Militant attacks in Khyber-Pakhtunkhwa have decreased by nearly 7% in 2014 as compared to last year, however, cases of target killings and extortion have risen, states a report presented to IGP Nasir Khan Duranni.

According to the report which was discussed at a law and order review meeting, 468 terrorism incidents were reported in K-P in 2013 while this year the number of attacks has reduced to 438 reported so far.
There has been a substantial decrease in instances of improvised explosive device (IED) blasts, vehicle-borne (VB) IED attacks and suicide attacks this year 25%, 50% and 45%, respectively.
The number of IED blasts declined to 218 from 284, VBIEDs to three from six and suicide attacks to 10 from 18 last year. Similarly, rockets attacks reduced by 30%; last year there were 20 rocket attacks, this year the figure dropped to 14.
However, the report identifies a significant increase in instances of target killings since 2013. According to the document, 131 cases of targeted attacks on individuals were reported this year as compared to 113 in the previous year. “Mostly policemen were targeted in such incidents.”
Moreover, during the current year, there has been a significant decrease in civilian and law-enforcement personnel casualties which have come down to 286 from 621 in the previous year, states the report claiming this is the lowest casualty count since 2008.
Tracking the improvement
The meeting’s participants were informed that modern investigation techniques have helped improve the department’s performance.
In 2014, the K-P police was able to successfully repulse 103 terrorist attacks, defuse 316 suicide jackets and IEDs and arrest 174 terrorists, according to the review report.
Similarly, 26 militants were killed during encounters with police and convictions were secured for 27 others. The police was able to keep kidnappings for ransom under check and only 93 such cases were reported this year, the same as last year.
The investigation wing showed considerable improvement as it was able to arrest 193 kidnappers and rescue 80 abductees during the current year, while a slight decrease was also observed in the instances of theft, robberies and car theft.

A considerable increase was observed in reported cases of extortion. A total of 285 cases were registered in the province during the current year.
Addressing the meetings participants, IGP Durrani said extortion is a major issue for the province and the police have established specialised cellular forensic cells in each divisional headquarters to enable investigation officers to nab the culprits. According to the report, K-P police solved 154 cases of extortion and arrested 287 extortionists.
A helping hand
Counter Terrorism Department DIG Muhammad Alam Shinwari told The Express Tribuneseveral factors led to a reduction in terrorism incidents ranging from police efforts to the destruction of militant
bases in the tribal areas during Operation Zarb-e-Azb and Khyber-1.
“The police have launched a crackdown against militant operatives in the settled districts, but these people were mainly operating from their bases in Fata which were dismantled in the operations,” he said.
Shinwari added the military offensives should continue till militants are eliminated completely, “If the job is left unfinished, they can stage a comeback.”

Short supply: Peshawar with one police official per 1,116 citizens

If the Police Rules of 1939 were to be followed, the provincial capital would be in need of at least 11,000 additional police personnel.

According to Section 2.2 of the Police Rules 1939, one police constable is required for every 450 citizens. The 1998 census suggests the population of Peshawar was around 3.8 million, however, the population has increased at a phenomenal rate. Current estimates suggest 6.7 million people are living in the city.
Meanwhile, records available with The Express Tribune suggest there are only 6,000 personnel. This includes constables, head constables, ASIs, SI and inspectors, DSPs and SPs.
Crunch those numbers and instead of one personnel per 450 people, Peshawar has one police personnel for every 1,116 denizens.
A senior police official says the services of these 6,000 people have been used round-the-clock and they are fighting both militancy and anti-social elements.
“First of all, the police is not designed to fight an insurgency,” the official says, “However, the police force in Khyber-Pakhtunkhwa has single-handedly taken on this responsibility.”
Understaffed
According to the police official, the police force is too small to cope with the population explosion in the province.
“The force is understaffed and is still active on two separate fronts at the same time,” he says.
As is the norm in hierarchical organisations in the country, the size of the workload is inversely proportional to the ranks of police officials. As a result, lower-ranking officials often find themselves bearing greater responsibility.
Most constables have been deputed round-the-clock at checkpoints and police stations in the absence of appropriate facilities, adds another official.
Not on equal footing
“The motorway police, on the other hand, have it easier,” he says, “They have rest houses along the highway and after every 100,000 kilometres, their vehicles are changed.”
There are restaurants along the motorway that sell food at a 60% concession to these officials, added the senior cop.
According to officials, traffic policing is a more attractive job than regular policing as officials receive better salary packages.
“Other police officials are usually deployed on the roads without any provisions of rest houses and concessions on food,” adds the official.
More often than not, the general public assumes the police operate on a higher budget. However, the senior police official says a large fraction of this money is spent on the salaries of the personnel and very little is left to enhance the police force, he added.

