Swat Museum reopens after seven years

MINGORA: The Swat Museum was reopened formally for general public on Wednesday after seven years. The museum was closed in 2007 owing to rise of militancy in the district.
A ceremony was held at the museum wherein Amjid Khan Afridi, adviser to chief minister on archaeology and museums, and Italian Ambassador to Pakistan Adriano Chiodi Cianfarani reopened it for people.
The museum was reconstructed under a project funded by Pakistan- Italian Debt Swap Agreement (FIDSA). The scheme was executed by Archaeology Community- Tourism/Field School Project while the University of Engineering and Technology, Peshawar extended technical support to it.
Speaking on the occasion, the Italian ambassador said that Swat and Italy had a longstanding relation that would be strengthened further after the reconstruction of the museum.
He said that Italian Archaeological Mission in Pakistan had been working on different archaeological sites since 1955 that started work under the guidance of Prof Giuseppe Tucci. During the last 60 years, the Italian mission successfully worked on many projects to preserve the archaeological sites in Pakistan, particularly in district Swat, he added.
Mr Adriano said that Swat had rich historical sites, which were recognised at international level. He added that their government had been working since long to preserve the history of the region.


CM adviser vows to promote religious, cultural tourism in KP


Mr Afridi thanked the Italian Archaeological Mission and government of Italy for reconstructing the Swat Museum. He said that it was a big achievement to see the museum open for public. Swat Museum would help in promotion of tourism in the area, he said, adding that provincial government was taking steps to preserve archaeological sites in the province. He said that they believed that economy and tourism could be promoted through development of historical sites.
Mr Afridi said that 30 per cent of the country’ archaeological sites were situated in Khyber Pakhtunkhwa. The government was working to promote religious and cultural tourism in the province, he added.
Speaking on the occasion, the director of Italian Archaeological Mission in Pakistan, Dr Luca Maria Olivieri, said that a part of the building of Swat Museum was demolished while another part was rehabilitated and included in the new construction. He said that the new building of the museum was designed according to anti-seismic principles, which made it structurally the most advanced building of its kind in Pakistan.
Usman Ulasyar, chairman of Suvastu Arts and Culture Association, and director archaeology and museums, Dr Abdul Samad Khan told journalists that the museum was an institution where people could learn about their history and cultural heritage.
They said that Swat Museum was one of the best museums in the country that had a large number of collections of Gandhara civilization.
Tourists would visit the scenic valley after reopening of the museum, they added.

Vocational centres get equipment

PESHAWAR: Computers, laptops and other equipment have been handed over to the 10 vocational counselling and job placement centres, set up by the Technical Education and Vocational Training Authority (Tevta) in the province to make training delivery according to the market needs.
A ceremony in this regard was held here on Wednesday, where adviser to CM on technical education Shah Mohammad Wazir was the chief guest, while Tevta chairman Nauman Wazir was also present on the occasion.

These centres have been set up with the assistance of TVET Reform Support Programme, which is funded by the European Union and the governments of Germany, Norway and the Netherlands and being implemented by German firm, GIZ in Pakistan. The centres will also facilitate the graduates in seeking employment.

Addressing the ceremony, Shah Wazir said that the provincial government had allocated Rs8 billion for bringing the technical educational institutes of the province at par with the international standard. He stressed the need for bringing improvement in the standard of technical education.

He urged the experts of technical education to work devotedly, saying the government was ready for extending all possible support and cooperation in that regard.

On the occasion, Tevta chief Nauman Wazir said that a total of 73 technical institutions were being established in the province. However, he said that initially 10 vocational counselling and job placement centres were being established in Peshawar, Kohat, Tangi, Abbottabad, Mansehra, Chakdara and Mardan. The centres, he said, would impart training to graduates of technical institutes in getting employment.
He asked the heads of the technical and vocational training institutes to deliver their responsibilities with honesty and professional approach.

Teacher shortage: Govt fails to fill over 21,000 posts

PESHAWAR: Although the provincial government declared an ‘education emergency’ and allocated Rs73.68 billion to education in its 2014-2015 budget, around 21,785 teaching posts remain vacant, putting a question mark on its efforts to improve the sector.

According to the education department’s Education Management Information System (EMIS) report 2013-14, the total number of sanctioned posts for teachers in government schools is 140,539 of which 90,218 are for men and 50,321 for women.
For government primary schools there are 78,199 sanctioned posts, for middle schools there are 21,492 seats, for high schools 30,085 and for higher secondary government schools 10,763 posts exist.

