establishment of a BDU training service will serve as a complete package to solve most of our problems.” He said they have also been provided personnel from the regular police force who will be trained to handle explosive devices till the BDU reaches the site.
Previously, BDU was only available in militancy-hit areas but as terrorism is spreading in different parts of the province the unit has a new vision according to which two teams will be deployed in each district of the province while four teams will be assigned to Peshawar. This deployment will be made out of the unit’s 450 personnel, including those from the regular police force.
A canine unit which was established in Peshawar has been separated from the BDU and is present in all the seven divisional headquarters.

Going nowhere: ‘Federal govt main hurdle in mass transit system’

PESHAWAR: The Khyber-Pakhtunkhwa (K-P) Board of Investment and Trade (KPBOIT) Vice Chairman Mohsin Aziz on Monday claimed the federal government and Ministry of Defence were the main hurdles in the way of building the Mass Transit System (MTS) in the city. He said the feasibility report of the (MTS) had earlier been approved and the project was ‘technically perfect’.
Aziz told the media at the Peshawar Press Club that the MTS, also known as rapid bus transport, was the only solution to the increasing traffic problems of the city.
“The feasibility report of the project is clear and has been approved by the chief minister. However, it faced strong opposition from the federal government and work could not be initiated,” Aziz said.
The provincial government earlier acknowledged overhead bridges under construction in the city would not be enough to mitigate the traffic woes of commuters. The MTS, on the other hand, would enable people to reach the ends of the city within minutes.

He said Bacha Khan International Airport and Peshawar Cantt fell along the route of the MTS and that was the reason it was being opposed. However, Aziz added the main stumbling blocks to the project were not hidden from anyone and work would soon be initiated.
The MTS was announced by the Khyber-Pakhtunkhwa government and would start from Chamkani area of the city and end in Hayatabad.
Three tracks for buses would be made over the decades-old railway tracks which had not been used for the last 65 years. The total length would be around 27 kilometres.
Another problem for the project was encroachment on railway lands. Aziz said that the tracks had not been used for the last 65 years due to which the land mafia had encroached upon them.
Majority of land along the tracks had also been given on lease by the railway authorities. There were also constructions built by the land mafia on the encroached land which created further difficulties despite the fact that railway authorities had agreed in principle to the project.
The vice chairman of KPBOIT added a total of 52 buses would operate during the day as part of the non-stop transport system. The buses would start their journey from Chamkani and make the first stop in Nothia. From there, they would move to Hayatabad area.
Aziz said that cost of the entire project was Rs14 billion. He said tenders would be issued according to the rules of the board of investment for the buses. He hoped to see better quality vehicles with the capacity to transport between 160 and 230 passengers on the route.
“There has been no technical fault cited in the system and the project is technically perfect,” asserted the KPBOIT vice chairman.
The KPBOIT is a private body formed by the K-P government to attract investment in trade and other development projects in the province. It was also assigned the task of making feasibility reports to attract investors.