Knee-jerk reaction?: K-P government decides to expel Afghan refugees after a month

PESHAWAR: The Khyber-Pakhtunkhwa government has decided to expel all Afghan refugees from the province after a month, following an intelligence report that revealed Tehreek-e-Taliban Pakistan’s deadly assault on Army Public School (APS) was controlled by militants in Afghanistan.

Nearly 150 people—more than 130 of them schoolchildren—were brutally slaughtered by members of the banned outfit, according to their claim of responsibility. The militants laid siege to the school for more than seven hours on Tuesday.
The decision to expel all Afghan refugees staying in K-P was taken on Friday in a special meeting of the provincial cabinet chaired by Chief Minister Pervez Khattak. The gathering was called to review the security situation in the province in the aftermath of the December 16 carnage.
“If presidential elections can be held in Afghanistan, its citizens in Pakistan can also go back home,” said Minister for Information Mushtaq Ahmad Ghani while briefing the media after the meeting.
Initially, a policy will be made to expel Afghan refugees from settled areas after a month. Following this, the K-P government will begin to implement the policy, he said.

According to Ghani, the K-P cabinet demanded the federal government review the country’s foreign policy and work to strengthen weaknesses. “Pakistan’s security should be the first priority, there should be no compromise on the matter,” the information minister stated.
He added the origin of the APS attack was traced back to Afghanistan and the federal government should take up the issue with the Afghan government. “If talks do not achieve the desired result, the government should take concrete steps against militants hiding across the border.”
When asked about the federal government’s extension of the stay of Afghan refugees till next year, Ghani said it was time to take action and the K-P government will take up the matter with international humanitarian organisations.
NoCs for schools
Elaborating on other decisions taken at the cabinet meeting, Ghani said after winter vacations, schools across K-P will only open after the school administration obtains no-objection certificates from the respective district administration.
“The police and district administration will visit educational institutions to inspect security arrangements. NoCs will be issued only if the officials are satisfied,” said Ghani. “Weapons licences will be issued to guards deployed at schools.”
“We demand that the federal government make the Federally Administered Tribal Areas a separate province with the consensus of its elders or convert Fata into an administrative unit,” the minister said quoting the cabinet’s demands.
Speaking about the developments in the investigation of APS attack, the information minister said audio recordings of the attackers’ conversation with their handler had been obtained and also shared with the Afghan government. He added other information cannot be shared at the moment.
On high alert
Meanwhile, IGP Nasir Khan Durrani has directed the police to beef up security at sensitive buildings across the province.
While presiding over a high-level meeting to discuss law and order, the IGP instructed all DIGs to visit jails in the respective jurisdictions and personally inspect security arrangements.
“Access routes to these jails should be closed down and alternate routes should be opened for traffic,” said Durrani. He also ordered a crackdown against anti-social elements.
Furthermore, security across Hazara Division has been heightened and additional police and elite force officials have been deployed at key locations following security threats.

50,000 TB cases reported in KP every year

MANSEHRA: The district head of TB Control Programme, Dr Mohammad Javed Tanoli, has said that 50,000 cases of tuberculosis are reported every year in Khyber Pakhtunkhwa.
He said that they were sensitising the key segments of society including religious scholars, workers of non-governmental organisations and journalists about tuberculosis to bring down its cases in the province.
“We have held TB sensitising sessions with clerics, students of seminaries and representatives of media and non-government organisations to bring down the 50,000 cases of this communicable disease being reported in the province every year,” Dr Tanoli told journalists here on Wednesday.
Communication officer of TB Control Progamme Bushar and district health officer Sardar Bashir also spoke on the occasion and stressed the need for making joint efforts to eradicate the disease form the province.
Dr Tanoli said that under TB Control Programme, patients were provided free of cost treatment since the first test of sputum.
“But owing to lack of awareness regarding symptoms and free of cost six-month treatment course, the disease is spreading in the community,” he added.
Dr Tanoli said that media, ulema and NGOs could play vital role in not only creating awareness among people about the free treatment of the disease but also regarding the precautionary measure.
He said that currently 670,000 cases of the communicable disease were reported in the country every year of which 50,000 were reported in Khyber Pakhtunkhwa.

KP’s policy for rehiring sacked employees declared illegal

PESHAWAR: The Peshawar High Court on Wednesday declared illegal the provincial government’s policy of making reappointment of government employees, sacked by then government from 1996 till 1998, conditional to the present qualification required for the posts.
The bench comprising Justice Ms Mussarat Hilali and Justice Lal Jan Khattak ruled that reappointment of the sacked employees could not be made conditional to the existing qualification as at the time of their initial appointments such qualification was not in the field.
The bench accepted a writ petition filed by around 30 former employees of the education department, including Hazrat Hussain and others.
Advocate Khalid Rehman appeared for the petitioners and contended that the petitioners were appointed between 1993 and 1996 in the education department against the posts of primary school teachers, drawing masters and certified teachers. However, he said, when the government was changed in 1997 the next government sacked them on the ground that these appointments were made on political basis.