However, the EMIS report states the current strength of working teachers in public schools is 118,754 including 41,039 women. More than 70,000 of these are primary schoolteachers, more than 14,000 middle schoolteachers, over 24,000 high schoolteachers and over 8,000 higher secondary teachers.
A long-standing problem
The issue of shortage of teachers has been persisting for a long time due to lack of resources, an official of the elementary and secondary education department told The Express Tribune.
Requesting anonymity, the official said the government has been trying to resolve the problem but has failed to fill vacant teaching positions as yet.
“Lack of resources and favouritism are the two main reasons for vacant seats in government schools,” he said. Blaming the unending problem on political intervention, the official said some influential figures want to appoint their blue-eyed people to vacant posts and therefore they remain unfilled.
“Every political party wants to appoint their own workers to make them happy. During the previous government, a large number of schoolteachers were appointed on the basis of nepotism,” he added.
Making an effort
However, Khyber-Pakhtunkhwa Education Director Muhammad Rafique Khattak claimed the government is trying to fill the vacant slots. According to Khattak, 5,000 teaching posts have been advertised across the province.
Of these, more than 1,200 are for secondary schools in all 25 districts. Khattak said 113 posts have been advertised in Abbottabad, 39 in Bannu, 71 in Battagram, 81 in Buner, 20 in Charsadda, 85 in Chitral, 69 in Lower Dir, 30 in Upper Dir, three in Hangu, 130 in Haripur, 44 in Karak, 57 in Kohat, 25 in Kohistan, nine in Lakki Marwat, 33 in Malakand, 54 in Mansehra, 102 in Mardan, 60 in Nowshera, 54 in Peshawar, 66 in Swabi, 33 in Shangla, 25 in Swat, 18 in Tank, three in Torghar and 22 in DI Khan.
The director further said 3,764 teachers would be appointed in government schools on ad hoc basis in all districts. “This will solve the issue of shortage of teachers to a great extent.”
Khattak added these ad hoc teachers will be given capacity building trainings at a later stage.

Of valour: Women commandos to join ranks of K-P police

PESHAWAR: To strengthen its counter-terrorism and elite police forces, the Khyber-Pakhtunkhwa (K-P) government has decided to add reinforcements to K-P police—women commandos.
Around 35 commandoes are in training at Nowshera police training centre. The task is being carried out under the directives of IGP Nasir Durrani who feels there is a need for female commandos to curb militancy in a province under attack by unconventional warfare.
“Some 35 commandos have volunteered to join the group which will undergo a five-month training programme, a regimen at par with what male elite force commandos endure,” Nowshera training centre commandant Momin Baig told The Express Tribune. Baig said after the training, the special soldiers will be well-versed with the use of sophisticated weapons.
He added more women will be recruited as commandoes once the first batch joins forces on ground.

One of the 35 in training, Musarrat Bibi said she is proud to join the elite squad and will prove that the women of K-P are as courageous as the men. “I am happy to be among the first batch of women getting trained; I really wanted to join the group.” She added, “I want the world to know that women in K-P are capable of not only becoming commandos but also fighting terrorism.”
Elite Force Commandant Sajid Mohmand said the need for women commandoes was felt after the Sikandar saga in Islamabad a few
months back.

PESHAWAR: The overall literacy rate in Khyber-Pakhtunkhwa is 52% which falls short of the national average of 60%.
This was said at a session on social accountability in education organised by the Center for Governance and Public Accountability (CGPA) on Thursday. Various members of the K-P Standing Committee on Elementary and Secondary Education attended the seminar.
Speaking on the occasion, CGPA provincial coordinator Malik Masood drew attention to the anomalies in the education sector. “Article 25-A of the Constitution says the state should provide education to all children between the age of 5 to 15,” he said. “However, the state of public sector education is dismal in Pakistan.”
Masood cited facts and figures from a recent Pakistan Social and Living Standard Measurement (PSLM) survey.
“The overall literacy ratio for children who are 10 years old and older is approximately 60%,” he said.
According to the provincial coordinator, the state of education in K-P is far more deplorable than in the rest of the country. Masood said K-P only has a higher level of literacy when compared to Balochistan and Fata.
“The net enrollment rate at the primary level in the province is 54% which is lower than the national average of 57%,” he said. “Moreover, the total number of children of primary school-going age who do not attend school is nearly 530,000. A majority of them are girls.”
The province is also lagging behind in its Millennium Development Goals (MDGs) for the education sector, Masood added. He cited data from the Education Management Information System (EMIS) of 2012-13 to substantiate his claim. “A total of 3.93 million students are enrolled in government schools which lack basic facilities,” Masood said.
He also pointed out massive gender disparities in the education sector.
“Male literacy rate is closer to the national average than female literacy rate,” he said. “Nearly 35% of girls get an education in K-P whereas 48% is the national average for the girls who go to school.”
Furthermore, he drew attention to the alarming facts and figures in the Annual Statistical Report of 2012-13 of the elementary and secondary education department.
“Nearly 20% of schools in K-P are without boundary walls, 30% lack water supply, 42% have no electricity and 16% are without toilets,” he said. “Half of the government-funded primary schools are run with only two teachers and two rooms.”
Overhaul
Speaking at the session, K-P Elementary and Secondary Education Deputy Director Abdul Shakoor unveiled a new plan to improve the education sector in the province.
According to the plan, every primary school will have six rooms and six teachers.
“We appointed 6,000 teachers to fill the vacant teaching posts in the previous year,” he said.​
