My point if you read the whole post again - without the glowing biasness that you seem to hold - is that only an operation in a particular area of Karachi will NOT bring peace in the city. It will only make things worse ..

Instead of issuing childish statements where you try to put words into my mouth, present your argument .. do you agree or disagree with my post? If you disagree then elaborate .. I really have no problem if you disagree with my points but don't just take one sentence and start harping ...

So according to your analysis there are two reasons for Lyari anarchy

1)Extortion (Bhatta)
Recent link to Crime History of Lyari can go back to 1960's when Dadal(Rehman Decait's father) was drug peddler and involve in drug trade in area and took a charge after the death of Kalla Naag. But after the Afghan war, the flux of weapons, herion, and new routes of smuggling trade via hub area to Iran has changed the whole scenario. The newly invented trade of (Drug racketing, kidnapping for ransom. extortion from transport traders, and smuggling of weapons and petrol from Iran to hub-Baluchistan) was divided between the Babu daciat group and Lalo(Haji Lal) group. Rehman Decait joined his father's friend(lalo group) and after diminishing four sons of Babu decait became the right hand of Lalu. But the conflict on extortion from transportation traders had alienated him from Lalo group, and created his own group. Lalu's son (Arshad Papu) became the head of his father group and as a result, these groups fought furiously to gain the control of Lyari. In 2006, arshad Pappu got arrested and between 2006-2008, MQM supported Ghafar Zikri(leader of Papu group) to enter in lyari to do water and drainage projects (Mustafa Kamal Nizamat) because without support of these gangs , no one can do any socail work in Lyari as they used to kidnap the contractors and burnt their machineries’. After 2008, when PPP came in power Zulfiqar Mirza provided the full patronage to Rehman dacait and recruited his gangsters in Sind Police as a result Ghaffar Zikri (Arshad Pappu)group faded out from lyari. But in later days of his life, rehman Decait made PAC(Peoples Amman Commitee) which adapted a vicious policy to start getting extortion from old trading areas of Kharadar,Jona Manket,Bolten Market,Denso hall(Medicine Market), Saddar,AUto Market(Gaandhi garden),Electronics market(saddar), Auto part market(Tibet center), Jamma Cloth market and also from Shershah automobile market and all reknowned industrail sector in vicinity of Shersha and S.I.T.E area. So activities of PAC started affecting other areas of Karachi like Shanti nagar, Paak colony, PIB colony and different areas. PAC(Peoples Amman Committee) was mainly constituted of Baluchi-Makranni youngsters and acted brutally against Non-baluchi community and other ethnic people feel unsecured and threatened about their life and businesses ,as a result KRC(Katchhi Rabita Commitee)was formed. Even punjabi people who are involved in leather and tannery business since ages can not feel themselves safe and could not sell their residential and commercial properties because PAC gangster will not let anyone involve in selling and buying properties without their share. Recent killing of Mallick Muhammad Khan(ex-naib nazim and PPP city ward president) and Mallick Mushtaq PPP worker both from(Niazi tribe) revive their fear.
2.) MQM entry in Lyari
As I have written above, that MQM did support Ghafar Zikri(Arshad Pappu) group for brief time in 2006-2008, apart from that MQM always had a presence in Lyari. In Agra Taj, MQM have a proper sector office and have a support from Agra taj to the back of Ghulamane-Abbas school(near NAVY flats) in Maripur road.
In Bihar colony, MQM have a small suport in Igyyara number, around Hanif manzil and near Jamma Masjid road in front of playground(eidgah ground) and also in front of post-office. In other areas of Lyari, MQM have a strong hold in Ranchore Lane, from Spencer eye hospital to Kumharwara, from ghanchpara to bhempora and also from bohrapir to saddar town. On other side of Lyari town,the presence of MQM is visibly evident in Usmanbad to Lashkari village and also from Dhoobi Gaath along Lyari river to Niazi manzil.
So, its not true that this is a war for MQM entering in LYari

Karachi: Former Chief Minister Sindh and Pakistan Muslim League-Nawaz (PML-N) Leader Ghous Ali Shah met Sardar Uzair Baloch, leader of banned outfit Peoples Aman Committee (PAC), in Lyari, an old society of Karachi, sources said on Monday.

The sources said that Ghous Ali Shah invited Uzair Baloch to join PML-N.

Pakistan Peoples Party (PPP) Leader Habib Jan Baloch and other representatives of Lyari were also present in the meeting.The two leaders also discussed issues regarding the recent operation in Lyari and formation of an alliance of different parties in the city.It is to be mentioned here that leaders of PAC and PPP in Lyari criticised PPP government in Sindh regarding the recent operations in Lyari, a strong hold of PPP.