Reappointment can’t be made conditional to new qualification for the job, rules PHC


He stated that when the Pakistan Peoples Party again assumed government in the centre as well as Khyber Pakhtunkhwa it enacted the Sacked Employees (Reinstatement) Act 2010 and reinstated the employees sacked from the federal departments without making it conditional to any new terms.
He contended that the provincial government also enacted the Khyber Pakhtunkhwa Sacked Employees (Appointment) Act 2012, but it provided a different mechanism of reinstatement and named it re-employment.

پشاور پولیو مہم: ساڑھے سات لاکھ بچوں کو قطرے پلانے کا



خیبر پختونخوا کے دارالحکومت پشاور میں انسداد پولیو مہم میں اتوار کے روز ساڑھے سات لاکھ بچوں کو اس بیماری سے بچاؤ کے قطرے دینے کا ہدف رکھا گیا تھا۔
پاکستان میں اس سال اب تک پولیو کے 295 مریض سامنے آئے ہیں جن میں 66 کا تعلق خیبر پختونخوا اور 173 کا تعلق قبائلی علاقوں سے تھا۔
پشاور کی 97 یونین کونسلز میں گھر گھر جا کر پولیو سے بچاؤ کے قطرے دینے کی ایک روزہ مہم مکمل کی گئی۔ اس مہم میں سات لاکھ 54 ہزار بچوں کو اس وائرس کے حملے سے بچاؤ کے قطرے دینے کا ہدف رکھا گیا تھا۔
پشاور میں انسداد پولیو مہم کے حکام کے مطابق اس مہم کے لیے 4400 ٹیمیں تشکیل دی گئی تھیں۔ حکام کا کہنا تھا کہ آج اتوار کے روز ویکسین کے قطرے پینے سے رہ جانے والے بچوں کو آئندہ دو سے تین روز تک یہ قطرے دیے جانے کی مہم جاری رہے گی۔
پشاور کے ان متعلقہ علاقوں میں جہاں بچوں کو قطرے دیے جانے تھے اس کے لیے سخت حفاظتی انتظامات کیے گئے تھے۔ اکثر علاقوں میں موٹر سائیکل کی ڈبل سواری پر پابندی عائد تھی۔ ان علاقوں کے کوچوں کے داخلی اور خارجی راستوں پر پولیس اہلکار تعینات تھے۔

انکاری بچوں کے والدین میں پہلے کی نسبت کمی آئی ہے۔اس سے پہلے ایسی اطلاعات ہیں کہ انکاری والدین کی تعداد بارہ ہزار سے اٹھارہ ہزار تک رہی تھی۔
حکام

گذشتہ ہفتے مکمل کی گئی مہم کے لیے بھی سات لاکھ 54 ہزار بچوں کو اس مہلک بیماری سے بچاؤکے قطرے دیے جانے کا ہدف رکپا گیا تھا۔
تاہم ذرائع کے مطابق اس مہم میں چھ لاکھ 72 ہزار بچوں کو اس ویکسین کے قطرے دیے گئے تھے۔ ذرائع نے بتایا کہ 15000 تک بچے موقع پر دستیاب نہیں تھے جبکہ 9000 والدین نے اپنے بچوں کو یہ قطرے دینے سے انکار کر دیا تھا۔
حکام کا کہنا ہے کہ انکاری بچوں کے والدین میں پہلے کی نسبت کمی آئی ہے۔ اس سے پہلے ایسی اطلاعات ہیں کہ انکاری والدین کی تعداد 12 ہزار سے 18 ہزار تک رہی تھی۔
اگر حکام کی جانب سے دیے گئے ہدف کو مد نظر رکھا جائے تو کُل 81 ہزار بچے قطرے لینے سے محروم رہے ہیں۔ ان میں انکاری والدین کتنے ہیں اور ان بچوں کی تعداد کتنی ہے جو موقع پر دستیاب نہ ہونے کی وجہ سے اس بیماری سے بچوؤ کے قطرے لینے سے رہ گئے تھے۔

خیبرپختوںخوا پولیس نے تعلیمی اداروں میں سیکیورٹی نظام بہتربنانے کیلئے ایس او ایس سسٹم کا افتتاح کر دیا۔ اے آئی جی خیبرپختوںخوا میاں محمد آصف کہتے ہیں کہ الرٹ جاری ہوتے ہی کوئیک رسپانس فورس موقع پر پہنچ جائے گی۔
