All points are achievable and are short term targets except # 4.
You cannot dismantle the existing cantonments but one can bring them under the local governments..... so is a long term target, though achievable yet difficult exercise.
All in all good suggestions.

Pakistan was created a national security state with a dominant army by the allies out of Russophobia. Our job is to prevent Russia from getting to hot waters of Indian ocean so no matter what we the people want or plan army with its western backers will always win. Case in point , this is the most vulnerable time for the state of Pakistan and why is there deaf silence on eastern boarder? But when IK was in power and country was trying to take off all of a sudden India started to mess with us

It ia everyones right to atleast speak truth, everyone is a loser in this situation, Pakistan is a loser morally, economically , mentally...