If they think that by killing people in Lyari will bring peace in Karachi .. they certainly reside on a different planet.

Following must be done sincerely if they are sincere towards peace and Pakistan's development:

1. Take steps against corruption, without fear or favor this disease of corruption should be eradicated
2. De-weaponize the whole country - the gift of AK47 culture given to us by Zia should be reversed. Again without fear or favor.
3. Specially in Karachi put a ban on all political activities (yes you read me correctly). Emergency be declared in Karachi against Bhattakhori, drugs and weapons.
4. Place a ban on foreign passport holders to lead parties
5. SC's order on eradicating no-go areas should be implemented
6. Hardened criminals in prisons should be dealt with e.g. saulat mirza should be hung and others should not be given preferential treatment
7. Police should be stronger - this is where I think ex-army officials can be inducted (instead of other civilian institutions). Increase in Police pay should be done without delay

There are many other things that can be done .. but this can be a good start.. otherwise random operations will achieve nothing except making the situation worse.

Actually PAC(Peoples Amman Committee) gangster are involved in killing of ordinary people from different ethnic background by checking their ethnicity on their NI card either from Muhajir community or from Kacchi community and now from MianWali community in Lyari. They have killed traders in Shersha automobile market for not paying extortion and police enforcement officers for stopping them in their illegal activities.

As BAN on political activities will create a Vacuum which will be easily filled with independence movements or sprinter groups like of JSQM(Jeay Sind qaumi Mahaz) for Sindhi people, BLA(Baluchistan Liberation Army) for Baluchi people and MPM(Mohajor Province Movement) for Muhajir people and the other religious extremist will use a space to create more anarchy.
Emergency be declared in Karachi against Bhattakhori, drugs and weapons.
When emergency is declared than the whole provincial assembly get dissolve, instead of destabilizing a whole system more strict measures are required to minimize the culture of extortion, drugs and weapons.
this is where I think ex-army officials can be inducted (instead of other civilian institutions).
Army officers are not the solutions instead they will create more hatred in other ethnicity as most Army officers belongs to Punjab and will not be welcome in Sindhi, Baluchi and Muhajir ethnicity. Secondly, What army officers have done in steel mill, WAPDA and KESC. So I will think that more local people should be recruited on MERIT in their local police station, with proper training and on good financial and social incentives, local police force will know the root cause of problem in their areas and will also get the support from local community to eradicate the culprits.

Which other part of Karachi, you can see RPG and hand Grenade were used against Law enforcement agencies in such a big quantity, even Law enforcement agencies are still not able to enter the affected area for the last six months. So according to your suggestion, operation in a particular area of Karachi will NOT bring peace in the city than after failing to commit the operation in a small area of Lyari successfully until now; How can you expect that Law enforcement agencies will do the operation in whole Karachi altogether. They have to start from somewhere and the main goal should be to avoid extra judicial killing and capture and prosecute all the culprits without any political gimmick.

Problem of Karachi will never be solved until we have a strong and corruption free federal government which doesn't need support of fringe political parties like ANP or MQM. Parliamentary system is good for civilized and corruption free societies. Our politics is rife with corruption and whats happening in Karachi is a direct result of corrupt elements fighting so that they can keep the spoils from this city. The political parties who are letting loose these gangs, including MQM, ANP, PPP, are all run by autocratic leaders and run as family fiefdoms with nothing more important than the interests of their leaders with little to no concern for the common man and their suffering.

There will be no solution to karachi until the political dynamics change at the center - until that happens karachi will keep burning and people will keep losing their lives. All the operations will be just hogwash and nothing else. None of these political parties are serious about solving the issues without guarantees to safeguard their revenue streams (read bhatta khoree, land grabbing, cut from drugg running etc etc) for now and for the future.

Karachi is what New York was in the 1920s and 1930s - controlled and run by mafias and there is no regard for life or property and just care about controlling the money flowing in and their turfs.

I think if a man can ignore 12th May, burning of Lawyers in Tahir Plaza, broad day light murders of countless PPP workers by the hands of MQM; one of which made Qadir Patel resigned from NA seat to register his protest, 10 years of unconditional support of Musharraf and rampageous killings of thousands of innocent people for 25 years; this (Lyari Operation) may or may not be the last straw to get favors of MQM to run the govt. smoothly. I think the deal is not bad.
